Notice from the Department of Science and Technology of Shandong Province on Organizing the Acceptance and Comprehensive Performance Evaluation of the Shandong Province Science and Technology based Small and Medium sized Enterprises Innovation Capability Enhancement Project (approved in 2023)
Municipal science and technology bureaus, relevant units:
According to the Implementation Measures for the Innovation Capability Enhancement Project of Science and Technology oriented Small and Medium sized Enterprises in Shandong Province (Lukezi [2022] No. 32) and the Management Measures for Key R&D Plans in Shandong Province (Lukezi [2025] No. 83), the acceptance and comprehensive performance evaluation of the Shandong Province Science and Technology oriented Small and Medium sized Enterprise Innovation Capability Enhancement Project (approved in 2023) are hereby organized. The relevant matters are notified as follows.
1、 Project scope
（1） The project with a two-year implementation period as stated in the "Notice of the Shandong Provincial Department of Science and Technology on Issuing the 2023 Shandong Province Science and Technology Small and Medium sized Enterprises Innovation Capability Enhancement Project Plan" (Lukezi [2023] No. 52); Projects with a implementation period of 3 years may not participate in this acceptance. If the project has exceeded the expected goals and has been approved by the local competent unit, it can apply for early acceptance.
（2） Projects that have not been accepted and applications for extension of the provincial science and technology based small and medium-sized enterprise innovation capability enhancement project by 2022 or earlier.
2、 Organizational structure
According to the principle of territorial management, the project acceptance and comprehensive performance evaluation work shall be organized and implemented by an expert group organized by the science and technology bureau of the city where the project is located, through a combination of meeting acceptance and on-site assessment and evaluation.
3、 Work arrangement
（1） Submission of project acceptance and comprehensive performance evaluation materials. (Before November 30th)
1. The project undertaking unit entrusts a third-party professional audit institution with no adverse records to audit the management and use of project funds (including provincial and municipal financial funds and self raised funds of the unit) and the completion of economic indicators, and issue a special audit report. At the same time, the project leader shall promptly upload the scientific and technological report in accordance with the requirements of the project task book and obtain the inclusion certificate.
2. The municipal science and technology bureau shall organize the project undertaking units to conduct self-evaluation in accordance with relevant regulations. Based on the project task book, a combination of qualitative and quantitative evaluation shall be adopted to conduct self-evaluation of the acceptance assessment indicators and performance evaluation indicators agreed in the task book. A comprehensive performance self-evaluation report of the project shall be written (Attachment 1), and the "Shandong Province Science and Technology based Small and Medium sized Enterprise Innovation Capability Enhancement Project Performance Survey Form" (Attachment 2) shall be filled out.
3. The project undertaking unit shall submit the above materials and related supporting materials (including acceptance and performance evaluation indicators obtained during the project implementation period, closely related to the project content, and related to the task book) through the Shandong Science and Technology Cloud Platform（ https://cloud.kjt.shandong.gov.cn ）Submit to the municipal science and technology bureau for review.
4. The municipal science and technology bureau conducts a pre evaluation review of the acceptance materials submitted by the project undertaking unit, which mainly includes whether all the indicators specified in the task book have been completed, as well as the completeness, compliance, and effectiveness of the materials. For those with existing problems, propose rectification suggestions, and the project undertaking unit shall carry out rectification. After the pre evaluation review is completed, the municipal science and technology bureau will study and formulate a reasonable work plan and on-site inspection plan.
（2） Organize and implement project acceptance and comprehensive performance evaluation. (Before March 31, 2026)
5. Project acceptance and comprehensive performance evaluation shall be organized and implemented by the municipal science and technology bureau. Invite technical, industrial, and financial experts to form an expert group of no less than 5 people. Based on reviewing materials, listening to reports, and questioning discussions, combined with on-site inspections, evaluate the completion of the project and the management of fund utilization, and form opinions and project evaluation scores for the project acceptance and comprehensive performance evaluation expert group. Expert selection shall be carried out in accordance with relevant requirements, and personnel from the project undertaking unit, cooperative units, and those with interests related to the above-mentioned units shall not participate in project acceptance and comprehensive performance evaluation as experts.
6. The project undertaking unit shall further modify and improve the project acceptance materials based on the evaluation opinions of the acceptance experts, and submit them to the local science and technology bureau for review through the science and technology cloud platform; Based on the project acceptance score and opinions, the municipal science and technology bureau proposes a comprehensive performance evaluation level and acceptance conclusion, fills out the acceptance certificate (Attachment 3), and prepares and submits the "Overall Report on Acceptance and Comprehensive Performance Evaluation of Shandong Province Science and Technology based Small and Medium sized Enterprises Innovation Capability Enhancement Project" (Attachment 4). The comprehensive performance evaluation level is divided into excellent, good, average, and poor, and the acceptance conclusion is divided into: pass acceptance, conclusion, and fail acceptance.
（3） Review of project acceptance and comprehensive performance evaluation results.
7. The Provincial Department of Science and Technology, based on the acceptance conclusion of the municipal science and technology bureau, comprehensively considers the project implementation effectiveness, annual performance evaluation, project process management and other related work situations, and makes the conclusion of project acceptance and comprehensive performance evaluation, and provides feedback through the science and technology cloud platform.
（4） Project acceptance and comprehensive performance evaluation archives are archived.
8. In order to reduce the burden on scientific researchers, project acceptance and comprehensive performance evaluation materials are submitted online. The municipal science and technology bureau is responsible for organizing and collecting the acceptance and comprehensive performance evaluation materials downloaded and printed from the system, as well as the paper version of the acceptance certificate and the "Shandong Province Science and Technology Small and Medium sized Enterprises Innovation Capability Enhancement Project Acceptance and Comprehensive Performance Evaluation Overall Report". One copy is submitted to the provincial science and technology department for filing, and the project undertaking unit and the municipal science and technology bureau can archive and save them as needed. The materials for project acceptance and comprehensive performance evaluation include: project task book, project acceptance and comprehensive performance evaluation self-evaluation report, performance survey form, scientific and technological report inclusion certificate, special audit report, relevant supporting materials, acceptance scoring table, expert commitment letter, and are bound into a book in this order.
4、 Regarding requirements
（1） Projects initiated in 2023 and earlier years, whose implementation period has expired or the extension period has expired, must undergo comprehensive performance evaluation and acceptance conclusions.
（2） In project acceptance and comprehensive performance evaluation, the main technical indicators specified in the project task book are generally based on third-party testing reports and other relevant supporting materials; Financial and economic indicators, based on project specific audit reports issued by third-party auditing professional institutions; The application demonstration effect indicators are mainly based on user reports and usage effect analysis reports, and clarify the basis and calculation methods for the generation of application effect indicators.
（3） The supporting materials provided should be materials closely related to the project content obtained by the project personnel during the project implementation period; If there are adjustments or changes in the main content such as the project undertaking unit, person in charge, cooperative unit, implementation period, and total budget, approval materials must be provided for review; If the provided information is incomplete and cannot be verified and compared, no points will be awarded.
（4） If any behavior that violates scientific research integrity is found, the relevant responsible parties shall be dealt with in accordance with the "Shandong Province Science and Technology Plan Project Scientific Research Integrity Management Measures" and other relevant regulations. For behaviors that seriously violate the requirements of scientific integrity, once verified, a veto will be implemented.
（5） Evaluate the performance of experts, record any abnormal behavior of experts, and handle any improper behavior such as scientific research dishonesty in accordance with relevant regulations once verified.
（6） Strictly control project acceptance, according to the "Management Measures for Key R&D Plans in Shandong Province" (Lukezi [2025] No. 83), the comprehensive performance evaluation level is divided into excellent, good, average, and poor, and the acceptance conclusion is divided into pass, conclusion, and fail. For projects with acceptance conclusions of completion or failure, the surplus funds from provincial finance shall be recovered in accordance with regulations.
（7） As the project management unit, the science and technology bureaus of each city are responsible for organizing project acceptance and comprehensive performance evaluation in their respective cities. They are accountable for the results of project acceptance and comprehensive performance evaluation, and the implementation situation of each city's organization is included in the annual performance evaluation of the project management department's performance and responsibility. The Provincial Department of Science and Technology will conduct random inspections on acceptance projects at a rate of no less than 10%.
