Shandong Provincial Department of Science and Technology: Notice on Soliciting Guidelines and Suggestions for Major Basic Research Projects in 2026 and 2027

360截图20260109084751968

To the science and technology bureaus of various cities, relevant departments directly under the provincial government, and all relevant units:

According to the "Management Measures for Natural Science Foundation Projects in Shandong Province" (Lukezi [2025] No. 33) and other relevant regulations, we are now soliciting guidance and suggestions for major basic research projects in the province for 2026 and 2027. The relevant matters are notified as follows:

1、 Project positioning

Major basic research projects support leading scientific and technological talents and research teams to focus on the key technological bottlenecks that constrain the development of industries in our province. We adhere to problem oriented and goal oriented approaches, with a focus on applied basic research. We aim to condense fundamental and cutting-edge major scientific problems, strive to make breakthroughs in the theoretical basis and principle mechanisms of key common technologies, and promote the deep integration of innovation chains and industrial chains. The project explores a long-term evaluation mechanism, assessed according to the "milestone" key nodes. The project implementation period is 3 years, and a post evaluation of the industrial application situation will be conducted 3 years after the project ends. The funding intensity will not exceed 2 million yuan per project, and priority will be given to supporting young scientific and technological talents under the age of 45 to carry out scientific research work.

2、 Research field

Focusing on the deep integration of technological innovation and industrial innovation, we will focus on upgrading traditional industries, developing emerging industry clusters, and laying out future industrial prospects. We will also collect guidelines in 17 major science and technology innovation action plans such as integrated circuits, new energy, and new materials, as well as in the fields of "811" discipline and "artificial intelligence+scientific research". We will target the pain points and bottlenecks in our province's key industries, conduct fundamental, leading, and strategic research, and promote significant breakthroughs in original achievements.

3、 Solicitation requirements

(1) Guidelines for normative requirements

1. Scientificity. To focus on scientific issues, refine them accurately, have distinct characteristics, and be cutting-edge; The research direction should have the characteristics of basic research and avoid the use of non basic research terms such as "development"; To be innovative, it is necessary to avoid selecting outdated or duplicated research directions, especially avoiding duplication with other funded directions of national and provincial natural science funds.

2. Guidance. We should fully consider whether to focus on the major needs of regional economic and social development in our province, and fully consider the urgent technological needs in industrial development. The project should focus on landmark progress and original contributions, striving to achieve original discoveries of major scientific mechanisms within three years, and is expected to apply research results to specific industrial scenarios within six years, forming technological prototypes, achieving transformation or preliminary industrialization.

3. Normality. Standardized professional terminology should be used (see Annex 4 for relevant scientific publishing house normative matters), with concise wording to avoid problems such as unsmooth sentences, repeated words, and typos, and should be filled in according to the relevant instructions in the annex. Each guideline suggests that the research direction can only involve one science department, and specifies at least one secondary discipline code, while clearly indicating the selected year.

4. Inclusiveness. The name should have a certain degree of inclusiveness, without obvious restrictive elements, and avoid problems such as overly clear directionality and insufficient competitiveness; It is necessary to consider whether there is a research foundation and relevant achievements in this field in China, to ensure that there is a sufficient application team, and there should be a certain degree of competition in the application process to avoid the phenomenon of "tailoring" and "matching".

5. Safety. It is necessary to prevent ethical and technological security risks in scientific research, and must not contain confidential content. The declaring unit and competent department shall strictly implement relevant national laws, regulations, and ethical standards, and strengthen review and supervision.

(2) The proposer requests

1. Should hold a senior professional and technical position (title), a doctoral degree, and be a full-time or full-time research personnel of the recommended unit.

2. Should have experience in undertaking projects funded by the Provincial Natural Science Foundation or above, and meet relevant restrictions.

3. In principle, the guidelines recommend potential applicants.

(3) Recommended unit requirements

1. The project guide suggests that the recommended unit should be a registered Shandong Provincial Natural Science Foundation supporting unit.

2. Each recommending unit should conscientiously fulfill its main responsibility of recommendation, combine its own advantages in scientific research fields, pay attention to talent gradient training, and actively recommend suggestions put forward by outstanding young and middle-aged scientific and technological talents.

3. The quality of the recommended guidelines, the declaration of the adopted guidelines and the establishment of the project will serve as an important basis for the number of recommended guidelines in the next year.

4. The recommending unit shall organize experts to check and demonstrate the application guidelines of the unit one by one in different fields, revise and improve them and submit them to the provincial science and technology department after publicity. Argumentation expert requirements are as follows:

① Have a senior professional and technical position (title);

② In principle, having the experience of taking the lead in undertaking key projects of National Natural Science Foundation or higher level projects;

③Each recommended guide should have no less than 3 argumentation experts, and at least 1 academician of the two academies, or national high-level talents such as National Youth Science Foundation projects (A, B), or Changjiang Scholars should be invited;

④ The guideline advising person cannot be an expert in argumentation for the same year's guideline recommendations.

Time and method of 4. solicitation

All units are requested to log on to the science and technology cloud platform-Shandong natural science foundation management system-major basic research guide proposal solicitation (https://cloud.kjt.shandong.gov.cn/platform/,系统将于1月12日开放) before 17:00 on January 30, 2026 (Friday) to fill in the guide proposal.
