CCTV CCTV News: 2022 Smart Manufacturing Pilot Demonstration Action Launched

In order to implement the "14th Five Year Plan" for the development of intelligent manufacturing, the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Finance, and the State Administration for Market Regulation jointly launched the 2022 Intelligent Manufacturing Pilot Demonstration Action. The relevant matters are notified as follows:

1、 Pilot demonstration content

Select a batch of excellent intelligent manufacturing scenarios, build a batch of intelligent manufacturing demonstration factories through the method of unveiling and leading, establish a group of pioneers in various industries and fields, and promote the high-quality development of intelligent manufacturing. The Implementation Plan for the Pilot Demonstration Action of Intelligent Manufacturing is detailed in Annex 1.

2、 Recommended conditions

（1） The applicant is an enterprise registered within the territory of the People's Republic of China, with independent legal personality (for industries with special circumstances such as petroleum and petrochemicals, non-ferrous metals, etc., branch offices of legal persons are allowed to apply), with good economic benefits and good credit records in the past three years. The entities that have already undertaken the task of unveiling the intelligent manufacturing demonstration factory will no longer reapply.

（2） The intelligent manufacturing level of the applicant should be in a leading position domestically, with a strong demonstration and leading role. The key technological equipment and industrial software used must be safe and controllable, and the solutions must be free of intellectual property disputes.

（3） The applicant for the demonstration factory application should use the intelligent manufacturing data resource public service platform（ https://miit-imps.com ）To conduct a self-assessment of the maturity of intelligent manufacturing capabilities, it is necessary to meet the national standard GB/T 39116-2020 "Intelligent Manufacturing Capability Maturity Model" level 2 or above, or meet the requirements of relevant industry guidance documents for intelligent manufacturing.

（4） The applicant is willing to actively cooperate in conducting on-site evaluations and summarizing publicity, and actively promote typical experiences.

（5） In the application materials, the demonstration factory needs to provide a detailed description of the construction scene, highlighting key points, being concise and logical, able to provide reference and guide innovation from the aspects of implementation methods, implementation elements, etc., with strong readability, and not involving state secrets, trade secrets, and other content. Each scene description should be limited to 3000 words and can be accompanied by illustrations.

（6） The applicant has not had any major or particularly serious safety production accidents, major or particularly serious environmental accidents, or any illegal or irregular behavior in the past three years.

3、 Organize and implement

（1） The applicant should use the Intelligent Manufacturing Data Resource Public Service Platform（ https://miit-imps.com ）Online application should be made, and the paper version of the materials should be consistent with the content filled out online. The application materials shall be prepared with reference to the "Guidelines for Typical Scenarios of Intelligent Manufacturing" (Attachment 2) and the "Task for Unveiling Intelligent Manufacturing Demonstration Factories" (Attachment 3). The applicant must complete the online application before October 28, 2022 and be responsible for the authenticity of the application content.

（2） The competent departments of industry, information technology, development and reform in various regions shall establish a consultation mechanism, and jointly organize the financial and market supervision competent departments to recommend the projects applied for in their respective regions. The recommending unit should complete the online review before November 11, 2022, fill out the recommendation summary table in the order of priority of the recommended projects, and submit one paper version of the application form (Attachment 4) and one recommendation summary table (Attachment 5) to the Ministry of Industry and Information Technology (Equipment Industry Department 1) and the National Development and Reform Commission (Industry Development Department) respectively.

（3） Each province (region, city) shall recommend no more than 30 excellent scenes and 10 demonstration factories for application, respectively. The number of applicants for excellent scenes and demonstration factories recommended by planned cities and Xinjiang Production and Construction Corps shall not exceed 15 and 5 respectively. Central enterprises are recommended based on their location. Recommendation work should follow the principles of government guidance and voluntary participation by enterprises, prioritize recommending projects with good basic conditions, good growth potential, and strong demonstration, and fully consider industry coverage.

（4） The Ministry of Industry and Information Technology, the National Development and Reform Commission, together with the Ministry of Finance and the State Administration for Market Regulation, will organize the selection and publication of the list of excellent intelligent manufacturing scenarios and the list of intelligent manufacturing demonstration factory unveiling units. After the demonstration factory unveiling units complete the unveiling task (no more than 2 years from the date of unveiling the list), an effectiveness evaluation will be organized to select and publish the list of intelligent manufacturing demonstration factories based on merit.

（5） The recommending unit should strengthen guidance and services for the final selected projects, and give priority support, encouraging places with conditions to create intelligent manufacturing pilot zones based on the cultivation of demonstration factories.

Appendix 1

Implementation Plan for Pilot Demonstration Action of Intelligent Manufacturing

To deepen the promotion and application of intelligent manufacturing and ensure the orderly implementation of pilot demonstration actions for intelligent manufacturing, this plan is formulated.

One background

During the 13th Five Year Plan period, the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Finance, the State Administration for Market Regulation, and other departments continued to promote the development of intelligent manufacturing. They selected 305 pilot demonstration projects for intelligent manufacturing and promoted the construction of a number of intelligent demonstration factories, giving birth to new models and formats such as network collaborative manufacturing, large-scale personalized customization, and remote operation and maintenance services. A unique path for the development of intelligent manufacturing has been formed in key areas, greatly mobilizing the enthusiasm of localities, industries, and enterprises to implement intelligent manufacturing, and intelligent manufacturing has made significant progress.

During the 14th Five Year Plan period, a new round of technological revolution and industrial transformation has been deeply developed. The new generation of information technology is deeply integrated with the manufacturing industry, and the process of digital industrialization and industrial digitization is accelerating. Intelligent manufacturing has entered a new stage of deep application and comprehensive promotion from concept popularization and pilot demonstration, and has become a strong driving force for promoting high-quality development of the manufacturing industry. In the face of the constantly upgrading demand for intelligent manufacturing development, it is necessary to take typical scenarios as the basic elements, promote the construction of demonstration factories through methods such as unveiling and leading, explore standardized, modular, and precise promotion paths for the best practices of intelligent manufacturing, enhance the resilience of industrial and supply chains and regional manufacturing levels, promote fundamental changes in manufacturing industry models and enterprise forms, comprehensively promote the digital transformation, networked collaboration, and intelligent transformation of the manufacturing industry, promote the low-carbon transformation and development of the industry, and accelerate the construction of a strong manufacturing country.

II Overall objective

Adhering to the principles of national conditions, systematic promotion, classification selection, and dynamic adjustment, we will build intelligent manufacturing demonstration factories in segmented industries through the method of unveiling and leading the way. We will condense and summarize a number of excellent intelligent manufacturing scenarios with high technical level and promotion application value, drive breakthroughs in key technologies, equipment, software, standards, and solutions, and explore the formation of intelligent transformation and upgrading paths with industry characteristics.

III Pilot demonstration content

（1） Excellent scenarios for intelligent manufacturing. Based on factories or workshops, extract key requirements for single or multiple manufacturing processes, select a batch of replicable and promotable intelligent manufacturing excellent scenarios, and create intelligent manufacturing unit level solutions around technology, equipment, processes, software and other elements.

（2） Intelligent manufacturing demonstration factory. Focusing on segmented industries such as raw materials, equipment manufacturing, consumer goods, and electronic information, we will build a number of demonstration factories that have reached international advanced levels through the entire manufacturing process of design, production, management, and service, and significantly improve application effectiveness.

4 key tasks

（1） Select and sort out typical scenarios of intelligent manufacturing.Summarize the practical experience during the 13th Five Year Plan period, explore the implementation path during the 14th Five Year Plan period, and through case collection, intelligent manufacturing innovation competitions, etc., sort out a batch of new models and formats of intelligent manufacturing, condense a batch of typical scenarios of intelligent manufacturing, and provide reference and guidance for the construction of demonstration factories.

（2） Determine the task of unveiling the intelligent manufacturing demonstration factory. Based on the current situation and future trends of intelligent manufacturing development in China, and focusing on segmented industries such as raw materials, equipment manufacturing, consumer goods, and electronic information, and taking into account industry characteristics, clarify the task of unveiling and leading intelligent manufacturing demonstration factories, and formulate annual plans.

（3） Carry out pilot demonstration actions for intelligent manufacturing. Encourage local industrial and information technology, development and reform, finance, market supervision and other competent departments to jointly promote the construction of provincial-level intelligent manufacturing demonstration factories, and recommend projects with significant results, outstanding demonstration effects, and good growth potential to be listed as national level intelligent manufacturing demonstration factory construction tasks. The Ministry of Industry and Information Technology, the National Development and Reform Commission, together with the Ministry of Finance and the State Administration for Market Regulation, will organize the selection and publication of the list of excellent intelligent manufacturing scenarios and the list of intelligent manufacturing demonstration factory unveiling units. After the demonstration factory unveiling units complete the unveiling task (no more than 2 years from the date of unveiling the list), an effectiveness evaluation will be organized to select and publish the list of intelligent manufacturing demonstration factories based on merit.

（4） Promote the excellent achievements of intelligent manufacturing pilot demonstration. Each unit needs to summarize and extract typical scenarios, implementation experience, and construction achievements of intelligent manufacturing demonstration factories. Encourage various regions to hold on-site meetings on intelligent manufacturing for industries and regions, organize in-depth visits to intelligent manufacturing demonstration factories, system solution suppliers entering the park, and dialogues with entrepreneurs, and compile excellent case collections. Encourage places with conditions to create intelligent manufacturing pilot zones based on the cultivation of demonstration factories.

(V) implement dynamic management. The intelligent manufacturing demonstration plant is valid for 3 years (from the release of the list of demonstration plants), and regular re-evaluation is carried out in accordance with the principle of "dynamic adjustment. If the re-evaluation does not pass, the title of demonstration factory shall be canceled. Relevant units shall regularly submit the progress of project implementation.

Five. Safeguards

(I) strengthen organizational leadership. The Ministry of Industry and Information Technology, the National Development and Reform Commission, together with the Ministry of Finance and the General Administration of Market Supervision, do a good job in the overall coordination, organization, implementation, evaluation and management of pilot demonstration projects. Give full play to the role of the Intelligent Manufacturing Expert Committee of the National Manufacturing Power Construction Strategy Advisory Committee, and strengthen the research on forward-looking and strategic issues of intelligent manufacturing. Provincial departments in charge of industry and information technology, development and reform, finance and market supervision should do a good job in the implementation and management of pilot demonstration projects, and strengthen the guidance, support and services for intelligent manufacturing demonstration plants.

(II) strengthen policy synergy. Promote the inclusion of qualified intelligent manufacturing pilot demonstration projects into the scope of key research and development plans and special support for the development of related industries. Promote the effective convergence of relevant national industrial funds, financial institutions, social capital and intelligent manufacturing pilot demonstration projects. Strengthen the coordination of central and local policies, encourage local governments to issue supporting policies, increase support, guide the accumulation of various social resources, and form a systematic work pattern.

(III) enhance service capabilities. Give full play to the role of the public service platform for intelligent manufacturing data resources, encourage localities and industries to actively access the public service platform, and jointly build a service network with complementary advantages and coordinated development. We will speed up the revision, publicity and promotion of key standards, speed up the construction of a number of "standard groups" with national standards as the core, and promote the formation of a working pattern of pilot demonstration and standard application pilot. Accelerate the cultivation of system solution suppliers, promote standardized development, and guide the provision of professional, high-level, one-stop integrated services.

(IV) strengthen the summary propaganda. All localities, relevant industry organizations, and relevant enterprises should strengthen the experience summary of pilot demonstration projects, carry out a series of publicity activities by industry and region, and build a multi-dimensional and three-dimensional publicity system. Using platforms such as the World Intelligent Manufacturing Conference and the World Intelligent Conference, we will promptly publicize excellent scenes, new technologies, new equipment and new results of intelligent manufacturing, and set a benchmark for industry and regional transformation and upgrading.
