Implementation Opinions on Promoting the Construction of Public Service System with High Quality and Continuously Optimizing the Development Environment for Small and Medium sized Enterprises
In order to thoroughly implement the decision-making arrangements of the Party Central Committee and the State Council on supporting the development of small and medium-sized enterprises, fully implement the Guiding Opinions of the Ministry of Industry and Information Technology on Improving the Public Service System for Small and Medium sized Enterprises, accelerate the implementation of the Shandong Province Small and Medium sized Enterprise Promotion Regulations, promote the construction of the service system for small and medium-sized enterprises with high quality, and improve the development environment for small and medium-sized enterprises, the following implementation opinions are proposed.
1、 Overall requirements
以习近平新时代中国特色社会主义思想为指导，深入贯彻落实党的二十大和二十届二中、三中全会精神，坚定扛牢“走在前、挑大梁”使命担当，聚焦优化中小企业发展环境一条主线，聚力打造政务服务、政策支撑、市场开拓、创新提效、融资促进“五大服务体系”，推动服务网络全面覆盖、服务机制更加健全、服务供给优质高效、服务保障坚实有力，构建形成服务便捷、政策高效、法治公平、市场有序、保障完备的中小企业高质量发展“大服务”格局。到2027年，新培育专精特新企业3000家；新培育国家级中小企业特色产业集群15家以上；打造中小企业数字化转型引导区10家左右，努力营造在全国具有示范效应的中小企业发展“大环境”。
2、 Key tasks
（1） Building a convenient and efficient government service system
1. Establish a comprehensive coordination and promotion mechanism. Establish a cross departmental coordination mechanism for promoting the development of small and medium-sized enterprises, involving the participation of provincial industry and information technology, finance, human resources and social security, financial supervision, etc., improve the implementation of work systems such as meeting communication, information exchange, and liaison interaction, increase overall coordination efforts, strengthen tracking and evaluation, and ensure implementation, forming a coordinated and orderly, complementary, interconnected, and effective work coordination and linkage pattern.
2. Establish a sound legal system support mechanism. Taking the implementation of the "Regulations on the Promotion of Small and Medium sized Enterprises in Shandong Province" as a starting point, we will urge relevant departments to formulate policy measures and improve the working mechanism. Implement judicial supervision work, establish an inspection system for the legal enforcement of small and medium-sized enterprises, and supervise the implementation of various laws and regulations in accordance with the law.
3. Build a "one network, four databases" service mechanism. Steadily promote the pilot project of "One Network" interconnection for national small and medium-sized enterprise services in Shandong, enrich and improve the functions of the "Shandong Province Small and Medium sized Enterprise Public Service Platform", use new generation information technologies such as big data and artificial intelligence, strengthen interconnection with government platforms, and connect the national, provincial, municipal, and county level public service networks. Gather social service resources from all parties, establish "four libraries" of high-quality enterprises, enterprise friendly policies, service institutions, and product cases, and form a "one network and four libraries" service mechanism covering the whole province, interconnected, and collaborative sharing, providing "one-stop" services for small and medium-sized enterprises.
（2） Building a precise and efficient policy service system
4. Strengthen policy integration services. Give full play to the supporting role of the public service platform for small and medium-sized enterprises, continue to carry out a series of activities such as the "Benefit Enterprises Together" service line and the Small and Medium sized Enterprise Service Month, and organize more than 10 policy promotion meetings at the provincial level every year. Through the "online+offline" method, organize touring lectures, set up interpretation columns, point-to-point push notifications, etc., to provide policy interpretation, consultation, training and other services for small and medium-sized enterprises.
5. Support the integration and innovation of large, medium, small and medium-sized enterprises. Deeply implement the three-year action plan of "Ten Chains, One Hundred Groups, Ten Thousand Enterprises" to integrate resources from research institutes, financial institutions, professional service agencies, chambers of commerce and associations, hold 30 provincial-level docking activities every year, and drive various cities to hold more than 600 activities, providing convenience for small and medium-sized enterprises to carry out special docking and promote cooperation with "chain owners" enterprises, leading enterprises, etc.
6. Support the intensive agglomeration and development of enterprises. Implement the action to enhance the level of characteristic industrial clusters for small and medium-sized enterprises, encourage high-quality service institutions to conduct on-site "pulse diagnosis" in the clusters, strengthen the brand of industrial clusters, cultivate leading backbone enterprises, expand industrial scale, and form regional industrial development characteristics. Following the principles of reasonable layout, distinctive features, and intensive land use, we will create a number of differentiated and multi format high-quality characteristic industrial clusters, and cultivate more than 20 provincial-level characteristic industrial clusters every year.
7. Support the green and low-carbon development of enterprises. Research and introduce policy measures to support the development of green manufacturing units, encourage small and medium-sized enterprises to accelerate the research and application of advanced energy-saving technologies, improve the comprehensive utilization level of industrial resources, build green and low-carbon production methods, and cultivate about 200 new green factories at or above the provincial level every year.
（3） Building a market service system with expanded coverage and incremental growth
8. Expand the domestic market. Organize the "Shandong Manufacturing · Industrial Expo" series of activities to encourage chain owners, leading enterprises, and manufacturing industry champions to collaborate with upstream and downstream specialized, refined, unique, and new small and medium-sized enterprises, form cross provincial tours, and carry out on-site promotion, procurement, and sales. Carry out the "Shandong Manufacturing · Online Travel" online market expansion activity, organize 10 cloud procurement and sales docking events every year, and promote the online transaction volume of small and medium-sized enterprises such as equipment manufacturing, mechanical processing, textile and clothing through "online+offline" live ordering.
9. Expand overseas markets. In depth implementation of the "Ten Thousand Enterprises Going Global to Shandong Trade" international market development action, focusing on Shandong's advantageous industries and high-quality products to create "Shandong Foreign Trade Excellent Products", building an international marketing service system, providing comprehensive services such as "manufacturer direct procurement, industry certification, one-stop procurement" for international buyers, and improving the ability of small and medium-sized enterprises to "chain and go global". Organize more than 300 overseas exhibitions and more than 10 special docking activities every year, rely on the national foreign trade transformation and upgrading base to carry out precise procurement docking activities, and support small and medium-sized enterprises to explore international markets. Expand the export of key products, support the export enterprises of complete equipment "chain owners" and manufacturing industry single champion enterprises to extend upstream and downstream, tap the export potential of "small and beautiful" projects, and drive small and medium-sized enterprises to "go global together".
10. Expand the online market. Implement the high-quality development action of live streaming e-commerce, support the creation of 10 "Good Product Shandong" e-commerce live streaming centers, and by 2027, cultivate more than 3 live streaming e-commerce industrial parks in each city, with at least 20 e-commerce enterprises settled in each park. Build the "Good Product Shandong" e-commerce headquarters base, hold more than 30 county-level "Good Product Shandong" special promotions every year, and attract more than 100 enterprises to sign contracts for cooperation. Encourage leading enterprises and top e-commerce platforms to integrate high-quality sources of goods for small and medium-sized enterprises, provide supporting services such as financial empowerment, warehousing, processing, and logistics, and promote online marketing for small and medium-sized enterprises.
（4） Building a strong innovative service system with strong support
11. Increase the cultivation of high-quality innovative entities. Implement the "tapping potential and strengthening the foundation" action for high-quality small and medium-sized enterprises, and cultivate more than 1000 specialized, refined, unique and new small and medium-sized enterprises, about 150 "little giant" enterprises, and about 300 provincial-level or above manufacturing industry champion enterprises every year. Intensify efforts to cultivate and enhance high growth enterprises, and provide more effective support for the development of gazelle and unicorn enterprises.
12. Strengthen the cultivation of technical and skilled talents. Implement the system of recommending and applying for professional titles in specialized, refined, unique, and new small and medium-sized enterprises, and directly apply for senior professional titles in engineering and technology series for qualified talents through recommendation according to regulations. Encourage small and medium-sized enterprises to independently carry out employee skill improvement training, and implement vocational training subsidy policies according to regulations for those who meet the conditions.
13. Enhance enterprise digital empowerment. Deploy a number of manufacturing digital transformation promotion centers by industry and region, continuously enhancing the "energy gathering+empowerment" capabilities of small and medium-sized enterprise digital transformation promotion centers. Innovatively carry out the cultivation of digital transformation guidance zones for small and medium-sized enterprises, and support around 5 counties (cities, districts) and functional zones with good basic conditions, obvious advantages in characteristic industries, and strong demonstration driving force to take the lead in pilot work every year. Organize a special training course on digital transformation for small and medium-sized enterprises, and train a group of digital level evaluation and diagnostic skills talents every year to provide talent support for the digital development of small and medium-sized enterprises.
（5） Building an inclusive and sufficient financial service system
14. Improve financial services for small and micro enterprises. Deepen the construction of the inclusive financial system, carry out the three-year improvement action of financial support for the development of small and micro enterprises, implement the two major projects of "first loan cultivation" and "credit loan enhancement", and create "one bank, one product" exclusive characteristic financial products. Make good use of monetary policy tools such as small and medium-sized loans, encourage local corporate banks to optimize their characteristic credit products, and provide preferential interest rate loans for small and micro enterprises. Give full play to the role of government financing guarantee institutions, guide the expansion of financing guarantee scale for small and micro enterprises, and improve the accessibility of financing for small and micro enterprises.
15. Gather multiple financial resources. Give full play to the role of the provincial small and medium-sized enterprise investment and financing alliance, widely connect with high-quality investment and financing institutions both inside and outside the province, rely on the provincial advanced manufacturing investment and financing platform, carry out the "one month one chain" small and medium-sized enterprise financing promotion activity, and integrate the comprehensive financing measures of "stocks, loans, guarantees, and guarantees" to accurately support the development of small and medium-sized enterprises in the upstream and downstream of the industrial chain. Promote the implementation of the special action of "industrial investment+fund investment+attracting investment into Shandong", and carry out industrial investment, venture capital, park investment, and mergers and acquisitions.
16. Expand the scale of IPO financing. Launch the "Sailing Blue Ocean Capital Escort" action, implement the "Mount Taishan Mountain Climbing" listing cultivation plan, build and make good use of the "specialized new special board", focus on the financing needs of high growth enterprises, and continue to promote two-way investment, cross shareholding, asset swap, capital injection, resource sharing, and market development.
17. Deepen the special action to clear debts. Improve the mechanism for clearing outstanding debts of enterprises, increase the handling of complaint clues, and promote the coordination and resolution of overdue debts of private small and medium-sized enterprises. Support banks to provide multiple and seamless financing connections for enterprises through pre approval and other credit models.
3、 Guarantee measures
（1） Improve the funding guarantee mechanism. Strengthen the coordination and linkage between fiscal policy, technology, industry, and financial policies, fully leverage the incentive and guidance role of fiscal funds, attract and drive more financial and social capital to provide inclusive and sustainable financial support for small and medium-sized enterprises, and form a joint force of financial support. Closely track and analyze the implementation of policies, strengthen policy research reserves, enhance effectiveness evaluation, and improve policy implementation effectiveness.
（2） Strengthen publicity and guidance. Strengthen benchmark demonstration and guidance, organize and promote a batch of advantageous cities, counties (cities, districts), public service platforms, and typical cases every year. Support major media outlets within the province to establish special columns and strengthen the promotion of advanced experiences. Actively carry out various exchange and observation activities, promote the "innovation in one place and replication in multiple places" of typical experiences, and create a good atmosphere to support the development of small and medium-sized enterprises.
（3） Establish sound monitoring and evaluation. Collaborate with the Provincial Bureau of Statistics, the Provincial Department of Human Resources and Social Security, the Provincial Taxation Bureau, and the Shandong Financial Supervision Bureau to strengthen research, analysis, prediction, and early warning of the operational situation of small and medium-sized enterprises. Regularly schedule work progress, further establish a clear direction of focusing on the development environment of small and medium-sized enterprises, consolidate development consensus, form a development synergy, and better promote the development of small and medium-sized enterprises.
