Work Plan for Stable Growth of Machinery and Power Equipment Industry in Shandong Province

In order to promote the stable operation of the mechanical (excluding the automotive, internal combustion engine, and petrochemical general industries) and power equipment industries in the province, and support the stable growth of the industrial economy, this plan is formulated.

1、 Overall objective

Focusing on six key areas including industrial mother machines, agricultural machinery and equipment, engineering machinery, robots, instruments and meters, and power equipment, we adhere to the coordinated efforts of supply and demand, stabilize stock and expand quantity, promote the deep integration of scientific and technological innovation and industrial innovation, cultivate and strengthen leading enterprises, concentrate on promoting key projects, diversify export markets, and accelerate the promotion and application of equipment. By the end of 2026, the main business income of the machinery and power equipment industry in the province will increase by about 7% year-on-year, and the main business income of the six key areas will strive to exceed 400 billion yuan. A total of about 10 high-level intelligent factories, such as leading and excellent level, will be cultivated, and about 100 advanced level intelligent factories will be cultivated. About 30 chain leading enterprises and single champion enterprises with international competitiveness will be established, and an innovation driven and complete chain high-quality development system for the machinery and power equipment industry will be initially built.

2、 Key tasks

（1） Continuously expanding high-quality supply.

1. Focus on enhancing innovation capabilities. Coordinate innovation resources and build a collaborative innovation system of "industry university research application" around six key areas. Support enterprises to jointly build manufacturing innovation centers, key laboratories and other innovation platforms with universities and research institutes, focusing on collaborative research and development of basic key technologies such as high-precision spindles, intelligent electronic control systems, embodied intelligent large models, new energy storage, and nanoscale precision testing. Promote the construction of pilot testing platforms, lay out pilot bases in industrial mother machines, robots, intelligent detection equipment, power equipment and other fields, and connect the "last mile" of scientific and technological achievements transformation. Connect with major national science and technology projects and key research and development plans, and strive for more innovative resources to be implemented in Shandong. 2. Enhance the resilience of the industrial and supply chains. Based on the upgrading needs of automotive manufacturing, energy equipment, electronic information and other equipment, deepen the collaboration and linkage between host factories and application units, and promote the stability of industry stock. Focusing on common weak links in industries such as high-end bearings, precision sensors, and industrial software, we will coordinate the development of an industry chain investment map and demand list, and target and cultivate a group of "fill in the blank" enterprises. Relying on the industrial advantages of collaborative robots, special robots, and core components of reducers, we will continue to stabilize the scale of the robotics industry. Plan to establish an industrial alliance, hold a number of industry chain unveiling and leadership activities, and supply and demand docking meetings to promote cooperation and support between upstream and downstream enterprises. Guide the green and intelligent upgrading of basic manufacturing processes, enhance the supply level of advanced production capacity, gradually improve the independent and controllable ability of key links, and build a solid industrial and supply chain security barrier. 3. Deepen the application of artificial intelligence empowerment. Focus on key areas such as high-end intelligent agricultural machinery and robots, and promote the deep integration of new generation information technology and industry. Encourage enterprises to scale up the application of large-scale model products in core areas such as intelligent decision-making, auxiliary design, and production operations, and create artificial intelligence application scenarios. Promote experience and practices in scenarios such as predictive maintenance of equipment, supply chain risk assessment, and flexible production scheduling, and increase the promotion and application of related system solutions. Give full play to the advantages of the Jinan Qingdao Artificial Intelligence Innovation Application Pilot Zone and the Qingdao Artificial Intelligence Advanced Manufacturing Industry Cluster, and promote a number of artificial intelligence and industry integration projects. Guide the implementation of artificial intelligence application training to help enterprises improve their intelligence level and production efficiency. 4. Strengthen the construction of quality brand. Support the construction of national and provincial quality inspection centers and industrial metrology testing platforms, providing enterprises with "one-stop" services for inspection, testing, and experimental verification. Encourage enterprises to participate in the formulation and revision of relevant standards, and provide rewards and subsidies for high-level standards according to regulations. Carry out high-quality product promotion and application actions, and launch Shandong's characteristic high-quality products. Organize enterprises to participate in exhibitions such as the World Robot Conference, International Agricultural Machinery Exhibition, and Engineering Machinery Exhibition. Explore the establishment of a brand intellectual property protection system for the mechanical and electrical equipment industry, relying on provincial intellectual property service platforms to provide infringement warning and rapid rights protection services for enterprises, and maintain brand market reputation. 5. Continuously consolidate the existing market. Implement major technological transformation and large-scale equipment upgrading projects in the manufacturing industry, accelerate the upgrading and technological transformation of old equipment with high energy consumption, heavy pollution, and low safety. Give full play to the guiding role of agricultural machinery purchase and application subsidy policies, and promote the promotion and application of advanced and applicable agricultural machinery and equipment. Carry out the promotion and application of high-end medical equipment, create intelligent endoscopy centers, digital operating rooms and other medical scenarios, and promote the application of intelligent medical and health equipment such as medical robots. Accelerate the implementation of major projects such as large-scale onshore wind and photovoltaic bases, offshore wind power, and coastal nuclear power, and expand the application space of new energy power equipment. Organize and carry out the "Industrial Mother Machine+Hundred Industries, Ten Thousand Enterprises" production and demand docking activity. Promote the large-scale application of intelligent equipment in fields such as automotive, electronics, aerospace, and power equipment, and activate the potential of existing markets. Accelerate the implementation of embodied intelligent robots in fields such as elderly care services, automotive assembly, agricultural production, and special operations. 6. Cultivate and strengthen emerging demands. In the field of silver economy, promote the development of elderly care and rehabilitation equipment and service robots in Qingdao, Jinan and other places; In the field of smart logistics, relying on logistics hubs such as Linyi and Yantai, promote intelligent logistics equipment such as unmanned vehicles and unmanned warehouses; In the field of smart agriculture, promote intelligent farming, management, collection, storage, and transportation equipment; In the field of green transformation, focusing on the "dual carbon" goal, we will drive the growth of demand for energy-saving and environmental protection equipment, new energy engineering machinery, and smart grid equipment. Combining beneficial projects such as urban renewal and renovation of old residential areas throughout the province, we aim to stimulate demand for construction machinery, civil machinery, and intelligent parking equipment; Relying on major energy projects such as the Lubei Salt and Alkali Beach Tudi Wind and Solar Storage and Transmission Integrated Base and Jiaodong Peninsula Nuclear Power Base, we will drive investment in nuclear power equipment, wind power equipment and energy storage equipment. Promote traditional advantageous enterprises to carry out intelligent upgrading of production lines and improve the comprehensive utilization efficiency of production capacity. Promote new models such as flexible manufacturing, remote operation and maintenance, and digital twins throughout the province, forming a batch of high-quality solutions for intelligent manufacturing. Give full play to the dual cross platform role, provide accurate diagnosis and "one enterprise, one policy" transformation path planning for small and medium-sized enterprises, promote digital "micro transformation" suitable for the development of small and medium-sized enterprises, and achieve equipment interconnection and production process optimization. Explore the establishment of an enterprise overseas service center to provide specialized services such as national policy consultation, compliance management, and risk management for enterprises. Organize enterprises to participate in international events such as the World Machinery Manufacturing Expo and the BRICS New Industrial Revolution Partnership Forum, enrich new online and offline cross-border docking models, promote deep integration of enterprises into global industrial and supply chains, and enhance international market share. 10. Promote the integrated development of enterprises. Cultivate a group of technology-based and innovative small and medium-sized enterprises, specialized and innovative small and medium-sized enterprises, high-tech enterprises, specialized and innovative "little giant" enterprises, and manufacturing industry single champion enterprises with core hard technology in a hierarchical manner, forming a pattern of integrated development of large, medium, and small enterprises. Based on the public service platform for small and medium-sized enterprises in the province, we will carry out the "Together Benefit Enterprises" special service action, providing one-stop services such as policy benefits for enterprises, innovation driven enterprises, talent driven enterprises, and legal protection for enterprises. Based on the industrial characteristics of various regions, we will promote the differentiated layout of industrial clusters, and build a development pattern of "one chain, one cluster, one domain, one characteristic" led by national advanced manufacturing clusters such as Weilin Ri Intelligent Agricultural Machinery Equipment Cluster, Qingdao Instrument and Meter Cluster, Qingdao Rail Transit Equipment Cluster, etc., and relying on provincial advanced manufacturing clusters and characteristic clusters. We will promote the mutual supply and innovation coordination of cluster products, enhance the overall competitiveness of the cluster. Strengthen operation monitoring, focus on key regions, key industrial chains, and key enterprises, strengthen economic operation monitoring and scheduling, and establish accounts and solve problems such as raw material price fluctuations and order declines found in the monitoring to ensure the smooth operation of the industry. Strengthen publicity and promotion, rely on the mainstream media and industry media resources in the province, publicize the typical cases of intelligent upgrading, quality research and green transformation of the machinery industry in the province, and actively create a good atmosphere for industrial development.
