    On April 11th, the Shandong Provincial Federation of Social Organizations held the 23rd round table consultation meeting for social organizations, focusing on the establishment of a talent exchange department and soliciting opinions on further understanding the talent needs of member units.     The meeting discussed the draft of the "Notice on Establishing the Talent Exchange Department of the Shandong Provincial Federation of Social Organizations and Soliciting Talent Supply and Demand Information from Member Units", which introduced the background of establishing the Talent Exchange Department, the functions of the Talent Exchange Department, and the ways and methods of communication. In the past two years, many member units have requested talent from the general association, asking the association to help recommend personnel such as secretaries general, branch secretaries, secretaries, and publicity personnel. In view of this, the association proposed in this year's work report to leverage the role of hub type social organizations, connect market resources, information resources, and talent resources, and respond promptly to the talent demands of member units. Recently, through research, we have drafted a preliminary notice on the establishment of a talent exchange department. Please fully express your opinions. Liu Xueqing, the president of the Provincial Service Industry Development Promotion Association, suggested that the functions of the Talent Exchange Department should increase the cultivation and training of professional talents in social organizations, including management talents, service talents, business talents, party building talents, and compound talents. Xu Changqing, Secretary General of the Provincial Price Association, said that retired personnel can indeed provide good services for the development of social organizations, but due to the vague policies in this regard, they lack the necessary attractiveness. Zhang Jian, Secretary of the Party Branch of the Provincial Community Development and Social Work Research Center, said that in terms of names, it can be considered to call it the Talent Development Department or the Talent Planning Department; In terms of function, it not only includes the flow of talents within social organizations, but also includes talent exchanges outside of social organizations, such as exchanges with universities. Graduates from majors related to social organization work in universities, such as sociology, public service management, social work, and party affairs management, can be selected by social organizations. Currently, there are more than 20 universities in the province that only offer social work majors. We can jointly organize social organization recruitment fairs, exchange meetings, etc. with universities. The President of the Provincial Regional Energy Society, Luo Yonghuan, proposed that the supply and demand information of four types of talents, including college graduates, should be widely collected and released. Tian Xiaoqing, Secretary General of the Provincial Health Science and Technology Association, suggested that college student volunteers participate in voluntary services of social organizations. Xu Changlin, Secretary of the Party Branch of the Provincial Culinary Association, suggested increasing the number of party members and employees. Wan Yanxin, Secretary General of the Provincial Construction Industry Association, proposed establishing a mechanism for sharing talents Everyone rushed to speak up and actively offered suggestions.

    The meeting also incorporated the discussion of the above content and studied the discourse of the 20th National Congress of the Communist Party of China report on "comprehensively developing consultative democracy, improving the system of consultative democracy, coordinating and promoting political party consultation, people's congress consultation, government consultation, CPPCC consultation, people's organization consultation, grassroots consultation, and social organization consultation, improving various institutionalized consultation platforms, and promoting the extensive and multi-level institutionalized development of consultative democracy".
