Article 1: In order to strengthen the supervision, inspection and management of product quality in the equipment manufacturing industry in Shandong Province, improve the quality and level of equipment manufacturing industry products in the province, build the Shandong equipment manufacturing brand, and ensure personal health and safety, this method is formulated in accordance with laws and regulations such as the Product Quality Law of the People's Republic of China.
Article 2: These measures are aimed at the product field of the equipment manufacturing industry in Shandong Province.
Any production, sales, or use of equipment manufacturing products in commercial services, as well as supervision, inspection, and management of equipment products, shall comply with these measures.
Article 3: Those who produce, sell, or use equipment manufactured products in commercial services shall be responsible for the quality of the equipment manufactured products and fulfill their quality obligations regarding the quality of raw and auxiliary materials, labeling, inspection and acceptance records, etc. as stipulated in these Measures.
Article 4: The quality supervision and inspection of equipment manufacturing products in Shandong Province shall establish a credit evaluation mechanism to guide enterprises to operate with integrity.
Chapter 2 Quality Obligations
Article 5: The quality of equipment manufacturing products shall meet the following requirements:
（1） If there is no unreasonable danger that endangers personal and property safety, and there are national or industry standards that guarantee human health and personal and property safety, they should comply with those standards;
（2） Having the performance required for the product, except for providing explanations for defects in the product's performance;
（3） Comply with the product standards indicated on the product or its packaging, and meet the quality condition indicated by product descriptions, physical samples, etc.
Article 6: It is prohibited to produce, sell, or use the following equipment to manufacture products in commercial services or public welfare activities:
（1） Not meeting the national and industry standards for safeguarding human health and personal and property safety;
（2） Doping, adulteration, passing off fake as genuine, and passing off inferior as good;
（3） Impersonating unqualified products as qualified products;
（4） Falsifying or impersonating quality marks or other quality certification documents;
（5） Falsifying the place of origin, forging or impersonating someone else's factory name or address.
Article 7: It is prohibited to use the following raw materials, semi-finished products, or finished products for processing and manufacturing equipment products:
（1） Not meeting the standards of the segmented industry;
（2） Those who have not obtained a production license and legal person qualification;
（3） Not meeting the requirements of environmental protection regulations;
（4） Products with substandard quality;
（5） Prohibited by the state for use;
（6） The safety performance of the product does not comply with national security technical specifications.
Article 8: Raw materials and accessories that may endanger human health and safety shall not be used in the entire production and manufacturing process, and raw materials and processing techniques that pose unreasonable risks to human health and safety shall not be used.
Article 9: Producers of equipment manufacturing products shall conduct incoming inspection, acceptance, and recording of raw and auxiliary materials and accessories used for production to ensure compliance with relevant quality requirements. The record retention period shall not be less than two years.
Article 10: The acceptance records of raw and auxiliary materials and accessories for equipment manufacturing products shall include:
（1） Names, specifications, quantities, purchase dates, etc. of raw materials and accessories;
（2） Inspection basis, standards, inspection and acceptance results and conclusions;
（3） Supplier name, address, contact information, etc.
Article 11 Equipment manufacturing products shall be marked and labeled in accordance with relevant regulations, including:
（1） Product Quality Inspection Certificate of Conformity;
（2） Producer name and address;
（3） Product name, specifications, grade, and product standard number;
（4） Other contents stipulated by the state.
Article 12: Sellers shall fulfill the following obligations:
（1） Establish and implement a system for inspecting, accepting, and recording incoming goods, verifying quality certificates and other markings;
（2） Take measures to maintain the quality of sales equipment manufacturing products.
Chapter 3 Quality Supervision and Inspection
Article 13: The Shandong Equipment Manufacturing Industry Association shall supervise and inspect the quality of equipment manufacturing products.
Strengthen supervision and inspection of the production equipment manufacturing industry products of manufacturing enterprises, as well as the raw and auxiliary materials, equipment, processing processes, etc. of equipment manufacturing products.
Article 14: The Shandong Equipment Manufacturing Industry Association shall determine the list of key regional venues based on the relatively concentrated production and sales areas of equipment manufacturing products, the number of enterprises, their sub sectors, production scale, and quality status, increase the frequency and items of supervision and inspection, and strengthen the quality supervision of products in key regions.
Article 15: The Shandong Equipment Manufacturing Industry Association may issue quality and safety risk warnings based on the overall quality status of equipment manufacturing products.
Article 16: The Shandong Equipment Manufacturing Industry Association shall organize the establishment of quality archives for equipment manufacturing product production enterprises.
Article 17: The Shandong Equipment Manufacturing Industry Association may publicly announce the results of supervision and inspection, as well as the investigation and punishment of illegal activities in accordance with the law.
Article 18: When inspecting the quality of equipment manufacturing products, carefully review whether the enterprise strictly follows relevant standards, technical specifications, and regulations for quality control, and whether the quality system operates in a standardized manner.
Article 19: When supervising and inspecting the quality of equipment manufacturing products, objective, fair, and timely inspection results shall be issued to ensure that the inspection results are legal and effective, and no abuse of power, dereliction of duty, or favoritism shall be allowed.
Chapter IV Supplementary Provisions
Article 20 The equipment manufacturing products mentioned in these Measures include metal products, general equipment, special equipment, transportation equipment, electrical machinery manufacturing equipment, communication equipment, computers and other electronic equipment, as well as instruments and meters, cultural, office machinery manufacturing products and other equipment manufacturing fields. Category products.
Article 21 These Measures shall be interpreted by the Shandong Equipment Manufacturing Association.
Article 22 These Measures shall be implemented as of August 1, 2018.
