Shandong Provincial Department of Industry and Information Technology: Notice on Carrying out the Application Work for Digital Industry Pioneer Enterprises in Shandong Province in 2025

Municipal Industry and Information Technology Bureaus:

In order to implement the Notice of the General Office of the People's Government of Shandong Province on Issuing the Action Plan for Vigorously Implementing the "Number One Project" of Industrial Economy in 2025 (Lu Zheng Ban Zi [2025] No. 27), further stimulate the vitality of enterprises, and promote the high-quality development of the new generation information technology industry in the province, we are now organizing the application work for Shandong Province's digital industry pioneer enterprises in 2025. The relevant matters are notified as follows.

1、 Declaration conditions

（1） The main business is clear. Declaring enterprises should focus on the leading industries of the "top ten projects" of digital industry, such as integrated circuits, high-end software, advanced computing, digital terminals, artificial intelligence, virtual reality, aerospace information, cloud service big data, energy electronics, new electronic materials, etc. The enterprises in the field of digital transformation should be independent construction and operation enterprises such as industrial Internet platforms, rather than application enterprises. The revenue of transformation products and solutions should account for more than 60% of the overall revenue of enterprises.

（2） Stable production and operation. The declared enterprise should have strong market competitiveness and brand influence, standardized governance, strong sense of social responsibility, and good production technology, processes, and product quality performance. In the past two years, the growth rate of operating income has been above 5%, among which the operating income in 2024 was over 20 million yuan, and the tax paid in the past two years has shown an increasing trend.

（3） Outstanding innovation ability. The applying enterprise should have a relatively complete innovation system and talent team, establish a provincial-level or above technology innovation platform (or undertake major projects such as provincial-level or above scientific and technological innovation and industrial special projects), outstanding independent innovation achievements, and possess at least 3 authorized invention patents. The proportion of R&D investment in the previous year shall not be less than 5% (or the investment amount shall not be less than 100 million yuan). The national top 100 electronic companies, national top 100 software companies, key integrated circuit and software enterprises encouraged by the state, as well as national level specialized and innovative "little giants" in the field of information technology, and provincial-level or above manufacturing industry champions are not subject to the above conditions.

（4） Standardized and orderly management. The declared enterprises, especially those in core fields such as semiconductors and new displays, should comply with the relevant industrial policies and requirements of the country and our province. There is no record of dishonesty within the past two years from the declaration date (based on the results of the Credit China (Shandong) official website query).

2、 Declaration Procedure

（1） Enterprise declaration. Enterprises that meet the application requirements shall submit application materials to the local Industry and Information Technology Bureau in accordance with the principle of territoriality (sensitive materials should not be reflected in the application materials, and necessary supporting materials should be submitted to the Municipal Industry and Information Technology Bureau, which will summarize and engrave the documents and send them through confidential channels). Those who declare in the name of the group will no longer accept declarations from affiliated enterprises of the group. Jinan City, Qingdao City, and Yantai City can recommend up to 5 companies, while other cities can recommend up to 3 companies.

（2） Recommended by the city bureau. The industrial and information technology bureaus of each city will conduct preliminary review of the application materials to ensure their authenticity, completeness, and accuracy, and form recommendation opinions. They will submit the recommendation opinions, application forms, recommendation summary tables, etc. (electronic and scanned versions, please set up a table of contents for electronic versions and hyperlink to the corresponding text content, no paper version is required) to the Provincial Department of Industry and Information Technology before June 20th.

（3） Review and recognition. The Provincial Department of Industry and Information Technology organized experts to review the declared enterprises, determine the list of Shandong Province's leading digital industry enterprises, and publicly announce it in an appropriate form. After no objections are raised, it will be recognized and announced.

3、 Proof materials

The declaring enterprise shall submit, but not limited to, the following supporting documents:

1. Scanned copy of business license or legal representative certificate.

2. Annual financial audit reports and tax payment certificates for the past three years.

3. Approval or publication documents for technology innovation platforms at or above the provincial level.

4. Approval or publication documents for major projects such as science and technology innovation and industrial special projects at or above the provincial level.

5. Announcement of titles such as national level specialized and innovative "little giant" and manufacturing industry champion.

6. Authorized invention patent certificate.

7. Public credit report of operating entities in Shandong Province (ordinary version of certificate of no illegal or irregular records). You can check on the official website of Credit China (Shandong), please select 24 months and 52 fields.

8. Commitment to the Authenticity of Declaration Materials.

4、 Regarding requirements

（一）各市工业和信息化局要高度重视本次申报认定工作，充分利用各种渠道，积极动员符合条件的企业积极参与申报。并对半导体、新型显示等核心领域的申报材料进行认真审核，确保符合国家政策要求。

（二）各市工业和信息化局要加强与企业的服务与沟通，及时了解企业需求，为企业提供针对性的支持和帮助。对认定为省数字产业先锋企业的，要加强要素投入、宣传推广等政策支持力度，切实增强企业荣誉感、获得感。

（三）鼓励各市出台或统筹现有财政激励政策加大对入围企业的支持力度。

（四）对企业条件的资格审查贯穿于本次评审认定工作全过程。如发现企业存在申报资料造假，将取消本次申报资格，并禁止企业至少三年内再次申报。
