Today marks the 11th collective study session of the 20th Central Political Bureau, which aims to solidly promote high-quality development. The purpose is to combine the study and implementation of the spirit of the 20th National Congress of the Communist Party of China and the Central Economic Work Conference, summarize the achievements of high-quality development in the new era, analyze prominent contradictions and problems, explore improvement measures, and promote new progress and breakthroughs in high-quality development.

Since the 18th National Congress of the Communist Party of China, we have fully implemented the new development concept, continuously deepened our understanding of the phased characteristics and laws of China's economic development, and emphasized the high quality of development. The report of the 19th National Congress of the Communist Party of China declared that "China's economy has shifted from a high-speed growth stage to a high-quality development stage", and the report of the 20th National Congress of the Communist Party of China emphasized that "high-quality development is the primary task of comprehensively building a socialist modernized country". Since the new era, the Party Central Committee has made a series of major decisions and deployments, promoting high-quality development has become a consensus and conscious action of the whole Party and society, and high-quality development has become the main theme. In recent years, China has achieved fruitful results in scientific and technological innovation, and the effectiveness of innovation driven development has become increasingly evident; The coordination and balance of urban and rural regional development have been significantly enhanced; The comprehensive deepening of reform and opening up has led to a surge of development momentum and vitality; The green and low-carbon transformation has achieved remarkable results, the pace of development mode transformation has accelerated, and high-quality development has achieved significant results.

At the same time, there are still many factors that constrain high-quality development. From the perspective of the external environment, the world's unprecedented major changes are accelerating in all aspects and at a deep level. From the perspective of internal conditions, the situation where key core technologies in some fields in China are subject to human control has not fundamentally changed, and the development and income distribution gap between urban and rural areas is still large, which hinders the high-quality development of the economy and society. From the perspective of work progress, some leading cadres have insufficient understanding, and when encountering contradictions and difficulties in actual work, they habitually return to the old path of pursuing extensive expansion and inefficient development; Some leading cadres have outdated concepts, claiming to promote high-quality development, but in reality, they are "old wine in new bottles"; Some leading cadres lack the ability to face new environments and challenges both domestically and internationally, and do not know how to promote high-quality development, and so on. We must attach great importance to these issues and effectively solve them. We must bear in mind that high-quality development is the hard truth of the new era, fully, accurately, and comprehensively implement the new development concept, implement strategic tasks such as accelerating the construction of a modern economic system, promoting high-level scientific and technological self-reliance, accelerating the construction of a new development pattern, coordinating the promotion of deep level reforms and high-level opening up, coordinating high-quality development and high-level security, and improve the assessment and evaluation system for promoting high-quality development, laying a solid foundation for promoting high-quality development.

Developing new quality productive forces is an inherent requirement and important focus for promoting high-quality development. Here, I will focus on discussing some understandings about this.

Since July last year, during my investigation and research in Sichuan, Heilongjiang, Zhejiang, Guangxi and other places, I proposed to integrate scientific and technological innovation resources, lead the development of strategic emerging industries and future industries, and accelerate the formation of new quality productivity. In mid December, at the Central Economic Work Conference, I proposed to promote industrial innovation through technological innovation, especially by using disruptive and cutting-edge technologies to stimulate new industries, new models, and new driving forces, and develop new quality productive forces. I propose the concept of new quality productivity and the major task of developing new quality productivity, mainly considering that productivity is the fundamental driving force for the development of human society and the ultimate cause of all social and political changes. High quality development requires new productivity theories to guide it, and new productivity has already been formed and demonstrated in practice as a strong driving force and support for high-quality development. We need to summarize and generalize from a theoretical perspective to guide new development practices.

What is new quality productivity and how to develop it? I have been thinking and have also noticed some research results in the academic community. In summary, new quality productivity is an advanced quality of productivity that plays a leading role in innovation, breaks away from traditional economic growth models and productivity development paths, has high-tech, high-efficiency, and high-quality characteristics, and conforms to the new development concept. It is born from revolutionary technological breakthroughs, innovative allocation of production factors, and deep industrial transformation and upgrading. Its basic connotation is the leap of laborers, labor materials, labor objects, and their optimized combinations, and its core symbol is the significant improvement of total factor productivity. Its characteristic is innovation, the key is quality, and its essence is advanced productivity.

The significant characteristic of new quality productivity is innovation, which includes both technological and business model innovation, as well as management and institutional innovation. We must continue to focus on innovation and accelerate the development of new quality productivity.

Firstly, vigorously promote technological innovation.New quality productivity is mainly generated by technological revolutionary breakthroughs. Technological innovation can give birth to new industries, new models, and new driving forces, and is the core element for developing new quality productivity. This requires us to strengthen technological innovation, especially original and disruptive technological innovation, and accelerate the realization of high-level technological self-reliance and self-improvement. We must deeply implement the strategies of rejuvenating the country through science and education, strengthening the country through talent, and promoting innovation driven development. We must adhere to the "four orientations", strengthen the national strategic scientific and technological strength, and organize the promotion of original and fundamental research with strategic orientation. We should focus on the national strategy and the practical needs of economic and social development, take key common technologies, cutting-edge leading technologies, modern engineering technologies, and disruptive technological innovations as breakthroughs, fully leverage the advantages of the new national system, fight the battle against key core technologies, and enable original and disruptive technological innovation achievements to emerge one after another, cultivating new driving forces for the development of new quality productivity.

Secondly, promote industrial innovation through technological innovation.The transformation of technological achievements into real productivity is manifested in the emergence of new industries and the promotion of deep industrial transformation and upgrading. Therefore, we need to timely apply technological innovation achievements to specific industries and industrial chains, transform and enhance traditional industries, cultivate and strengthen emerging industries, lay out and construct future industries, and improve the modern industrial system. We need to layout the industrial chain around the development of new quality productive forces, promote the supplementation of short board industries, the extension of advantageous industries, the upgrading of traditional industries, and the construction of emerging industries, enhance the resilience and security level of the industrial chain and supply chain, and ensure the independent and controllable, safe and reliable nature of the industrial system. We should focus on promoting new industrialization and accelerating the construction of a manufacturing power, quality power, network power, digital China and other strategic tasks, and scientifically layout scientific and technological innovation and industrial innovation. We must vigorously develop the digital economy, promote the deep integration of the digital economy and the real economy, and create a digital industry cluster with international competitiveness. We should focus on the goal of building a strong agricultural country, increase technological innovation and the application of innovative achievements in seed industry, agricultural machinery, etc., use innovative technology to promote the development of modern agriculture, and ensure national food security.

Thirdly, we will focus on promoting innovation in development methods.Green development is the foundation of high-quality development, and new quality productivity itself is green productivity. We must accelerate the green transformation of our development mode and help achieve carbon peak and carbon neutrality. We must firmly establish and practice the concept that green mountains and clear waters are invaluable assets, and steadfastly pursue the path of ecological priority and green development. Accelerate the innovation of green technology and the promotion and application of advanced green technologies, strengthen the green manufacturing industry, develop the green service industry, strengthen the green energy industry, develop green low-carbon industries and supply chains, and build a green low-carbon circular economy system. Continuously optimize the economic policy toolbox that supports green and low-carbon development, leverage the driving role of green finance, and create efficient ecological green industrial clusters. At the same time, we vigorously promote a green and healthy lifestyle throughout society.

Fourth, solidly promote institutional and mechanism innovation.The production relations must be adapted to the requirements of the development of productive forces. To develop new quality productive forces, it is necessary to further comprehensively deepen reforms and form new production relations that are compatible with them. New quality productivity requires both advanced government planning guidance and scientific policy support, as well as market mechanism regulation and continuous innovation from micro entities such as enterprises. It is jointly cultivated and driven by the "tangible hand" of the government and the "intangible hand" of the market. Therefore, we need to deepen the reform of the economic and technological systems, focus on breaking through the bottlenecks that hinder the development of new quality productivity, establish a high standard market system, innovate the allocation of production factors, and enable various advanced and high-quality production factors to flow smoothly towards the development of new quality productivity. At the same time, we need to expand high-level opening up to the outside world and create a favorable international environment for the development of new quality productive forces.

Fifth, deepen the innovation of talent work mechanism.We should follow the requirements of developing new quality productive forces, smooth the virtuous cycle of education, technology, and talent, and improve the working mechanism of talent cultivation, introduction, utilization, and reasonable flow. We need to optimize the discipline settings and talent training models of higher education institutions according to the new trends of technological development, in order to cultivate urgently needed talents for the development of new quality productivity and the promotion of high-quality development. Efforts should be made to cultivate and train strategic scientists, first-class scientific and technological leaders, and innovative teams. Efforts should be made to cultivate and train outstanding engineers and national craftsmen, strengthen skills training for workers, and continuously improve the quality of various talents. We need to improve the mechanism for factor participation in income distribution, stimulate the vitality of production factors such as labor, knowledge, technology, management, capital, and data, better reflect the market value of knowledge, technology, and talent, and create a good atmosphere that encourages innovation and tolerates failure.
