Notice from the Department of Industry and Information Technology of Shandong Province on Carrying out the Selection and Review Evaluation of Single Champion Enterprises in Shandong Province's Manufacturing Industry in 2025

In order to implement the overall deployment of the Provincial Party Committee and Provincial Government to accelerate the construction of an advanced manufacturing strong province, continuously improve and perfect the gradient cultivation system of high-quality manufacturing enterprises in the province, and in accordance with the "Implementation Opinions of Shandong Province on Accelerating the Cultivation and Development of High quality Manufacturing Enterprises" (Lugongxinfa [2021] No. 5) and the "Management Measures for the Recognition of Shandong Province's Manufacturing Industry Single Champion Enterprises" (Lugongxinchan [2023] No. 275, hereinafter referred to as the "Management Measures"), we are now organizing the selection of the ninth batch of Shandong Province's manufacturing industry single champion enterprises and the review of the third and sixth batches of Shandong Province's manufacturing industry single champion enterprises. The relevant matters are notified as follows.
1、 Declaration conditions
（1） Basic conditions. The applying enterprise must comply with Article 3 of the Management Measures and the recognition standards for Shandong Province's manufacturing industry single champion enterprises in the Management Measures, truthfully and independently fill in the application materials for manufacturing industry single champion enterprises, provide necessary supporting materials, and be responsible for the authenticity and accuracy of the materials.
（2） Key product areas. Priority will be given to recommending enterprises and products that meet the key areas for cultivating and selecting manufacturing industry champions (see attachment).
2、 Review and evaluation work
According to the dynamic management requirements of our province for organizing evaluations of individual champion enterprises every three years, the third and sixth batches of provincial individual champion enterprises will be reviewed. Enterprises that meet the conditions will be retained in the published list, while those that do not meet the conditions or have not submitted review application materials will be removed from the list. Enterprises that have already won single champion products will no longer be reviewed for their products, and will be reviewed uniformly; The same or similar products shall not be re declared in the name of the enterprise. Provincial manufacturing champion enterprises that have become national manufacturing champions will participate in the national review and will no longer participate in the provincial manufacturing champion enterprise review.
3、 Regarding requirements
（1） Job requirements. The industrial and information technology bureaus of each city are responsible for the organization, recommendation, review and initial review of local enterprises. We should conduct a preliminary review of the application materials and recommend the best ones to ensure the quality of the recommendations. Focus on monitoring the market share, independent legal status, environmental, quality, safety and other illegal records of enterprises.
（2） Precautions. The relevant application does not charge any fees, please be cautious of unscrupulous institutions spreading false information. According to the relevant requirements of the Ministry of Finance's "Notice on Strengthening the Inspection of Audit Reports" (Finance and Accounting [2023] No. 15), accounting audit reports issued in 2023 and 2024 should apply for coding according to the requirements and be inspected through the national unified supervision platform. The application materials and accounting audit report data should be consistent. Anyone who issues false accounting audit reports, alters relevant data, or reports issued by unqualified institutions will have their application qualifications cancelled.
（三）报送方式。申报和复核统一通过“山东省制造业单项冠军申报系统”(https://zhpt.gxt.shandong.gov.cn，5月15日8：00开启，7月7日18：00关闭）报送，无需提交纸质材料。各市工业和信息化局应高度重视制造业单项冠军培育工作，加大宣传力度，向符合申报和复核条件的企业发放系统邀请码，指导企业进行网上申报和复核。
