Shandong Provincial Department of Industry and Information Technology: Notice on Collecting Typical Cases of Digital Transformation in Manufacturing Industry
Each city's industrial and information technology bureau and relevant units:
In order to thoroughly implement the deployment requirements of the Ministry of Industry and Information Technology and the Provincial Party Committee and Government on accelerating the digital transformation of the manufacturing industry, comprehensively summarize the digital transformation work of the manufacturing industry in the province during the 14th Five Year Plan period, promote typical practices and successful experiences in all aspects, and create a good atmosphere for digital transformation, according to the deployment arrangement of the department, we are now conducting a case collection work:
1、 Overall requirements
Collect a batch of typical cases of digital transformation in the manufacturing industry with significant application effects and good demonstration effects, focusing on manufacturing enterprises, industrial chains, parks/clusters, local governments, etc., sort out and summarize typical path models, replicate and promote excellent experience and practices, and provide guidance and reference for the digital transformation of manufacturing enterprises.
2、 Solicitation direction
1. At the urban level. Extract and summarize the policy measures, organizational models, and typical practices for promoting the digital transformation and development of the manufacturing industry in this region, as well as the specific achievements and distinctive features. To be filled out by the municipal bureaus of industry and information technology.
2. At the park/cluster level. The main practices and effects of key parks in the region (including but not limited to "industrial Internet plus parks" and other pilot demonstrations), industrial clusters (including but not limited to advanced manufacturing clusters, SME clusters, etc.) in promoting the digital transformation of enterprises in the parks/clusters, including but not limited to optimizing and upgrading infrastructure such as 5G, building service carrier platforms, creating new models such as equipment leasing or centralized collection and marketing, promoting the sharing and sharing of data resources and industrial resources, etc., to improve the overall digital capability of enterprises in the region. Fill in by the park/cluster operation authority, leading enterprises, and platform enterprises.
3. At the level of industrial chain collaboration. Give full play to the leading and supporting role of leading enterprises in the industrial chain, build or upgrade digital platforms by chain owners and backbone enterprises, open platform interfaces and guide industrial chain enterprises to access, and promote standardized digital transformation and upgrading of the upstream and downstream of the industrial chain and small and medium-sized enterprises through order driven, technology diffusion, collaborative manufacturing and other methods. Build a chain transformation collaborative mechanism in scenarios such as research and development design, production and manufacturing, and business management. Filled in by leading enterprises in the industrial chain.
4. At the level of industrial chain platform. Platform based enterprises that deeply cultivate segmented industry fields provide "small, fast, light, and accurate" digital products and solutions with industry and regional characteristics for manufacturing enterprises upstream and downstream of the industry chain by building efficient and stable industry chain ecological platforms. Based on the platform aggregation and organization of manufacturing resources, they create new models and formats such as shared manufacturing, personalized customization, and crowdsourcing and innovation, realize information sharing, collaborative operation, and resource integration among enterprises on the chain, and promote the digitalization and intelligence level of the entire industry chain. To be filled out by the platform enterprise.
5. At the level of manufacturing enterprises. Enterprises focus on solving pain points, utilizing digital technology products and adopting digital solutions to achieve their own transformation and development. Among them, large enterprises focus on integrating new generation information technologies such as cloud computing, big data, and artificial intelligence, implementing software and hardware integration transformation, promoting equipment and information interconnection, optimizing business processes such as research and development design, production and manufacturing, and management. Small and medium-sized enterprises focus on core elements such as orders, efficiency, cost, and quality, using "small, agile, and accurate" digital products and solutions to address the transformation needs of key business scenarios, achieve increased income and profits, and improve quality, reduce costs, and increase efficiency. 3、 Related requirements
（1） Solicitation requirements
1. The case should adhere to the correct political direction, public opinion orientation, and value orientation, be objective and truthful, and not contain false or exaggerated statements; Comply with relevant national laws, regulations, and policies, do not involve commercial secrets or intellectual property disputes, and can be publicly promoted. When filling out the submitted case, the reporting unit shall simultaneously fill in the commitment letter (Attachment 2) and stamp it.
2. The case has strong innovation, representativeness, demonstration and effectiveness, and has strong reference significance and promotion value. The case should highlight key points, express accurately, have clear logic, and be illustrated with pictures and text.
3. Each case must provide no less than 3 images related to the content of the case, including but not limited to software system images, production site images, etc., with a resolution of ≥ 300 DPI or 1080P or above, and image format in JPG or BMP.
（2） Solicitation Procedure
1. Each city is requested to mobilize various entities within the region to fill in and submit their reports, taking into account the relevant work of digital transformation in recent years. The reporting unit shall carefully organize the materials in accordance with the requirements of each direction and the template (Attachment 1) format, and submit the case content (Word electronic version, original image) and commitment letter (stamped scanned version) to the various municipal bureaus of industry and information technology.
2. After summarizing, each city should carefully review and strictly control the case content and format according to the above requirements. The recommended quantity for each city is 1 city, 1 park, 1 cluster, 2 industrial chain collaborations, 2 industrial chain platforms, and 5 manufacturing enterprises (at least 2 small and medium-sized enterprises). The recommendation summary table (Word version and stamped scanned version), case content (Word electronic version, original image), and commitment letter (stamped scanned version) should be provided to the contact person before the end of work on November 14th.
（3） Promotion and publicity
In the future, our department will screen recommended cases from various cities, compile and publish the selected cases, and promote them through various methods such as industry activities, publicity reports, and media platforms.
