1、 Association Overview

The Shandong Equipment Manufacturing Industry Association was established on December 28, 2016, jointly initiated by the backbone enterprises of the equipment manufacturing industry in the province and local social associations. It is a provincial-level, comprehensive, non-profit social organization in the equipment manufacturing industry approved and registered by the Provincial Department of Civil Affairs after the decoupling of social organizations from the government. We have promoted the establishment of six city level associations in Jining, Zibo, Weihai, Yantai, Dezhou, and Tai'an, and set up offices in Zaozhuang, Linyi, and Binzhou. We have five directly affiliated branches in engineering machinery, special vehicles, mining electromechanical, forging, and hydraulic industries, as well as group members such as Tengzhou Machinery Industry Association, Laizhou Equipment Manufacturing Industry Association, Zoucheng Mining Electromechanical Equipment Industry Association, and Liangshan County Special Vehicle Industry Association. There is an expert committee, standardization work committee, and digitalization professional committee composed of more than 400 professors from universities, research institutes, and senior engineers from enterprises both inside and outside the province. At present, the Association has more than 3000 backbone member units of all kinds, covering 130 districts and counties in 16 cities, including machine tools, engineering machinery, agricultural machinery, transportation machinery, automobile manufacturing, shipbuilding, marine equipment, aviation equipment, new energy equipment, special equipment, casting and forging, electrical engineering, instrumentation, intelligent manufacturing (industrial Internet) and other sub industries. Among them, there are more than 500 core member units above the director level, and they are group members of China Machinery Industry Federation, China Machinery Enterprise Management Association, and Shandong Federation of Industry and Commerce. In 2019 and 2024, it was rated as a "5A level social organization" by the Shandong Provincial Department of Civil Affairs. In 2022, it was rated as a "key industry chain high-quality development promotion institution" by the Shandong Provincial Department of Industry and Information Technology. In 2023, it was rated as a "four good" chamber of commerce by the Shandong Provincial Federation of Industry and Commerce.

On December 28, 2018, the "Communist Party of China Shandong Equipment Manufacturing Industry Association Party Branch" was established with the approval of the Comprehensive Party Committee of the Social Organization Management Bureau of the Shandong Provincial Department of Civil Affairs. It has been rated as a "5-star Party Branch", "Party Building Work Demonstration Point", and "Excellent Branch for Standardized Party Branch Construction" by the Comprehensive Party Committee of the Shandong Provincial Social Organization Management Bureau.

2、 Association functions

Under the guidance of the Provincial Department of Industry and Information Technology, my main responsibilities include serving members, promoting policies, leading and guiding the equipment manufacturing industry and enterprises in the province towards high-end, intelligent, and green development. The specific scope of responsibilities includes:

（1） According to the provincial economic development strategy and in combination with the industry situation, actively promote and implement relevant policies and guidelines, accept government commissions, and assist relevant departments of the provincial government in implementing industry management for the equipment manufacturing industry;

（2） Entrusted by the government, organize and implement industry research, undertake industry statistical work, establish a "provincial equipment manufacturing industry database", and conduct economic operation analysis. Participate in industry vocational skill appraisal, quality certification, achievement or project evaluation, enterprise qualification certification, as well as the formulation and revision of relevant national and industry standards, and organize their implementation. Provide suggestions to government departments on industry development plans, economic and technological policies, and economic legislation, and participate in relevant activities;

（3） Proactively and promptly raise common issues in the equipment manufacturing industry to government departments, reflect the wishes of member enterprises, safeguard the legitimate rights and interests of member enterprises, and serve as a bridge and link between the government and enterprises;

（4） Conduct domestic and international market research, analyze market trends, develop information resources, establish an information center centered on "market demand and investment feasibility", and provide reliable information consulting services for government decision-making and member enterprises;

（5） Accelerate the promotion of technological innovation, progress, and industrial development in this industry, organize special forums, experience exchanges, and other activities, carry out training in talent, technology, profession, enterprise management, regulations, etc., accelerate the improvement of the modernization management level and international competitiveness of enterprises in our province, as well as the quality of the equipment manufacturing industry team;

（6） Carry out industry self-discipline, formulate industry rules and regulations, coordinate relationships between industries and member units, provide legal consulting services to member enterprises, and maintain fair competition and market order;

（7） Organize industry enterprises to carry out various activities with domestic and foreign economic organizations and associations, including economic and technological inspections and exchanges, holding various exhibitions, economic and trade negotiations, etc., to promote the development of foreign trade and economic and technological cooperation and exchanges among member enterprises;

（8） Carry out industry news publicity in various forms, especially by using the Internet and other modern media means, and use strong public opinion to promote and guide the development of the industry. The media platform of the provincial association timely releases economic and technological information related to the equipment manufacturing industry at home and abroad, guiding the healthy and scientific development of the industry and member enterprises. Edit, publish, and distribute conference journals, yearbooks, and other publications;

（9） Undertake government procurement services and handle related matters entrusted by the government and member enterprises.

3、 Main job overview

In the past few years, under the guidance of government departments and with the strong support of the council leadership and member units, I have mainly done the following eight aspects of work:

One is to use the "Shandong Province Equipment Manufacturing Industry Science and Technology Innovation Award" as a working tool to promote scientific and technological innovation in the equipment manufacturing industry throughout the province.

The "Shandong Equipment Manufacturing Industry Science and Technology Innovation Award" is the first, only, provincial-level, and verified equipment manufacturing industry science and technology innovation award issued by an industry association in 2020, registered and filed by the Shandong Provincial Department of Science and Technology in the "Notice on Publishing the First Batch of Shandong Province Social Science and Technology Award Registration and Filing List" (Lukezi [2020] No. 45). The "Shandong Equipment Manufacturing Industry Science and Technology Innovation Award" aims to promote scientific and technological innovation and progress in the equipment manufacturing industry in Shandong Province. Since its establishment in 2020, it has been successfully held for 5 sessions, with a total of 1459 projects evaluated, including 532 awards. More than 1300 enterprises and institutions, as well as tens of thousands of technical R&D personnel, have participated. The total revenue of the award-winning units exceeds 3 trillion yuan, the new production value of the award-winning projects exceeds 40 billion yuan, the export trade volume exceeds 6 billion yuan, and the new tax revenue exceeds 5 billion yuan. The establishment of awards has fully mobilized the enthusiasm of scientific and technological workers, actively promoted the original scientific and technological innovation and basic research of the equipment manufacturing industry in the province, and created a number of equipment manufacturing industry scientific and technological innovation platforms with enterprises as the main body, market orientation, and the combination of industry, academia, research and application. It has also demonstrated new achievements in strengthening the chain, supplementing the chain, and extending the chain, making due contributions to achieving high-level scientific and technological self-reliance in the equipment manufacturing industry and driving high-quality growth of our province's industrial economy.

The second is industry research, providing suggestions and recommendations to support the high-quality development of the industry.

In recent years, I have been committed to leveraging the role of community organizations as a bridge and advisory assistant, actively providing suggestions and proactive actions to government departments in industry development planning, policy formulation, and industry management. Participated in the compilation of the "Shandong Centennial Brand Development Report" and the "White Paper on the Development of Industry and Key Industries in Shandong Province"; Drafted more than ten industry development reports, including "Development Status, Key Industry Situation and Development Suggestions of Equipment Manufacturing Industry in Shandong Province" and "Report on the Development of Intelligent Connected Vehicle Industry in Shandong Province"; We have visited over 1200 enterprises and collected a large amount of frontline data on their development. Based on the pain points, difficulties, and future development directions faced by the enterprises, we promptly put forward more than 20 industry proposals at the "Two Sessions" and actively participated in research activities organized by the provincial party committee and government on topics such as equipment manufacturing and social work. We have put forward many targeted and constructive suggestions, effectively playing the industry support role of the association.

The third is to respond to the landmark industrial chain integration and stabilization special action of Shandong Province's "Ten Chains, Hundred Groups, Ten Thousand Enterprises", and promote the integration, innovation, and coordinated development of "chain owners" enterprises and "specialized, refined, unique, and new" small and medium-sized enterprises.

I will be based on the actual situation of the equipment manufacturing industry, strengthen the construction of the service system, actively integrate into the domestic and provincial industrial environment, create a service brand with its own characteristics, empower member enterprises to develop with high quality and health, and have hosted, organized and participated in the "Shandong Province Engineering Machinery Field Large scale Equipment Renewal Promotion Conference and 'Ten Chains, Hundred Groups, Ten Thousand Enterprises' Engineering Machinery Integrated Chain Supply and Demand Matchmaking Conference", "2024 (5th) Shandong Hunan Province Engineering Machinery Development Exchange and Cooperation Conference", "2024 Jinan International Engineering Machinery and Equipment Manufacturing Industry Chain Expo", "Shandong Province Small and Medium sized Enterprise Service Month and' Together Benefiting Enterprises' Small and Medium sized Enterprise Service Action Promotion Conference", "Shandong Province Small and Medium sized CNC Machine Tool Industry Cluster Integrated Chain and Fixed Chain Matchmaking Exchange Conference". Activity " A series of important conferences, exhibitions, and exchanges, such as the National Machinery Industry Economic Situation Report Conference and Dezhou High end Equipment Industry Promotion Conference, Ningyang County Industrial Exchange and Cooperation Symposium, Weifang Equipment Manufacturing Chain Main Tour Study Tour, Weihai Equipment Manufacturing Chain Main Enterprise Study Tour, etc., have promoted resource sharing and inter enterprise collaborative support, characteristic industrial clusters, and chain main enterprises and "specialized, refined, and new" enterprises through product matching, collaborative innovation, industrial cooperation, talent cultivation, and other forms.

Fourthly, we will adhere to the new development pattern of "domestic and international dual circulation", consolidate the new highland of cooperation in our province's equipment manufacturing industry, and create a new channel for "Made in Shandong" to go global.

During our research, the All China Federation of Industry and Commerce, China Chamber of Commerce for Import and Export of Machinery and Electronics, Provincial Department of Commerce, Provincial Council for the Promotion of International Trade, Provincial Federation of Industry and Commerce and other units pointed out that community organizations should lead enterprises to "go global" through trade promotion, investment attraction, private equity fund participation, overseas mergers and acquisitions, and invite foreign and non provincial enterprises to participate in high-end large-scale exhibitions and targeted invitations, building new communication and cooperation channels for "Made in Shandong". I will elevate my position, broaden my horizons, and adhere to the new development path of "domestic and international dual circulation". In terms of focusing on the domestic circulation as the main body, I have organized inter provincial equipment manufacturing enterprise exchange and docking activities such as "Lu Wan Dialogue", "Lu Xiang Dialogue", "Lu Ji Dialogue", "Lu Jin Dialogue", "Lu Meng Dialogue", "Lu Shaanxi Dialogue", "North South Dialogue", etc., targeting key industrial chains such as intelligent manufacturing, mining electromechanical, engineering machinery, and automobile manufacturing to learn from each other's advantages, exchange and develop cooperation. This has facilitated more than 110 enterprises in our province to enter the supplier directory of leading enterprises outside the province such as Xi'an BYD, Zoomlion Heavy Industry Science and Technology, Jinchuan Group, and Mengtai Coal Industry, generating orders of over 100 million yuan. In terms of promoting domestic and international dual circulation, the association has launched the "Sailing to the Sea" action plan, organized and carried out the "Overseas Hundred Exhibition Project" series of activities, and linked high-quality foreign exhibition resources such as the Hanover Industrial Exhibition; Go to Denmark, Germany, and Sweden to carry out business exchange and cooperation activities, attract multinational company "Grundfos" Group to join the association, and strengthen cooperation and exchanges with Nordic countries; Signed strategic cooperation agreements with the Thai Machinery Industry Association and the Korean Machine Tool Industry Association to strengthen cooperation and exchanges between East Asia and Southeast Asia; The service enterprises participate in the "Canton Fair", "Entry Expo", "Service Trade Fair" and "Chain Expo" and actively participate in the construction of the the Belt and Road; Compared to Google, Alibaba YANDEX、 Guolian Corporation and other well-known service institutions at home and abroad have joined hands to jointly create a new channel for "Made in Shandong" to go global.

The fifth is to continuously improve service levels, broaden service paths, and tailor service solutions for enterprises.

In recent years, I will continue to adhere to the development path of "technological innovation, integration of industrialization and informatization, kinetic energy conversion, intelligent manufacturing, and transformation and upgrading", fully leverage the platform role of the association, integrate resources from all parties, and create characteristic service brands such as high-level technological achievement evaluation, standardization construction, leading enterprise cultivation, market expansion, and high-quality intellectual property cultivation through scientific and technological achievement search, product testing, and high-quality evaluation. At the same time, I will work with top social service institutions to provide digital transformation, technological innovation, human resources, green energy supply, disability insurance coordination, finance and taxation solutions for enterprises during visits. These characteristic service brands provide strong impetus for the high-quality development of the equipment manufacturing industry in the province. We have carried out more than 400 scientific and technological achievement evaluation service projects, collected, drafted, formulated and released more than 40 group standards, cultivated more than 50 sets of technical equipment, and established more than 10 specialized, innovative, small and medium-sized enterprises, as well as single champion enterprises, providing enterprises with one-stop, full process, and high-quality brand services.

Sixth, innovate talent training models and strengthen talent support for enterprises.

Under the guidance of the Provincial Department of Human Resources and Social Security, the "Skill Xinglu" Shandong Province Equipment Manufacturing Vocational Skills Competition has been held for three consecutive years, setting up a series of events such as intelligent production line operation and maintenance, intelligent equipment speed improvement technology application, CNC machine tool mechanical assembly and maintenance, mechanical product design and simulation analysis (draftsmen), intelligent manufacturing engineering and technical personnel, etc., guiding relevant universities, secondary vocational schools (including technical schools) and other small and medium-sized enterprises to establish school enterprise docking mechanisms, actively promoting the construction of school enterprise cooperation training bases that integrate production, teaching, research and development, and entrepreneurship functions, and reserving and selecting high skilled talents for enterprises. The "2023 Shandong Equipment Manufacturing Industry Innovation and Creativity Competition", sponsored by the Provincial Department of Industry and Information Technology and the Provincial Federation of Trade Unions, and jointly organized by the association and the Provincial Defense Machinery and Electronics Trade Union, is divided into four categories: invention and creation, process innovation, management innovation, and others. More than 200 projects have been applied for, and nearly a thousand enterprise employees have directly participated. Through the continuous implementation of the "One Award, Two Competitions, and One Study Tour" activities (Science and Technology Innovation Award, Skill Xinglu Competition, Innovation and Creativity Competition, High level Talent Study Tour), more than 8000 R&D talents, over 1000 skilled talents, and over 200 management talents have been cultivated for the industry.

Seventh, the expert committee provides important intellectual support for the demonstration and decision-making of important projects in our province, promoting scientific and technological innovation in the equipment manufacturing industry throughout the province.

The expert database of Shandong Equipment Manufacturing Association has attracted more than 450 high-level talents, including experts, professors, and senior engineers from universities and enterprises both inside and outside the province. Their professional theoretical knowledge covers the entire industry and field of equipment manufacturing. The expert committee has provided important technical support in the evaluation of scientific and technological achievements, selection of scientific and technological innovation awards, industry research, enterprise technology consulting, project topic application, accelerated transformation of scientific and technological achievements, and brand enhancement organized by the association. It has provided intellectual support for the demonstration and decision-making of relevant important projects in our province, and promoted scientific and technological innovation in the equipment manufacturing industry throughout the province.

Eighth, Party building leads the construction of the society, optimizes and strengthens team building.

Under the leadership of the comprehensive party committee of the Provincial Civil Affairs Department and the Social Management Bureau, the association strives to promote the party building work mechanism of ideological guidance, direction guidance, and responsibility guidance, and has successively won honors such as "five-star party branch" and "party building work demonstration site. The Association has thoroughly implemented the general idea of "1261" of Shandong Civil Affairs, built a party building service brand of "Ten Thousand Enterprises Advance and Lu System Pilot", and earnestly organized and carried out a series of party day theme education activities of "Xi Jinping Socialism with Chinese Characteristics in the New Era". Actively carry out party building joint construction activities, and successively carry out theme party day activities with power group, wave Yunzhou, Shandong financial research institute, baosheng cable, yugen petrochemical, east China forging and other units; he has actively acted in serving the society and the masses, and has undertaken a series of public welfare activities such as rural revitalization, helping the disabled, respecting the elderly, donating, and planting trees. The party building has led the construction of the association, consolidated the construction of the association's party organization, and promoted the quality and efficiency of the "party building.
