According to the deployment of the CPC Central Committee to carry out party discipline learning and education in the whole party and the spirit of the relevant notice of the provincial party committee, in order to further study and implement the Regulations of the CPC on Disciplinary Actions (hereinafter referred to as the Regulations), and in accordance with the arrangement of the Party Leadership Group of the Provincial Department of Civil Affairs, we hereby carry out party discipline learning and education for the party organizations affiliated to the Provincial Social Organization Comprehensive Party Committee. The relevant matters are notified as follows.
1、 Overall requirements
Adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, earnestly implement the Party Central Committee's decision-making and deployment and the work requirements of the Provincial Party Committee, focus on solving some party members and cadres who do not care about, understand, and master party regulations and party disciplines, and organize affiliated party organizations Party members earnestly study the "Regulations", learn, know, understand, and abide by the party's discipline rules, and understand what they can and cannot do, engrave compliance with rules and disciplines in your heart, internalize them into daily but unconscious guidelines for words and deeds, further strengthen discipline awareness, strengthen self-restraint, improve immunity, and enhance political determination, discipline determination, moral determination, and resistance to corruption. Always be loyal and clean.
2、 Time schedule
The study and education of party discipline will begin in April 2024 and end in July.
3、 Method Content
The study and education of party discipline should focus on integrating into daily life, grasping in the regular, adhering to the combination of regular discipline education and centralized discipline education, individual self-study and collective learning, theoretical learning and on-site learning, online learning and offline learning, connecting party discipline education, party spirit education, and integrity education, and promoting party members to continuously enhance their discipline awareness and strengthen their discipline consciousness.
（1） Learn from the original text and promote the implementation of the Regulations into one's mind and heart. The comprehensive party committee of the provincial social organization held a special meeting on party discipline learning and education, studying the "Regulations" chapter by chapter and article by article, closely focusing on the party's political discipline, organizational discipline, integrity discipline, mass discipline, work discipline, and life discipline for exchange and discussion. The affiliated party organizations should organize collective learning of all party members through methods such as "three meetings and one lesson" and themed party days, with the theme of studying the "Regulations". The secretaries of grassroots party organizations should give one disciplinary education themed party lesson, share their learning experiences and insights, provide guidance and guidance for party members, and encourage ordinary party members to give "micro party lessons". All party members should regard the "Regulations" as an important content for self-study by party members and cadres, repeatedly study them against the original text, closely link them with personal thoughts, work and life reality, examine problems and shortcomings against the provisions of the "Regulations", correct their thoughts and actions with party rules and discipline, and truly make the process of learning party discipline a process of improving party spirit, strengthening discipline and rule awareness.
（2） Strengthen warning education, so that party members and cadres can be alerted, have a clear bottom line, and be respected. The comprehensive party committee of provincial social organizations should explore warning education resources, forward notifications of typical cases of violations of discipline and law, and use cases to explain morality, discipline, responsibility, and accountability. Party members of the affiliated party organization should combine reality, use social organization disciplinary and illegal punishment cases and other educational resources to carry out warning education, deeply analyze typical cases of disciplinary violations, pay attention to educating people around them with the things around them, strengthen warning and deterrence, and guide party members to draw lessons from them. All social organizations should conscientiously carry out the "Standardization Construction Year" activity, strengthen the awareness that social organizations are not "lawless places" or "a pure land", focus on strengthening integrity education, and enhance the ability to resist corruption and prevent degeneration.
（3） Strengthen interpretation and training, deepen understanding and application of the Regulations. The comprehensive party committee of the provincial social organization reposts and studies the interpretation of the "Regulations" to its affiliated party organizations, and invites experts and professors from the provincial party school to provide special guidance on the "Regulations" to its affiliated party organizations and all party members to enhance the learning effect. Party organizations should organize Party members to study the Regulations carefully, further improve their awareness of party spirit and discipline, actively play the role of websites, WeChat official account and other carriers, and timely reprint authoritative interpretation articles and online classes of the Regulations published by the central media, the Communist Party website, the China Cadre Network Institute and other platforms.
In the 2024 grassroots party organization life meeting, the study and implementation of the "Regulations" should be taken as the content of the comparative inspection. Party members, especially leading cadres (social organization leaders), should put themselves in, their responsibilities, and their work in it, truthfully investigate their own shortcomings, conduct in-depth self analysis, conscientiously carry out criticism and self-criticism, and effectively carry out rectification and implementation.
4、 Organizational leadership
The comprehensive party committee of the provincial social organization strengthens the organization and leadership of the party discipline learning and education of its affiliated party organizations, carefully studies and deploys party discipline learning and education, provides full coverage and full process guidance and supervision to its affiliated party branches, and supervises and inspects the implementation of party discipline learning and education in conjunction with party building work research, symposiums, etc. Utilize portal websites, WeChat official accounts, and new media platforms to thoroughly promote General Secretary Xi Jinping's important discourse on strengthening Party discipline education, publicize the deployment requirements of the Party Central Committee on carrying out Party discipline learning and education and the work arrangements of the Provincial Party Committee, and publicize and report on the implementation of Party discipline learning and education by grassroots Party organizations to enhance the demonstration effect. The affiliated party organizations should fulfill their responsibilities of directly educating, managing, and supervising party members, take carrying out party discipline learning and education as an important political task at present, and carefully organize and implement it. Party member leaders (social organization leaders) should take the lead in learning and setting an example, and party organization secretaries and disciplinary inspection committee members should learn one step first and deepen their understanding. We should carry out party discipline learning and education with a strict style and guard against formalism. We must adhere to strengthening bottom line thinking and risk awareness, prevent "low-level red" and "high-level black", and ensure high-quality and high standard Party discipline learning and education.
