In order to do a good job in the recognition of technologically advanced service enterprises in our province, in accordance with the relevant provisions of the "Notice of the Ministry of Finance, the State Administration of Taxation, the Ministry of Commerce, the Ministry of Science and Technology, and the National Development and Reform Commission on Promoting the Implementation of the Income Tax Policy for Technologically Advanced Service Enterprises Nationwide" (Caishui [2017] No. 79), the "Notice of the Ministry of Finance, the State Administration of Taxation, the Ministry of Commerce, the Ministry of Science and Technology, and the National Development and Reform Commission on Promoting the Implementation of the Income Tax Policy for Technologically Advanced Service Enterprises in Pilot Areas for Innovative Development of Service Trade Nationwide" (Caishui [2018] No. 44), and the "Notice of the Torch Center of the Ministry of Science and Technology on Issuing the" Guidelines for the Recognition and Filing of Technologically Advanced Service Enterprises "(

1、 Declaration conditions

Enterprises engaged in one or more technology advanced service businesses listed in the "Scope of Technology Advanced Service Business Recognition (Trial)" (see Annex 1 for details), adopting advanced technology or possessing strong research and development capabilities, may apply for technology advanced service enterprise recognition.

2、 Declaration time

The deadline for the Provincial Department of Science and Technology to centrally accept the application materials of technologically advanced service enterprises submitted by various cities (excluding Qingdao) is November 10, 2025. The deadline for enterprises to submit application materials to the local technology department shall be subject to the local notice.

3、 Recognition criteria

（1） Corporate enterprises registered within the territory of Shandong Province;

（2） Engage in one or more technology advanced service businesses listed in the "Scope of Technology Advanced Service Business Recognition (Trial)" (see attachment for details), adopting advanced technology or possessing strong research and development capabilities;

（3） Employees with a college degree or above account for more than 50% of the total number of employees in the enterprise;

（4） The income obtained from technology advanced service business in the "Scope of Recognition of Technology Advanced Service Business (Trial)" accounts for more than 50% of the total income of the enterprise in the current year;

（5） The income obtained from engaging in offshore service outsourcing business shall not be less than 35% of the total income of the enterprise in the current year. The income obtained from engaging in offshore service outsourcing business refers to the income obtained by an enterprise from overseas units through the provision of information technology outsourcing services (ITO), technical business process outsourcing services (BPO), technical knowledge process outsourcing services (KPO), and service trade services specified in the "Scope of Recognition of Technology Advanced Service Business (Trial)" by the enterprise or its directly subcontracted enterprises to overseas units based on the commission contract signed with them.

4、 Declaration Procedure

（1） Enterprise registration. Enterprises shall conduct self-evaluation based on the application conditions. If they meet the recognition criteria, they shall log in to the Torch High tech Industry Development Center's unified identity authentication and single sign on platform（ https://hjrz.chinatorch.org.cn/login ）Online processing of technology advanced service enterprise certification related business.

（2） The enterprise fills in and submits the application materials. The enterprise shall fill out and submit the "Application Form for Recognition of Technology Advanced Service Enterprise" to the Provincial Department of Science and Technology on the platform, and upload relevant supporting materials. At the same time, the corresponding paper materials shall be submitted to the Science and Technology Bureau of the district or city where it is located.

（3） Recommended for city level review. The Science and Technology Bureau of the prefecture level city, together with the same level departments of commerce, finance, taxation, development and reform, industry and information technology, will review the application materials submitted by enterprises, form recommendation opinions, and summarize them into the "Summary Table of Recommended Application for Technology Advanced Service Enterprises" (Attachment 2), which will be formally submitted to the Provincial Department of Science and Technology along with two copies of the paper application and recognition materials.

5、 Job requirements

（1） Each city should attach great importance to the recognition and management of technologically advanced service enterprises, establish and improve work coordination mechanisms, actively promote and interpret relevant policies, increase business guidance and training for applying enterprises, and ensure that the application work is carried out in an orderly manner.

（2） The applying enterprise shall bear the main responsibility for the authenticity and legality of the application materials, and make a commitment to the authenticity and validity of the application materials. The application form can only be submitted after being signed by the legal representative of the enterprise and stamped with the enterprise seal. If there is any fraudulent behavior, once discovered and verified, its evaluation qualification will be cancelled and it will be included in the bad credit record. The science and technology, commerce, finance, taxation, development and reform, industry and information technology departments of each district and city should effectively strengthen their audit responsibilities, enhance the audit and control of application materials, and resolutely prevent and eliminate fraud.

（3） The science and technology departments of each city, together with the commerce, finance, taxation, development and reform, industry and information technology departments, should strengthen the tracking and supervision management of technologically advanced service enterprises, guide enterprises to timely enjoy tax preferential policies for technologically advanced service enterprises, and do a good job in filling out basic information of enterprises in the "Service Trade Statistics Monitoring and Management Information System (Service Outsourcing Information Management Application)".
