Shandong Provincial Department of Industry and Information Technology: Notice on Organizing and Carrying out the Application of 2025 Industrial Internet Identification Resolution Level II Node Bonus Fund Project

Each city's Industry and Information Technology Bureau, Finance Bureau, and relevant units:

In accordance with the spirit of documents such as the Administrative Measures and Implementation Rules for the Digital Transformation Fund of Shandong Industrial Internet Enabled Manufacturing Industry issued in November 2024, we are organizing the application for the award and subsidy project of the second level node of 2025 industrial Internet logo analysis. The relevant matters are notified as follows:

1、 Scope of Support

The secondary node of industrial Internet identity resolution mainly refers to the public service node of identity resolution within an industry or region, which can provide identity code registration and identity resolution services for the industry or region, and complete the relevant identity business management, identity application docking, etc.

2、 Declaration conditions

（1） The business status is normal, the credit record is good, and it conforms to the direction of industrial development. The applicant is the builder and property owner of the secondary node;

（2） This secondary node must be connected to the national top-level node to achieve real-time data synchronization and parsing services;

（3） The cumulative and current year's newly added identification registration and resolution volume shall not be less than 100000, and the number of connected enterprise nodes shall not be less than 5;

（4） There have been no major or above safety production accidents in the past three years, no serious breach of trust records, and have not been included in the list of abnormal business operations;

（5） Meet the requirements of the "green threshold" system for financial enterprise funds;

（6） The same project did not receive provincial-level financial support in the early stage, and there are no duplicate or disguised duplicate applications.

3、 Work Procedure

（1） The unit voluntarily applies. According to the requirements of the notice, the applicant shall fill in the Application Form of 2025 Industrial Internet Identification Resolution Level II Node Bonus and Supplementary Fund Project (Annex 1) and the Summary Form of Application Information (Annex 2), submit them to the local industry and information department according to the work arrangement of each city, and be responsible for the authenticity and compliance of the application materials and projects. The paper version of the Application Form and the Summary Form shall be bound together, and the electronic version shall be submitted separately. The declaring unit shall cooperate in carrying out dispatch inspections, performance evaluations, audits, and other work. Any declaring entity that falsifies or uses improper means to obtain bonus and subsidy funds shall have their subsidy qualifications cancelled, and shall be held accountable in accordance with laws and regulations, and the funds already disbursed shall be recovered.

（2） Recommended by various city organizations. The industrial and information technology departments of each city shall organize local project applications in accordance with the principle of territorial management, and review and demonstrate the application materials and projects to ensure that the materials are complete and the projects are true and effective. They shall work together with the local finance department to provide clear review and recommendation opinions according to procedures, summarize and fill out the "Application Information Summary Form" (Attachment 2), and submit the paper formal recommendation documents and application materials (in duplicate) to the Provincial Department of Industry and Information Technology before May 28, 2025. The electronic version (including relevant supporting materials) shall be sent to the email addresses of the Provincial Department of Industry and Information Technology and the Provincial Department of Finance simultaneously.

（3） Review and confirm the project. The Provincial Department of Industry and Information Technology organizes experts to conduct evaluations, and together with the Provincial Department of Finance, proposes a list of projects to be supported according to procedures. After public announcement and no objections, the list will be made public.
