Each city's industrial and information technology bureau, relevant units and enterprises:

According to the Interim Measures for the Management of Gradient Cultivation of High quality Small and Medium sized Enterprises, the Implementation Rules for the Management of Gradient Cultivation of High quality Small and Medium sized Enterprises in Shandong Province (hereinafter referred to as the "Implementation Rules"), and the recent notice from the Ministry of Industry and Information Technology, we hereby recommend the recognition and review of specialized, refined, and new "Little Giant" enterprises in 2025. The relevant matters are notified as follows:

1、 Enterprise application requirements

（1） Small and medium-sized enterprises in our province (excluding Qingdao city) that are specialized, refined, and new (or have already declared this year) can apply for the seventh batch of specialized, refined, and new "Little Giant" enterprises; The fourth batch of "Little Giant" enterprises recognized in 2022 and the first batch of specialized, refined, and new enterprises that have passed the review can apply for review. Qingdao enterprises shall apply in accordance with the relevant notification requirements of the Qingdao Small and Medium sized Enterprise Management Department. No fees will be charged for related applications.

（2） The application and review of specialized and innovative "Little Giant" enterprises adopt a combination of online and offline reporting methods. Enterprises only need to truthfully and independently fill out the application form and provide supporting materials as required. High quality SME gradient cultivation platform of the Ministry of Industry and Information Technology（ https://zjtx.miit.gov.cn/ The application window for the "Cultivation Platform" will be open from now until June 5th, and training videos on policy interpretation and system operation manuals will be provided for application. The requirements for offline submission shall be subject to the specific requirements of the competent departments of small and medium-sized enterprises in each city, and the offline and online data shall be consistent.

（3） The Ministry of Industry and Information Technology and the Provincial Department of Industry and Information Technology have not entrusted any institution to carry out relevant declaration business. During the audit, methods such as "segmented audit", "double random selection (random selection of experts, immediate random distribution of audit tasks)", and "blind audit" are used to ensure fairness and impartiality. Please be cautious of unscrupulous intermediaries spreading false information and illegally profiting.

（4） The applying enterprise must meet the relevant recognition standards for specialized, refined, unique, and new "little giant" enterprises in the Implementation Rules. The relevant indicators will be strictly controlled according to the "Partial Indicators and Requirements Explanation" in Annex 4 of the Implementation Rules. We will not accept applications or reviews from enterprises with operating income below 50 million yuan this year. Considering the current situation, there is no requirement for the target of "average growth rate of main business revenue in the past 2 years not less than 5%" for the specialized, refined, and new "little giant" enterprises applying for review this year; The seventh batch of newly applied specialized, refined, and new "little giant" enterprises still need to meet the requirement of "the average growth rate of main business income in the past 2 years should not be less than 5%".

（5） To reduce the burden of application, enterprises do not need to provide supporting materials such as "previous year's domestic segmented market share" certificates issued by third-party institutions, domestic invention patent certificates, etc. (for overseas invention patents, integrated circuit design layouts, and other Class I intellectual property rights, they still need to provide them). Enterprises only need to truthfully explain their market share (self justification) and fill in the number of invention patents. The Ministry of Industry and Information Technology will share data with the China National Intellectual Property Administration and other departments, and the patent data shall be subject to the data of the China National Intellectual Property Administration.

（6） The financial data of the enterprise is based on the audit report issued by the accounting firm. Please register the accounting firm on the unified supervision platform of the Ministry of Finance for the registered accountant industry（ https://acc.mof.gov.cn ）After completing the registration, upload the coded electronic original to the high-quality gradient cultivation platform for small and medium-sized enterprises. Inconsistencies will affect the application results. Please remind the accounting firm to include the two indicators of main business income and main business cost in the audit report.

（7） The Ministry of Industry and Information Technology will introduce analysis tools such as data extraction, artificial intelligence, and big data to strengthen the analysis, comparison, and logical judgment of application data, and strictly prevent material packaging and data fraud. If it is found that a company has falsified data or materials, the titles of innovative small and medium-sized enterprise, specialized and innovative small and medium-sized enterprise, specialized and innovative "little giant" enterprise, etc. will be cancelled, and reapplication will be prohibited for at least three years.

2、 Recommended work arrangement

（1） The competent departments of small and medium-sized enterprises in various cities shall carefully review the materials provided by enterprises in accordance with the Implementation Rules and the requirements of this notice, especially strengthening the examination of the authenticity and technological innovation of enterprise financial data.

（2） Before June 9th, the competent departments of small and medium-sized enterprises in each city shall compile and organize the enterprise application forms (Attachment 1, 4 copies, with the applicant enterprise affixing the official seal), enterprise review application forms (Attachment 2, 4 copies, with the applicant enterprise affixing the official seal), recommendation summary forms (Attachment 3, 2 copies), review situation summary forms (Attachment 4, 2 copies), together with editable electronic versions of the above materials and scanned electronic versions of supporting materials (1 PDF file for each enterprise), and mail them by express mail (EMS) to the Small and Medium sized Enterprise Office (Innovation and Entrepreneurship Guidance Office) of the Provincial Department of Industry and Information Technology.

（3） The Provincial Department of Industry and Information Technology will work together with the competent departments of small and medium-sized enterprises in various cities to review the application materials of enterprises through compliance review, expert evaluation, on-site spot checks, third-party data verification, etc., and recommend them to the Ministry of Industry and Information Technology based on the relevant innovation capability indicators.

（4） For enterprises that have been recognized as single champion demonstration enterprises or single champion products in the manufacturing industry by the Ministry of Industry and Information Technology, we will no longer recommend applying for the seventh batch of specialized, refined, and new "little giant" enterprises; For enterprises that have a controlling relationship with recognized specialized and innovative "little giant" enterprises, as well as enterprises that produce similar leading products within the same group, they are not recommended; For specialized and innovative "little giant" enterprises that have been recognized and reviewed in 2022 and do not apply for review, reasons must be explained.

（5） For enterprises that have experienced major safety, quality, and environmental pollution accidents, serious breaches of trust, tax evasion, or other illegal and irregular behaviors in the past three years, or have been found to have falsified data, they will not be recommended.

3、 Precautions

（1） The enterprise application platform is a high-quality gradient cultivation platform for small and medium-sized enterprises under the Ministry of Industry and Information Technology (not part of the provincial cultivation database). It is recommended that the applying enterprises log in to the cultivation platform in advance to confirm their login account and password. In this year's enterprise application, financial indicators such as "total profit" and "product sales cost" have been added, as well as other reporting items. Please pay close attention to them and fill in the information truthfully.

（2） The Provincial Department of Industry and Information Technology will organize a series of public welfare application guidance. The competent departments of small and medium-sized enterprises in various cities should attach great importance to it, actively carry out policy propaganda and interpretation, and widely mobilize enterprises to apply; We need to increase our service efforts and organize resources to provide fully covered free consultation and coaching services for applying enterprises. For enterprises with poor overall quality of application materials and a large number of low-level errors, they will be notified within a certain range.

（3） Before the issuance of the list of approved companies for review, the title of "Little Giant" enterprise, which was originally recognized and approved for review in 2022, remains valid; After the list of approved enterprises is issued, the title of "Little Giant" enterprise that was originally recognized and approved in 2022 will automatically become invalid, and the enterprises on this list will prevail.
