Shandong Provincial Department of Industry and Information Technology: Notice on Carrying out the Second Batch of Shandong Province's First Article Electronic Product Declaration Work
Municipal Industry and Information Technology Bureaus:
In order to implement the "Notice of the General Office of the People's Government of Shandong Province on Issuing the Action Plan for Vigorously Implementing the 'Number One Project' of Industrial Economy in 2025" (Lu Zheng Ban Zi [2025] No. 27), promote the breakthrough development of the information technology industry in our province, help innovate electronic products to establish their brand and explore the market, and effectively enhance the resilience and competitiveness of the information technology industry chain and supply chain, the second batch of Shandong Province's first piece electronic product application work is now organized. The relevant matters are notified as follows.
1、 Declaration scope
The first article set of electronic products refers to electronic products such as chips, components, and complete machine terminals that have been successfully developed by the applicant through independent technological innovation for the first time, have made significant breakthroughs in specifications, performance, technical parameters, and can be mass-produced with good market prospects.
（1） Chip
Microprocessors such as central processing units and graphics processors; Flash memory, dynamic random access memory and other storage chips; Programmable devices such as field programmable gate arrays and other digital chips such as edge side AI chips. Analog integrated circuits such as operational amplifiers, active low-pass filters, power converters, CNC phase shifters, as well as other mixed signal integrated circuits such as RF, microwave, millimeter wave, etc.
（2） Components
1. Circuit components and modules. Miniature and chip based resistive capacitive sensing components; High frequency and high-precision frequency components; Compact, high-power, high power density, long-life electrolytic capacitor free variable frequency drive module; Semiconductor discrete devices and modules that are resistant to high temperatures, high pressures, low losses, and high reliability; Miniature, highly reliable, and sensitive electronic protective devices.
2. Connecting components and modules. High frequency, high-speed, low loss, and miniaturized optoelectronic connectors; Ultra high speed, ultra-low loss, low-cost wire and cable, fiber optic cable; High voltage, high temperature, and high tensile strength electrical equipment cables; High frequency and high-speed, high-density printed circuit boards, integrated circuit packaging substrates, special printed circuit boards, etc.
3. Sensor components and modules. Small, low-power, integrated, and highly sensitive sensitive components; High end sensors for temperature, gas, displacement, velocity, and other categories; New MEMS sensors and intelligent sensors; Miniature and intelligent electroacoustic devices; Miniaturization, high speed, multifunctional IoT communication module, voice interaction module, etc.
4. Optoelectronic components and modules. High speed optical communication chips, optical modules, and other optical transmission devices; Display drivers, display modules, and other display devices; High power lasers, fiber lasers, and other laser devices; High performance waveguide lenses, super transparent lens modules, and other optical components.
5. Battery module. Advanced and efficient photovoltaic products such as crystalline silicon cells and thin-film cells; Lithium ion batteries, sodium ion batteries, and other safe and low-carbon new energy batteries.
（3） Complete machine terminal
1. Advanced computing machine. High end servers such as general servers, storage servers, and intelligent servers; High reliability desktop computers, portable computers and other computer products; Computer peripheral products such as printers, copiers, and all-in-one machines.
2. Audiovisual electronic equipment. LCD TVs, laser TVs, and other televisions; Commercial display products such as interactive screens, electronic whiteboards, LED screens, and broadcast grade monitors; High end audio, infrared thermal imaging and other audiovisual terminals; Consumer electronics products such as desktop displays, smartwatches, mobile phones, game consoles, and game controllers.
3. New digital terminals. Navigation products such as Beidou navigation handheld devices and vehicle terminals; Virtual reality products such as smart glasses and high-performance headsets; New display terminals such as micro LED and Mini LED; Integrated application terminals such as smart agriculture, smart security, and smart healthcare.
2、 Declaration conditions
（1） Basic conditions
1. The applying enterprise should have a standardized governance structure and sound management system. There is no record of dishonesty within the past two years from the declaration date (based on the search results on the official website of Credit China (Shandong)), and the declared product has no intellectual property ownership disputes. Last year's revenue was over 20 million yuan. (For the same legal entity company, if multiple products meet the conditions, multiple first article sets of electronic products can be applied for simultaneously with the same application materials, with no more than 3 products per enterprise.)
2. The declared enterprise meets one of the following conditions: being listed in the National Top 100 Electronic Enterprises (including its subsidiaries), a key integrated circuit enterprise encouraged by the state, a national level specialized, refined, special and new "little giant", a manufacturing industry single champion, etc; Having more than 3 accepted invention patents, and a research and development investment intensity of over 5% in both 2023 and 2024; Establish innovation platforms at or above the provincial level.
3. The declared product must have been successfully developed and put into the market for the first time after January 2023, and have passed the testing of qualified inspection institutions recognized by provincial and above quality and technical supervision departments or the indicator testing and inspection of testing institutions recognized by users. Those that meet the requirements of national special industry management must have a product production license approved and issued by the relevant industry regulatory department; If it belongs to the mandatory product certification implemented by the state, it must pass the mandatory product certification; For core fields such as semiconductors and new displays, they should comply with the relevant industrial policies of the country and our province. The same product that has already been included in the first batch list cannot be declared again.
（2） General conditions
1. Applicants for chip products should also meet the following conditions:
Since January 2023, we have obtained the registration certificate for integrated circuit layout design and completed chip production, achieving sales revenue of over 500000 yuan. Among them, the line width of logic circuits, memory, etc. is less than 130 nanometers, and the line width of characteristic process products (i.e. analog, mixed signal, high voltage, RF, power, optoelectronic integration, image sensing, microelectromechanical systems, silicon on insulator process, etc.) is less than 0.25 micrometers.
2. Applicants for electronic component products should also meet the following conditions:
Have at least 2 authorized invention patents after January 2023 with strong relevance to the declared product, 1 invention patent directly generated through the research and development of this product that has been accepted after January 2024, and achieve sales revenue of over 1 million yuan.
3. Applicants for terminal products with complete machines should also meet the following conditions:
Have at least 3 authorized invention patents with strong relevance to the declared product after January 2023, and 2 invention patents directly generated through the research and development of this product that have been accepted after January 2024. The 3C certification for the product will be issued after January 2024 and achieve a sales revenue of over 10 million yuan. If the product does not require 3C certification, please provide proof materials such as similar testing reports within the corresponding time period.
（3） Other situations
Since January 2023, products that directly transform the innovative achievements of science and technology innovation and industrial research projects at or above the provincial level, products that achieve independent substitution applications in leading enterprises in the industry, and products that have won science and technology awards at or above the provincial level are not subject to general conditions.
3、 Required documents for declaration
（1） Declaration form and summary table (see attachment).
（2） Proof materials for the declaring unit, including: National Top 100 Electronic Enterprises, Key Integrated Circuit Enterprises Encouraged by the State, etc; Provincial and above recognized manufacturing industry champions, etc; Proof materials for major industrial special projects, major innovation projects, and major innovation platforms undertaken at or above the provincial level, as well as annual audit reports, public credit reports of operating entities, research and development investment, and other proof materials for the past two years.
（3） Certification materials of declared products, color photos of products, sales volume and supporting relationship with domestic and foreign head enterprises (copies of sales contracts, invoices and collection vouchers), third-party test and identification reports, intellectual property rights related to declared products and other certification materials that can prove the progressiveness of product technology.
4、 Declaration procedures and requirements
（一）申报单位按属地向各市工业和信息化局申报，各市要严格把关，认真审查申报材料，于6月20日前将符合条件的申报材料（电子版及扫描版，电子版请设置目录并可超链接至相应正文内容，无需纸质版）连同正式行文、汇总表上报省工业和信息化厅。
（二）省工业和信息化厅通过专家论证会等形式进行评审，通过评审的首件套电子产品采取适当方式在一定范围内征求意见。
（三）首件套电子产品名单产生后，省工业和信息化厅将积极联合社会组织、产业链促进机构等向重点单位推介。
（四）鼓励各市出台财政奖补、市场推广、首购首用等扶持政策，加大对首件套电子产品支持力度。
（五）对企业条件的资格审查贯穿于本次评审认定工作全过程。各市工业和信息化局要加强申报的组织和管理工作，对弄虚作假或采取不正当手段骗取认定的单位，将撤消认定结果，并在三年内取消申报资格。
