Notice from the General Office of the Ministry of Industry and Information Technology and the General Office of the State Administration for Market Regulation on the Application and Acceptance of the 2025 Intelligent Manufacturing System Solution "Unveiling and Leading" Project

Provinces, autonomous regions, municipalities directly under the central government, cities specifically designated in the state plan, and industrial and information technology, as well as market supervision authorities of Xinjiang Production and Construction Corps:
In order to implement the "Action Plan for Digital Transformation of Manufacturing Industry" issued by the General Office of the State Council, and in accordance with the task deployment of the "14th Five Year Plan for the Development of Intelligent Manufacturing", build a "three in one" work system of intelligent factories, solutions, and standard systems, and create an "upgraded version" of intelligent manufacturing, the Ministry of Industry and Information Technology and the State Administration for Market Regulation jointly carried out the application and acceptance of the "unveiling and leading" project of intelligent manufacturing system solutions for 2025. The relevant matters are hereby notified as follows:
1、 Project application for the year 2025
（1） Task objective
Targeting the digital transformation and intelligent upgrading needs of key industries such as raw materials, high-end equipment, consumer goods, and electronic information, we will focus on the bottlenecks and pain points of intelligent factory construction, explore and cultivate a group of specialized suppliers who master core technologies, deeply cultivate segmented industries, and have industrial genes. We will strengthen the integrated innovation of intelligent manufacturing equipment, industrial software, and systems, enhance the deep integration of artificial intelligence technology and scenarios, deepen the research and application of national and industry intelligent manufacturing standards, promote the formation of advanced, applicable, independently controllable, replicable and promotable intelligent manufacturing system solution products and services, and apply them for verification.
（2） Declaration conditions
1. The applicant should be an enterprise or research institute registered within the territory of the People's Republic of China with independent legal personality, and may form a consortium to apply. The main business of the leading applicant should include the research and development, supply, and service of intelligent manufacturing system solutions. Units that have taken the lead in undertaking the task of unveiling intelligent manufacturing system solutions and have not completed the acceptance shall not take the lead in applying again.
2. The applying unit should have a good foundation in technological innovation and implementation of intelligent manufacturing system solutions, necessary site, equipment, and personnel conditions, complete engineering research and development, testing, and implementation capabilities, have successful application cases in the corresponding industry and field, be willing to actively cooperate in on-site evaluation and publicity summary, and actively promote typical experiences.
3. The declared unit has had good business and financial conditions in the past three years, with no bad credit records, no major or above safety and environmental accidents, and no illegal or irregular behavior.
（3） Organize and implement
1. The applying unit may refer to the "List of Application Materials for the Intelligent Manufacturing System Solution 'Unveiling and Leading' Project" (Attachment 1) based on its own actual situation to prepare the application materials, clarify the task of unveiling the intelligent manufacturing system solution products and services, and complete the online application before November 10, 2025. The declaring unit shall be responsible for the authenticity of the declared content and ensure that the declared materials do not involve state secrets or trade secrets.
2. Each applying unit can lead the application for one project, which can cover up to three intelligent manufacturing system solution unveiling tasks. The task of unveiling the list should focus on a specific industry (Attachment 2) and carry out integrated research and application verification around typical scenarios of intelligent manufacturing (see the "Reference Guidelines for Typical Scenarios of Intelligent Manufacturing (2025 Edition)" for details).
3. Local industrial and information technology regulatory authorities, in conjunction with market supervision authorities, organize project recommendation work in their respective regions. The number of recommended projects in each province (region, city) shall not exceed 20, and the number of recommended projects in planned cities and Xinjiang Production and Construction Corps shall not exceed 5. The recommendation work adheres to the principle of government guidance and voluntary participation of enterprises, and prioritizes the recommendation of independent and controllable projects with significant application effects, broad market prospects, and obvious driving effects.
4. The recommending unit shall complete the online review before November 14, 2025, fill in the project application recommendation summary table (Attachment 3) in the order of priority of the recommended projects, and submit one paper version of the application materials and one project application recommendation summary table stamped with the official seal of the recommending unit to the Ministry of Industry and Information Technology (Equipment Industry Department 1).
5. The Ministry of Industry and Information Technology and the State Administration for Market Regulation jointly organize project selection and announce the units and corresponding tasks for unveiling intelligent manufacturing system solutions.
6. After the unveiling unit completes the promised unveiling tasks and indicator requirements within 2 years, it shall promptly request the recommending unit to organize acceptance. The Ministry of Industry and Information Technology and the State Administration for Market Regulation jointly organize project review and promotion.
2、 Acceptance of projects that have been unveiled
（1） Acceptance object
The "unveiling and leading" project of intelligent manufacturing system solutions jointly announced by the Ministry of Industry and Information Technology and the State Administration for Market Regulation.
（2） Acceptance criteria
1. The unit responsible for unveiling the list should complete all the research content and indicator requirements in accordance with the "Application for the 'Leading the List' Project of Intelligent Manufacturing System Solutions" and the announced unveiling tasks, and form advanced, applicable, safe, controllable, replicable and promotable intelligent manufacturing system solution products and services. A solution involving multiple industry applications must be validated by at least two companies in each industry.
2. The listed units have had good business and financial conditions in the past three years, with no bad credit records, no major or above safety and environmental accidents, and no illegal or irregular behavior. There are no intellectual property disputes related to the technology, equipment, and software being researched and developed.
（3） Acceptance process
According to the requirements of the declaration notice at that time, the relevant departments shall organize the acceptance, and the acceptance department shall conscientiously carry out the acceptance work of the unveiling project. The acceptance items are as follows:
1. Submit the application. The unveiling unit shall refer to the "List of Acceptance Materials for the 'Unveiling and Leading' Project of Intelligent Manufacturing System Solutions" (Attachment 4) to prepare the acceptance materials and complete the online application in a timely manner. The unveiling unit shall be responsible for the authenticity of the acceptance materials, ensuring that the acceptance materials do not involve state secrets or commercial secrets.
2. Review and acceptance. Each recommending unit shall promptly accept the acceptance application of the unveiling unit and be responsible for reviewing the acceptance materials. The acceptance department organizes experts to conduct acceptance of the completion status of the unveiling tasks, assessment indicators, promotion and application through listening to reports, reviewing materials, viewing videos, and other methods, and forms formal acceptance conclusions and opinions.
3. Material submission. For projects organized by the recommending unit for acceptance, please submit the summary table of project acceptance results (Attachment 5) stamped with the official seal to the Ministry of Industry and Information Technology (Equipment Industry Department 1).
4. Verification and announcement. The Ministry of Industry and Information Technology and the State Administration for Market Regulation jointly organized a project review and announced the list of successfully unveiled intelligent manufacturing system solutions.
3、 Regarding requirements
1. Project application, review, management, acceptance and other work are based on the intelligent manufacturing data resource public service platform（ https://www.miit-imps.com ）Please refer to the online system user manual (available on the website) for specific operation methods. The unveiling unit and the competent department can log in using the account and password distributed during the declaration without the need for re registration.
2. The project execution period shall not exceed 2 years (calculated from the date of publication), and in principle, the acceptance work shall be completed within 3 months after the end of the execution period. Encourage units that have completed all the unveiling tasks and indicator requirements to apply for acceptance in advance.
3. Recommended units should strengthen guidance, supervision, and services for the unveiling units. Under equal circumstances, priority should be given to policies, elements, and other support, and the application and promotion of excellent achievements should be strengthened to better support the digital transformation and intelligent upgrading of the manufacturing industry.
4. Encourage successful intelligent manufacturing system solution suppliers to actively undertake major technological innovation tasks in the field of intelligent manufacturing.
