Notice from the Department of Industry and Information Technology of Shandong Province on Organizing the Selection and Promotion of the Second Batch of "Shandong Manufacturing · Qilu Boutique" in 2025

Each city's industrial and information technology bureau, quality management association, and relevant units:

In order to solidly promote brand building and continuously improve industrial competitiveness, in accordance with the requirements of the "Shandong Manufacturing" Brand Enhancement Action Plan (Lugongxinji [2022] No. 214), we are now organizing the selection and promotion of the second batch of "Shandong Manufacturing · Qilu Boutique" in 2025. The specific matters are notified as follows:

1、 Declaration conditions

Shandong Manufacturing · Qilu Boutique "refers to products produced within the jurisdiction of Shandong Province, with clear property rights, energy conservation and environmental protection, strong innovation, excellent quality, outstanding brand, and significant economic and social benefits.

In accordance with the requirements of "international advanced and domestic leading", focusing on the task of building a strong province in advanced manufacturing industry, we will concentrate on nine strategic emerging industries, seven future industries, and new quality productivity enterprises. The declared enterprise and products should meet the requirements of the "Shandong Manufacturing Qilu Boutique" Certification Specification (T/SDAQ 0001-2023) in terms of basic conditions, technological innovation, excellent quality, outstanding brand, and comprehensive benefits. Encourage leading enterprises in the industry, specialized and innovative small and medium-sized enterprises at or above the provincial level, and manufacturing industry single champion enterprises to apply.

Each city's industrial and information technology bureau must recommend the core advantageous products of the enterprise. The products declared by the enterprise must clearly indicate the implementation standards and ensure that the declared products will continue to be produced and sold in 2025.

2、 Selection Procedure

（1） Enterprise declaration. The declared enterprise must be a registered enterprise with independent legal personality within Shandong Province. Based on the principle of voluntary participation, according to the requirements of the "Shandong Manufacturing Qilu Boutique" Certification Specification (T/SDAQ 0001-2023), the "Shandong Manufacturing Qilu Boutique" Application Form (Attachment 1) should be filled out, and provincial and central enterprises stationed in Shandong can directly submit it.

（2） Review and recommend. Each city's industrial and information technology bureau should strictly monitor and evaluate the products of the declared enterprises, conduct strict screening, and form recommendation opinions (PDF) for those that meet the conditions. The recommendation summary table (PDF, Excel) should be submitted to the Science and Technology Department of the Provincial Department of Industry and Information Technology before November 10th.

（3） Expert selection. According to the "Shandong Manufacturing · Qilu Boutique" Certification Specification (T/SDAQ 0001-2023), the Provincial Department of Industry and Information Technology, Shandong Radio and Television Station, and the Provincial Quality Management Association jointly established a review committee to comprehensively evaluate the application materials. Based on the principles of systematic, comprehensive, objective, fair, and scientific rigor, a batch of "Shandong Manufacturing · Qilu Boutique" will be selected to identify the "first" and "only" in each industry.

（4） Publicly released. The list of "Made in Shandong, Qilu Boutique" products to be recognized will be publicly announced online for a period of 5 working days. Those that have no objections to the public announcement will be jointly recognized by the Provincial Department of Industry and Information Technology, Shandong Radio and Television Station, and the Provincial Quality Management Association as the second batch of "Made in Shandong, Qilu Fine Products" in 2025.
