Notice from the Department of Industry and Information Technology of Shandong Province on Organizing the Application for the 2025 Industrial Equipment Renewal and Technological Transformation Award Subsidy Fund Project

According to the spirit of the "Notice on Issuing the 2025 Industrial Equipment Renewal and Technological Transformation Award Fund Project" (Lu Cai Gong [2024] No. 10) issued by the Shandong Provincial Department of Finance, the Shandong Provincial Department of Industry and Information Technology, and the Shandong Branch of the People's Bank of China, the relevant matters regarding the organization of the application are hereby notified as follows.

1、 Scope of Support

Focusing on key industries such as petrochemicals, steel, non-ferrous metals, building materials, machinery, automobiles, light industry, and textiles, equipment updates and technological upgrades are implemented around high-end upgrading, intelligent transformation, green transformation, and intrinsic safety improvement.

2、 Declaration conditions

（1） Technology transformation projects with a total investment of over 50 million yuan and included in the investment statistics database (technology transformation projects implemented by enterprises undertaking the national key manufacturing industry chain high-quality development action, high-quality technology transformation projects in the maglev industry, and 10 key industries designated by the provincial party committee and government to assist counties in applying for projects with a total investment of not less than 5 million yuan);

（2） The project is inJanuary 1, 2022-Obtain project filing or approval documents in accordance with the law during the period of April 30, 2025;

（3） The relevant procedures for environmental impact assessment, land use, planning, energy conservation, safety evaluation, and other projects that should be completed before construction have been carried out in accordance with the law;

（4） Signing equipment purchase or renovation service procurement contracts between enterprises and suppliers; The project will obtain invoices from July 1, 2024 to April 30, 2025 and transfer funds to the supplier's account;

（5） The enterprise has not been included in the list of serious illegal and dishonest entities;

（6） Meet the requirements of the "green threshold" system for financial and enterprise related funds.

（7） Projects that have been supported by the ultra long term special treasury bond for the 2024 central equipment renewal shall not be repeatedly declared.

3、 Declaration Procedure

（1） Enterprise declaration

The declared enterprise has passedLuhuitong Policy Fulfillment Service PlatformApply online and submit funding requests to the local industry and information technology department as required. The declaring enterprise shall fill in the relevant information according to the process, and upload the PDF version of the "Application Report for 2025 Industrial Equipment Renewal and Technological Transformation Award Subsidy Fund Project" (Attachment 1) and the Excel version of the equipment purchase or renewal transformation service procurement contract, enterprise equipment purchase value-added tax special invoice, and bank statement details of fund transfer to the supplier before June 2.

（2） Organizational declaration

The industrial and information technology departments at the city and county levels, through the "Luhuitong" policy fulfillment service platform, strictly compare the application conditions and time limit requirements to conduct preliminary review and verification of projects, and conduct on-site verification. Projects that meet the conditions are jointly reported to the finance department level by level.

4、 Other requirements

（1） The declaring enterprise should actively cooperate with the joint evaluation team or third-party intermediary agencies to do a good job in the audit work, and comprehensively and truthfully provide original materials such as equipment procurement contracts, payment vouchers, invoices, accounting vouchers, and accounting records.

（2） Each city should strengthen the supervision and management of various stages of project application, and strictly organize the application in accordance with the requirements of this notice. The declaring unit is responsible for the authenticity of the application materials. City level industrial and information technology departments, as well as finance departments, must strictly review the funding application reports of projects and be responsible for the authenticity, compliance, and audit results of the projects. Enterprises that receive provincial financial support should consciously accept supervision, inspection, and performance evaluation from departments such as auditing, supervision, finance, industry, and information technology. Enterprises that engage in fraud or use improper means to obtain subsidy funds shall have their subsidy qualifications revoked and shall be held accountable in accordance with the law and regulations.

Municipal industrial and information technology departments are requested to submit the joint recommendation document (including one paper version of Attachment 1, one electronic and one paper version of Attachment 2) to the Provincial Department of Industry and Information Technology before June 10, 2025.

（4） Any matters not covered shall be subject to the Notice of the Shandong Provincial Department of Finance, the Shandong Provincial Department of Industry and Information Technology, and the Shandong Branch of the People's Bank of China on Issuing the Notice (Lu Cai Gong [2024] No. 10).

（5） This project application is being processed through the "Luhuitong" policy fulfillment service platform for the first time. If there are any related policy or technical issues, please communicate with the relevant contact person in a timely manner to resolve them.
