Several measures to support technological innovation in private enterprises

In order to thoroughly implement the important speech of General Secretary Xi Jinping at the symposium on private enterprises and the important speech on inspecting Shandong, comprehensively implement the decision-making and deployment of the provincial party committee and government, enhance the scientific and technological innovation capabilities of private enterprises, develop new quality productive forces according to local conditions, and empower the high-quality development of the private economy, the following measures are formulated.

1、 Deepen the participation of private enterprises in scientific and technological innovation decision-making

1. Enhance the decision-making power of private enterprises in scientific and technological innovation. Establish a normalized communication and exchange system between government and enterprises, actively attract high-level experts from private enterprises to join the provincial science and technology expert database, and fully listen to the opinions and suggestions of private enterprises in provincial planning and policy formulation. Relying on policies such as "Technology Policy Enters Ten Thousand Enterprises" and "Qilu Entrepreneur Lecture Hall" to carry out policy lectures and promote precise matching between policy supply and enterprise innovation needs. Strengthen policy implementation and track effectiveness through special actions to serve private enterprises. (Led by the Provincial Department of Science and Technology, with the Provincial Federation of Industry and Commerce, Provincial Development and Reform Commission, and Provincial Department of Industry and Information Technology responsible for their respective duties)

2. Optimize the mechanism for private enterprises to participate in technological breakthroughs. Fully solicit the research and development needs of private enterprises, and strengthen the condensation and application of research tasks from enterprise and industry practices. Support private enterprises to participate in the "unveiling and leading" core technology research and development action, and include projects that meet the conditions into provincial-level enterprise technology innovation projects. Encourage private chain leading enterprises and top 100 enterprises to take the lead in sorting out technical problems in the industrial chain, form major research and development tasks, and promote the integration and innovation of upstream and downstream, large, medium, and small enterprises. 2、 Supporting private enterprises to undertake major scientific and technological tasks

3. Support private enterprises to strengthen cutting-edge basic research. Encourage private enterprises to establish joint funds with the Provincial Natural Science Foundation to proactively deploy major basic research in the industry. Intensify the opening of major national scientific research infrastructure to private enterprises, support private enterprises to use shared scientific research facilities and instruments to conduct high-level basic research, and provide "innovation vouchers" subsidies according to regulations. 4. Support private enterprises to carry out key technology research and development. Support capable private enterprises to take the lead in undertaking major national scientific and technological research and development tasks. Focusing on the technological innovation needs of iconic industrial chains, organizing and implementing major scientific and technological innovation projects, and breaking through the technical difficulties of industry bottlenecks. Support eligible private enterprises to take the lead in implementing the Rural Revitalization Science and Technology Innovation Boosting Action Project. (Led by the Provincial Department of Science and Technology, and responsible by the Provincial Development and Reform Commission, Provincial Department of Industry and Information Technology, Provincial Department of Finance, Provincial Department of Agriculture and Rural Affairs, and Provincial Health Commission according to their respective responsibilities)

5. Support private enterprises in building major innovation platforms. Support private enterprises to take the lead or participate in the construction of provincial key laboratories, technology innovation centers, industrial innovation centers, manufacturing innovation centers and other innovation platforms, and provide corresponding support according to regulations. For innovation platforms that have been upgraded to national level and do not have supporting funding requirements from the government, a funding support of 10 million yuan will be provided according to regulations. Support private enterprises to rely on the modern agricultural industry technology system to carry out technological innovation and experimental demonstrations. 3、 Strengthening the transformation and application of scientific and technological achievements in private enterprises

6. Smooth the supply and demand docking mechanism for innovation in private enterprises. Building a high-level technology market in Shandong, providing one-stop services for private enterprises to "find technology, promote transformation, and protect property rights". Encourage universities and institutions to carry out targeted research and joint research and development around the needs of private enterprises, and license the results to private enterprises for use according to models such as "use first, pay later", "technology investment", and "equity transfer". Encourage private enterprises to focus on key industrial chains and build patent pools, and strengthen the construction of industrial intellectual property operation systems. (The Provincial Federation of Industry and Commerce, Provincial Department of Education, Provincial Department of Science and Technology, and Provincial Market Supervision Bureau are responsible for their respective duties.)

7. Strengthen the construction of pilot incubation capacity for private enterprises. Support private enterprises with conditions to focus on emerging industries and future industry construction leading incubators. For technology-based enterprise incubators recognized by the Ministry of Industry and Information Technology, a one-time subsidy of up to 2 million yuan will be given to each incubator based on the recognition level. Encourage private enterprises to take the lead in establishing concept validation centers and technology transfer pilot bases, and provide certain support to provincial-level concept validation centers based on performance evaluation; For provincial-level pilot bases with outstanding services, the highest annual reward will be 2 million yuan. Support private enterprises to participate in innovation and entrepreneurship competitions, with a maximum support of 500000 yuan. 8. Strengthen the construction of application scenarios for the achievements of private enterprises. Support private enterprises to carry out scenario innovation application demonstrations, dynamically release the "three lists" of key industry scenario capabilities, scenario opportunities, and benchmark case lists. Actively applying government procurement cooperation to innovate procurement methods, supporting the research and application promotion of innovative products, reducing enterprise R&D risks, and activating the potential of applied technological innovation. Intensify government procurement of independent innovative products from private enterprises, support the research and development of the first set of technical equipment, the first batch of new materials, and the first version of high-end software products, and their scenario based applications. 4、 Enhance the core competitiveness of private enterprises in the industry

9. Promote the technological iteration and renewal of private enterprises. Support private enterprises to implement technological transformation and upgrading projects, and provide support to those who meet the requirements according to regulations; For the R&D and production equipment procurement costs involved in the process of enterprise technological transformation, support will be provided at a rate not exceeding 10% for those who meet the conditions. Encourage private enterprises to participate in the "Industrial Empowerment Hundred Scenes" manufacturing digital transformation "unveiling and leading" project, and provide a one-time bonus of up to 2 million yuan. 10. Encourage private enterprises to layout in emerging and future industries. Encourage private enterprises to form a batch of high-tech industrial projects in strategic emerging industries such as new generation information technology, high-end equipment, new energy and new materials, modern ocean, medical care and health. Priority will be given to those that meet the conditions to be included in the provincial major industrial research and development projects for the transformation of old and new kinetic energy. Support private enterprises to strengthen their investment layout in future industries such as artificial intelligence, "metaverse+", brain computer interfaces, intelligent robots, quantum technology, and low altitude economy. 5、 Promote the gathering of technology innovation talents in private enterprises

11. Promote the convergence of scientific and technological talents to private enterprises. Optimize the implementation mechanism of "one case, one discussion" for introducing top talents, and support private enterprises to increase their efforts in attracting and nurturing top talents. Optimize the implementation of Mount Taishan Industrial Leading Talent Project, deepen the "quota system" talent introduction mechanism for key enterprises, support key private enterprises to introduce urgently needed talents, and provide comprehensive support or individual subsidy support according to regulations. The total proportion of support for enterprise talents in key talent projects at the provincial and municipal levels is about 50%. 12. Promote talent co education and sharing among private enterprises. Support private enterprises to participate in the pilot reform of provincial engineering master's and doctoral training and the construction of excellent engineering colleges, and "school enterprise cooperation" to cultivate more outstanding engineering and technical talents that meet the needs of enterprise development. Deepen the new model of talent attraction and sharing, such as "university recruitment and school enterprise sharing", and increase the selection of "vice presidents of science and technology". Smooth the evaluation channels for professional and technical personnel titles in private enterprises. 13. Vigorously promote the spirit of private entrepreneurs. Introduce a group of advanced models of private entrepreneurs who dare to take risks, innovate, and fulfill their responsibilities, vigorously promote the advanced deeds and outstanding contributions of outstanding entrepreneurs, and release the top 100 list of "leading the expedition" for private entrepreneurs. Support entrepreneurs with outstanding scientific and technological innovation work to participate in the evaluation of model worker, outstanding entrepreneurs and other honorary awards. 6、 Intensify efforts to provide technology and financial services to private enterprises

14. Expand financing channels for private enterprises. Establish a financial direct service mechanism for private enterprises at the provincial, municipal, and county levels, make good use of structural monetary policies such as technology innovation and technology transformation refinancing, and promote the implementation of incremental policies such as non repayable loans and pilot loans for technology enterprise mergers and acquisitions. Actively provide unsecured "government procurement loans" services to private enterprises that have obtained government procurement contracts. Actively cultivate "patient capital" and "long-term capital", and increase support for technology innovation projects in the seed and start-up stages of private enterprises. Implement special actions such as the "Ten Hundred Thousand" Plan for cultivating listing resources and the "First Bond Cultivation" for bonds. Support eligible private enterprises to obtain financing through listing and issuing science and technology innovation bonds. (The Financial Office of the Provincial Party Committee, the Provincial Development and Reform Commission, the Provincial Department of Finance, the Shandong Branch of the People's Bank of China, the Shandong Financial Supervision Bureau, and the Shandong Securities Regulatory Bureau are responsible for their respective duties.)

15. Establish a sound technology and financial service system. Build distinctive brands of "Lukedai, Lukedan, Lukebao, Luketou, and Lukerong", and improve technology finance support services covering the entire lifecycle of technology-based enterprises. For private enterprises that are included in the record of technology transfer loans and repay principal and interest on time, the provincial finance will provide a one-time interest subsidy of up to 500000 yuan according to regulations; The maximum provincial and municipal risk compensation ratio for loan principal losses can reach 90%. Deepen the reform of technology equity investment, support private enterprise investment projects that have a strong leading role and are related to the long-term transformation of major achievements, major innovation projects, and industrial transformation. The proportion of provincial government funds participating in the investment can reach up to 25% of the total share capital of the invested enterprise. 7、 Creating a favorable environment for innovative development of private enterprises

16. Strengthen the implementation of policies that benefit and assist enterprises through technology. Implement tax incentives for enterprises to invest in basic research, additional deduction of R&D expenses, and income tax for high-tech enterprises. Provide research and development financial subsidies to eligible private enterprises in accordance with regulations, with a maximum annual subsidy of 5 million yuan per enterprise. Implement the management of provincial-level financial science and technology fund "direct train" disbursement, and quickly implement enterprise related science and technology policies. 17. Enhance the effectiveness of intellectual property protection for private enterprises. Support private enterprises to enter the "green channel" of priority examination and rapid pre-approval for high-tech patent applications that meet the conditions. Support private enterprises to transform scientific and technological achievements into standards, and provide rewards and subsidies for leading the revision of high-level standards in accordance with regulations. Promote intellectual property protection agencies to provide one-stop services for private enterprises on the filing list. Actively providing public welfare and rights protection assistance to private enterprises, conducting analysis and early warning, and providing guidance on overseas intellectual property disputes, in order to improve the level of intellectual property rights protection for private enterprises. 18. Support private enterprises to open up and cooperate more vigorously. Encourage private enterprises to take the lead or participate in the construction of international science and technology cooperation bases, overseas research and development institutions, and offshore innovation and entrepreneurship bases. Supporting private enterprises to establish research and development institutions in innovation resource intensive areas outside the province, eligible R&D investment can be included in our province's parent company and enjoy our province's R&D funding subsidy policy. Flexibly utilizing the "talent enclave" model, high-level talents employed full-time by private enterprises outside the province are entitled to equal support policies within the province according to regulations. 19. Optimize the ecological environment for technological innovation in private enterprises. Create an innovative atmosphere of "innovation without background, exploration without boundaries", establish a service concept of "responding to every request and not disturbing anything", and deepen measures to ensure fairness and convenience for private enterprises to obtain innovative resources. Strictly implement the national unified negative list for market access, and private enterprises can enter areas outside the negative list on an equal footing in accordance with the law. This measure shall come into effect from the date of issuance and shall be valid until December 31, 2027. Policies with specific implementation deadlines shall be implemented in accordance with relevant regulations.
