Shanghai's manufacturing quality index once again ranks first in the country
In recent years, Shanghai has continuously implemented the strategy of strengthening the city with quality, vigorously carried out quality improvement actions, and achieved significant results in high-quality development.
The Shanghai Municipal Administration for Market Regulation recently announced the quality development status of Shanghai. In 2021, the quality competitiveness index of Shanghai's manufacturing industry was 95.34, ranking first in the country for 13 consecutive years. The quality qualification rate of manufacturing products was 97.12%, which was 4.04 percentage points higher than the national level and stable in the stage of excellent quality competitiveness for 4 consecutive years; Obtained the A-level quality work assessment by the State Council for 7 consecutive times.
One stop shop service for development
Shanghai fully leverages the advantages of gathering quality infrastructure, integrates various quality technology resources and elements such as metrology, standardization, certification and accreditation, inspection and testing, quality management, brand cultivation, talent cultivation, and intellectual property, implements a "one-stop" service pilot project for quality infrastructure, provides comprehensive services such as quality consultation and technical assistance to market entities, and effectively promotes enterprise development.
Relying on the National Robot Testing and Evaluation Center (Headquarters) of Shanghai Electric Power Technology Co., Ltd., the National Robot Quality Supervision and Inspection Center, and the Shanghai Robot R&D and Transformation Functional Platform, Putuo District has established a Shanghai Electric Power Technology Service Station to provide comprehensive quality services for upstream and downstream enterprises in the robot industry chain. In 2021, the Shanghai Electric Power Technology Service Station provided a total of 232 technical services, accepted over 200 robot product research and development tests, connected with more than 20 entrepreneurial incubation projects, and applied for 45 patents.
At present, Shanghai has established 40 "one-stop" service platforms for quality infrastructure, serving nearly 50000 market entities, assisting more than 2000 enterprises, solving 548 quality problems, and increasing industrial output value for enterprises by about 24.1 million yuan.
Benchmarking leads industrial upgrading
Establishing a number of quality benchmarks and improving the quality of industries, Shanghai actively leverages the government's quality reward system to drive the improvement of other enterprises' quality through a group of leading quality benchmark enterprises. At present, 453 organizations and 189 individuals in Shanghai have won national, municipal, and district government quality awards, covering 30 industries including advanced manufacturing, modern service, public transportation, and healthcare.
Shanghai has established a public communication platform to vigorously promote their quality management methods and experiences. In recent years, more than 12000 market entities have been organized to learn advanced quality management methods, effectively driving the improvement of upstream and downstream industrial and supply chain quality.
Precise assistance to small and medium-sized enterprises
Shanghai has taken the lead in issuing the "Guiding Opinions on Carrying out Mass Quality Improvement Activities" nationwide, implementing the "Thousand Thousand Thousand" project for quality improvement, and conducting public welfare training on advanced quality management methods and tools.
In recent years, Fengxian District has been deeply promoting the cultivation mechanism for improving the quality of small and medium-sized enterprises, involving the incubation of excellent performance management models, 5S on-site management, QC group incubation, and promotion of the Chief Quality Officer system, etc., bringing the "big gift package" of quality improvement to enterprises. As of now, 211 secondary key enterprises have been incubated and cultivated in Fengxian District, and 5 enterprises and 2 individuals have successively won honors such as the Shanghai Municipal Government Quality Award.
In 2021, more than 10000 grassroots teams of enterprises in Shanghai participated in mass quality activities, with more than 150000 employees involved. More than 260 excellent achievements of quality management teams and over 100 excellent achievements of quality trusted teams emerged, creating economic benefits for enterprises exceeding 3.8 billion yuan.
