Notice from the General Office of the Ministry of Industry and Information Technology on Carrying out the Recognition and Review of Specialized, Refined, Unique and New "Little Giant" Enterprises in 2025

Departments in charge of small and medium-sized enterprises in all provinces, autonomous regions, municipalities directly under the central government, cities specifically designated in the state plan, and Xinjiang Production and Construction Corps:
According to the Interim Measures for the Management of Gradient Cultivation of High quality Small and Medium sized Enterprises (hereinafter referred to as the "Measures"), we are now organizing the recognition and review of specialized, refined, and new "Little Giant" enterprises in 2025. The relevant matters are notified as follows:
1、 Enterprise application requirements
（1） Provincial specialized, refined, and new small and medium-sized enterprises can apply for the seventh batch of specialized, refined, and new "Little Giant" enterprises. The fourth batch of specialized, refined, and new "Little Giant" enterprises recognized in 2022 and the first batch of specialized, refined, and new "Little Giant" enterprises that have been reviewed and approved can apply for review, and no fees will be charged for related applications.
（2） Enterprises only need to truthfully fill out the application form and provide relevant supporting materials as required to complete the application. Our high-quality gradient cultivation platform for small and medium-sized enterprises（ https://zjtx.miit.gov.cn ）Provide training videos on policy interpretation and system operation manuals for application.
（3） Our department has not entrusted any institution to carry out specialized and innovative application services. During the audit, methods such as "segmented audit", "double random selection (random selection of experts, immediate random distribution of audit tasks)", and "blind audit" are used to ensure fairness and impartiality. Please be cautious of unscrupulous intermediaries spreading false information and illegally profiting.
（4） The applying enterprise must meet the relevant recognition standards for specialized, refined, unique, and new "little giant" enterprises in the Measures. The relevant indicators need to be strictly controlled according to the "Partial Indicators and Requirements Explanation" in Annex 4 of the Measures.
（5） To reduce the burden of enterprise application, enterprises do not need to provide supporting materials such as "domestic segmented market share certificate of the previous year" issued by third-party institutions, domestic invention patent certificate, etc. (for overseas invention patents, integrated circuit design layout and other Class I intellectual property rights, they still need to provide). Enterprises only need to truthfully explain their market share and fill in the number of invention patents. Our Ministry will strengthen data sharing with the China National Intellectual Property Administration and other departments, and patent data will be subject to the data provided by the China National Intellectual Property Administration.
（6） In order to improve the recognition standards for specialized, refined, and new "Little Giant" enterprises, applications and reviews from enterprises with operating income below 50 million yuan will not be accepted this year.
（7） The application and review of specialized and innovative "little giant" enterprises adopt a combination of online and offline reporting methods. Online, from May 14th to June 5th, 2025, fill out the application on our high-quality small and medium-sized enterprise gradient cultivation platform. The offline submission shall be subject to the requirements of the local small and medium-sized enterprise management department, and the offline and online data shall be consistent.
（8） The financial data of the enterprise is based on the audit report issued by the accounting firm. Please register the accounting firm on the unified regulatory platform for the registered accountant industry under the Ministry of Finance（ https://acc.mof.gov.cn ）After completing the registration, upload the coded electronic original to the high-quality gradient cultivation platform for small and medium-sized enterprises. Inconsistencies will affect the application results.
（9） Please remind the accounting firm to include the two indicators of main business income and main business cost in the audit report.
（10） Our department will introduce analysis tools such as data extraction, artificial intelligence, and big data to strengthen the analysis, comparison, and logical judgment of application data, and strictly prevent material packaging and data fraud. If it is found that a company has falsified data or materials, our department will cancel the titles of innovative small and medium-sized enterprises, specialized and innovative small and medium-sized enterprises, and specialized and innovative "little giant" enterprises in accordance with the Measures, and prohibit the company from reapplying for at least three years. Those involved in defrauding financial funds will report to the public security organs. The relevant situation involving accounting firms will be reported to the industry regulatory authorities.
2、 Recommended requirements
（1） The competent departments for small and medium-sized enterprises in each province, autonomous region, municipality directly under the central government, planned city, and Xinjiang Production and Construction Corps (hereinafter referred to as the provincial competent departments for small and medium-sized enterprises) are responsible for organizing the initial review and re evaluation of new applications for specialized, refined, and new "little giant" enterprises.
（2） The provincial department in charge of small and medium-sized enterprises shall select and organize eligible enterprises to fill out the "Application Form for the Seventh Batch of Specialized, Refined, Special and New 'Little Giant' Enterprises" (Attachment 1) or the "Application Form for Review of Specialized, Refined, Special and New 'Little Giant' Enterprises Recognized and Reviewed in 2022" (Attachment 3), and propose supporting material requirements based on actual conditions. After initial review and verification, recommendations shall be made.
（3） The provincial department in charge of small and medium-sized enterprises should effectively fulfill their responsibilities, strictly control, increase the review of the authenticity and technological innovation of enterprise financial data, ensure that the data filled in the application form is consistent with the supporting materials, and improve the quality of recommendations. We need to increase our service efforts and organize resources to provide fully covered free consultation and coaching services for applying enterprises. According to the requirements of the previous year's application recognition notice, for provinces with a high number of recommendations in the sixth batch but a low pass rate, the number of recommendations in the seventh batch will be limited (to be notified separately). At the same time, the number of recommendations for the eighth batch next year will be limited based on the seventh batch recommendation and approval rate this year.
（4） For enterprises that have been recognized as single champion demonstration enterprises or single champion products in the manufacturing industry by the Ministry of Industry and Information Technology, we will no longer recommend applying for the seventh batch of specialized, refined, and new "little giant" enterprises; We do not recommend enterprises that have a controlling relationship with our department's recognized specialized and innovative "little giant" enterprises, as well as enterprises that produce similar leading products within the same group; For specialized and innovative "little giant" enterprises that have been recognized and re evaluated in 2022, if re evaluation is not recommended, the reasons should be explained.
（5） For enterprises that have experienced major safety, quality, and environmental pollution accidents, serious breaches of trust, tax evasion, or other illegal and irregular behaviors in the past three years, or have been found to have falsified data, they will not be recommended.
（6） Considering the current situation, there is no requirement for the target of "average growth rate of main business revenue not less than 5% in the past 2 years" for this year's application for review of specialized, refined, and new "Little Giant" enterprises. For the newly applied seventh batch of specialized, refined, and new "little giant" enterprises, they still need to meet the requirement of "the average growth rate of their main business income in the past 2 years should not be less than 5%".
（7） The provincial department in charge of small and medium-sized enterprises will carry out preliminary review and recommendation work from June 5 to June 25, 2025. During this period, according to the needs of the work, the completed application enterprises can be contacted to supplement and upload supporting materials. Before June 25, 2025, one copy of the official documents stamped with the official seal, the seventh batch of specialized, refined, and new "Little Giant" enterprise application forms (Attachment 1, application enterprises need to stamp the official seal) and recommendation summary table (Attachment 2), the 2022 approved specialized, refined, and new "Little Giant" enterprise review application forms (Attachment 3, application enterprises need to stamp the official seal) and recommendation summary table (Attachment 4) will be sent by express mail (EMS) to the Small and Medium Enterprise Bureau of the Ministry of Industry and Information Technology, postal code: 100804.
3、 Precautions
（1） According to previous years, some companies have forgotten their login accounts and passwords for the high-quality gradient cultivation platform for small and medium-sized enterprises. It is recommended that applying companies log in to the platform in advance to confirm.
（2） The paper copies of supporting materials shall be properly kept for future reference by the provincial department in charge of small and medium-sized enterprises, and do not need to be submitted to our department. The provincial department in charge of small and medium-sized enterprises should ensure the authenticity of data through organizing on-site spot checks, third-party data verification, and financial statement comparison.
（3） Our department will organize the review and on-site spot checks of recommended enterprises in each province (the list of recommended enterprises in each planned city will be summarized by province, the same below) in accordance with the requirements and review process of the "Measures", and finally form the seventh batch of specialized, refined, special and new "Little Giant" enterprise list and the list of specialized, refined, special and new "Little Giant" enterprises that have been reviewed and approved. Before the list of approved companies is issued, the title of "Little Giant" enterprise, which was originally recognized and approved in 2022, remains valid; After the list of approved enterprises is issued, the title of "Little Giant" enterprise that was originally recognized and approved in 2022 will automatically become invalid, and the enterprises on this list will prevail.
