During the 14th Five Year Plan period, Shandong consciously stood at a strategic and global level, with the real economy as the foundation and technological innovation as the core, and took the lead in promoting a modern industrial system: artificial intelligence models uncovered the "black box" of steel blast furnaces, wind turbine blades sent clean electricity from the sea during rotation, and more than a hundred satellites on the coast of the Yellow Sea embarked on space journeys one after another

Focusing on traditional industries, Shandong has promoted digital intelligence technology to be deeply embedded in all aspects of the whole process of transformation and upgrading, fully releasing the efficiency of digital reality integration. The number of national industrial Internet platforms and the level of integration of industrialization and industrialization are among the top in the country. This year, Shandong will further focus on13 key areas including chemical industry, aluminum industry, steel, high-end equipment, and biomedicine are promoting the "Artificial Intelligence+" initiativeWe have cultivated a total of 22 national outstanding intelligent factories, created 112 AI empowered and data-driven "industrial brains" and 5657 "Morning Star factories", and embarked on a new path of integrated empowerment.

Following the policy opportunities such as large-scale equipment renovation, we implemented the technological upgrading of traditional industries, and won a total of 4.11 billion yuan of ultra long term special treasury bond for equipment renovation in the field of industry and information technology, striving to create three national pilot cities for new technological renovation of the manufacturing industry. At the provincial level, we should make good use of equipment subsidies, discount funds and other support policies to promote the transformation and upgrading of traditional industries. In recent years, an average of 12000 technological renovation projects with an annual investment of over 5 million yuan have been implemented; In the first half of this year, nearly 9000 projects were completed, with technological transformation investment accounting for 50% of industrial investment, advancing the "ten thousand technological transformations and ten thousand enterprise transformations" ahead of schedule.

Shandong is steadily and orderly promoting the transformation and upgrading of industries such as steel, non-ferrous metals, and refining, and continuously optimizing and improving its industrial structure; Accelerate the construction of a gradient cultivation system for green manufacturing, with a total of 465 national green factories and 41 green industrial parks recognized, 580 provincial-level green factories and 60 green industrial parks recognized, and green manufacturing carriers continuously growing. Since the 14th Five Year Plan, the cumulative energy consumption of added value of industrial units above designated size in the province has decreased by 25.7%, further consolidating the trend of green and low-carbon development.

While consolidating and strengthening traditional industries, during the 14th Five Year Plan period, Shandong will seize the opportunity of building green, low-carbon and high-quality development pilot zones, accelerate the layout of emerging future industries, issue guiding documents such as robots and intelligent connected vehicles, implement supporting policies such as integrated circuits and metaverse, concentrate resources on developing new quality productivity, and establish a new image of Shandong's industry.

Taking the construction of Jinan Qingdao National Artificial Intelligence Innovation Application Pilot Zone as an opportunity, Shandong actively exploresCollaborative promotion mode driven by technological innovation and scenario applicationThis year, the first national "Generative Artificial Intelligence+Manufacturing" supply and demand docking activity was held, and opinions on high-quality development of the large model industry were introduced, empowering rapid improvement in both application and industrial development. In the first half of the year, the output value of the artificial intelligence industry exceeded 65 billion yuan, with a growth rate of over 40%, becoming an important engine for new quality productivity.

digital industryThe scale continues to grow, and the empowerment of the real economy has achieved significant results. Taking the electronic information manufacturing industry as an example, the revenue of our province in 2020 was 367.63 billion yuan, and last year it reached 735.58 billion yuan, doubling the scale; In the first half of this year, it continued to maintain a high level, with revenue approaching 400 billion yuan, an increase of 31.1%, 21.7 percentage points higher than the national average. Various fields are showing a multi-point blooming situation, for example, integrated circuits have built a full industry chain layout, digital terminals, advanced computing, etc. have formed leading advantages, and Haier's large home appliances, Hisense TVs, Inspur servers, GoerTek's high-end virtual reality headsets, and micro speakers all rank among the top in the world in terms of market share.

Equipment manufacturing industryIt is the backbone of industry and also a key area that Shandong continues to grasp and layout at the forefront. Among them, the new energy vehicle industry attracted top car companies such as BYD, Geely, and Chery during the 14th Five Year Plan period. The production of new energy vehicles increased from 218000 in 2021 to 809000 in 2024, with an average annual growth rate of 54.7%; The robotics industry, with a five-year compound growth rate of 15%, has developed into an important research and production base for industrial robots and special robots in the northern region; The new energy shipbuilding industry, on the basis of consolidating and strengthening maritime ships, focuses on inland new energy ships, and creates a standardized construction model. In the first half of this year, the completion of new energy power ship construction and the number of orders held accounted for nearly 70% and 60% of the entire industry, respectively.

In terms of commercial aerospace, Shandong has leveraged the advantages of Dongfang Aerospace Port in sea launches, built the world's first sea rocket launch engineering ship, carried out a total of 20 sea launch missions, and sent 130 satellites into space. Shandong has proposed to strive to have the ability to produce 100 launch vehicles and 150 commercial satellites annually by 2027, with a commercial aerospace industry scale of 50 billion yuan, and accelerate the construction of a new highland for high-quality development of commercial aerospace with national influence. At the same time, we will vigorously cultivate the low altitude economy, accelerate the expansion of application scenarios, and promote the high-quality development of the low altitude industry. This year, we will promote 50 key products in the low altitude field and 30 typical application scenarios in the province, creating a number of new benchmarks for the low altitude economy.
