In order to promote the stable operation of the shipbuilding and marine equipment industry, further enhance core competitiveness, improve the resilience and safety level of the industrial and supply chains, and achieve high-quality development, this plan is formulated in combination with the actual situation of our province.

1、 Main objectives

Adhere to the concept of "integrating science and industry, integrating production and talent, coordinating industry and trade, and providing financial assistance", accelerate the cultivation of new growth points, strengthen innovation leadership, deepen supply and demand coordination, optimize industrial ecology, enhance industrial chain resilience and international competitiveness, provide strong support for the stable growth of the province's industrial economy, accelerate the construction of an important shipbuilding industry base in northern China and a globally leading marine equipment research and development and manufacturing base. Strive to maintain steady growth in the shipbuilding and marine equipment industry in the province by the end of 2026, continuously optimize the industrial structure, significantly enhance innovation capabilities, and significantly improve the level of intelligence, greenness, and integration. New growth points such as new energy ships and high-end offshore equipment are rapidly developing, with industry revenue growth rates exceeding 10%. We have cultivated more than 5 leading enterprises with international competitiveness, added more than 10 new major technological equipment, and maintained a completion rate of over 60% in the construction of new energy powered ships, new orders received, and hand-held orders. We have delivered a batch of "major national heavy equipment" with significant influence.

2、 Work measures

(I) cultivate new engines of growth and expand new space for industrial development.

1. Plastic strong marine equipment industry new advantages. 3. Promote the intelligent and green development of inland ships. Around the inland river LNG power ships, electric ships and other sub-fields, vigorously implement green production technology, integrated collection system, digital intelligent management system and other advanced technology and technology, the implementation of "green" "assembly line" "batch" shipbuilding new model, leading the creation of inland river ship standardization construction pattern.
