Shandong Provincial Department of Industry and Information Technology: Notice on Carrying out the Ninth Batch of Shandong Province's First Edition High end Software Application Work
Each city's industrial and information technology bureau, relevant units:
In order to implement the Implementation Opinions of the General Office of the People's Government of Shandong Province on Accelerating the High quality Development of the Software Industry and the Implementation Plan of the Shandong Province High end Software "Soul Casting" Project (2023-2025), accelerate the improvement of software supply capacity, strive to create a "famous product" of Shandong software, and build a high-end software industry ecosystem, the ninth batch of Shandong Province's first edition high-end software application work is now organized and carried out. The relevant matters are notified as follows.
1、 Declaration scope
Key areas of support include basic software, industrial software, emerging technology software (including artificial intelligence software), information security software, key industry application software (including age appropriate digital services), public cloud service software, embedded software, integrated circuit design, and more. Encourage software based on domestic software and hardware ecosystems to participate in the application process through national blockchain information services or generative artificial intelligence services. Encourage software developed by advantageous industrial enterprises and research institutions to participate in the application process. Software limited to personal use and non generic software customized by users, as well as products that have obtained the first version certification in our province, are not within the scope of application.
2、 Declaration conditions
（1） Declaration subject
1. The declaring entity should be a legally established enterprise or institution, with standardized management, lawful taxation, good reputation, and no major safety accidents, major quality accidents, serious intellectual property infringement, serious environmental violations, or other behaviors in the annual settlement and payment.
2. The applicant shall have no less than 30 software development personnel in the previous year. There is no limit to the number of main R&D applicants who undertake the national key R&D programs in the software field (major research projects), have passed the CSMM (software capability maturity model) level III and above qualifications, and have high-level talents at or above the provincial level such as Mount Taishan industry leaders as the main responsible person for product R&D.
（2） Declaration software
1. The completion time of the software development application shall not exceed 2 years from the application for recognition, and a scientific and technological novelty search report shall be issued; Having independent intellectual property rights, reliable product quality, and main functional and performance indicators should be tested by inspection and testing institutions recognized by the China National Accreditation Service for Conformity Assessment (CMA) or the China National Accreditation Service for Conformity Assessment (CNAS). The test report must be stamped with the "CMA" or "CNAS" special identification. Encourage the application of software for supply chain security assessment and provide a software material list. Products that meet the requirements of national special industry management must have a license certificate approved and issued by the relevant industry regulatory department; Products that are subject to mandatory product certification by the state must pass the mandatory product certification.
2. Apply for high software innovation and meet one of the following conditions:
During the research and development period, apply for and obtain (or have already applied for and entered the substantive examination stage) at least one invention patent or integrated circuit layout related to the applied software; The main functional technologies have achieved innovative breakthroughs and have been updated through technological research; Those who have won awards at or above the level of a district or city, or have been listed as key or preferred projects at or above the level of a district or city.
3. The pricing is clear and has been successfully sold and applied in practice (the integrated circuit design should have been taped out).
4. Key software such as basic software, industrial software, and industrial operating systems that have won awards at or above the provincial and ministerial level (listed as key projects or preferred projects at or above the provincial and ministerial level) and have been jointly developed with national characteristic demonstration software colleges within the province are not subject to the constraints of conditions 2 and 3 of this article.
3、 Required documents for declaration
（1） Declaration form and summary table (see attachment).
（2） Supporting materials for the applying unit, including: business license of the unit, relevant qualifications for software research and development, and supporting materials for undertaking national software projects; Supporting materials for credit status of units such as credit reports, proof of software business income such as tax declaration forms from the previous year, and supporting materials for software development personnel such as social security payment status.
（3） Application software support materials include: software product copyright, novelty search report, third-party test report, software code analysis materials (software supply chain security assessment, software bill of materials, etc.), sales support materials (sales contracts, invoices) and other support materials that can support the product's technological innovation, progressiveness, economic benefits or social benefits, including invention patents (integrated circuit layout), awards awarded at or above the district level, support materials listed as key projects or preferred projects at or above the district level.
4、 Declaration procedures and requirements
（1） The declaring unit shall truthfully fill in relevant data and materials, and declare to the industrial and information technology bureaus of each city according to their jurisdiction. It is not allowed to organize the packaging of declaration materials through intermediary agencies in violation of regulations. Each city should increase policy promotion efforts, carefully review the authenticity and compliance of application materials, and focus on verifying application materials organized through intermediary agencies.
（2） Each city ensures that recommended enterprises have corresponding innovation and market capabilities, master product source code and root technology, and there are no intellectual property disputes or risks. Open source products are recommended first, and "pseudo domestic" and "pseudo self-developed" are eliminated.
（3） Each recommending unit shall submit the qualified application software materials, along with official documents and summary tables, to the Provincial Department of Industry and Information Technology before May 23rd. Two copies of the paper application materials shall be submitted (please use EMS for mailing), and an electronic version shall be submitted at the same time.
（四）省工业和信息化厅对申报材料进行初审，组织召开专家评审会，通过评审的首版次高端软件在省工业和信息化厅网站上公示。
（五）附件材料请在省工业和信息化厅网站下载。
