Notice from the Department of Industry and Information Technology of Shandong Province on Organizing the Recognition of "One Enterprise, One Technology" R&D Centers in Shandong Province by 2025
Industry and Information Technology Bureaus of various cities, Qingdao Private Economy Development Bureau, and relevant units:
In order to further support enterprises in strengthening their research and development institutions, enhancing their position as innovation entities, accelerating the development of a modern industrial system dominated by new driving forces, and accelerating new industrialization, in accordance with the requirements of the "Shandong Province" One Enterprise, One Technology "R&D Center Certification Work Guidelines" (Lugong Xinji [2025] No. 43, hereinafter referred to as the "Work Guidelines"), we are now organizing the certification work for the "One Enterprise, One Technology" R&D Center in Shandong Province in 2025. The specific matters are notified as follows:
1、 Declaration conditions
The applying unit should be a legally established industrial and information technology enterprise, and the participating units should have a close foundation of industry university research cooperation with the enterprise. Having the qualification of "one enterprise, one technology" R&D center at the municipal level. Specific requirements shall be implemented in accordance with the Work Guidelines.
2、 Application materials and requirements
According to the specific requirements of the "Work Guidelines", the applying unit shall carefully prepare the "Application Form for Shandong Province's" One Enterprise, One Technology "R&D Center" (Attachment 1), ensuring that the material content is true, effective, and complete, and confidential information shall be declassified.
3、 Work Procedure
（1） Enterprise declaration. Each city's Industry and Information Technology Bureau and Qingdao Private Economic Development Bureau should organize applications based on the principle of voluntary participation of enterprises. Provincial and central enterprises stationed in Shandong can directly recommend applications.
（2） Initial review recommendation. Each city's Industry and Information Technology Bureau and Qingdao Private Economic Development Bureau shall review and control the application materials of enterprises, and recommend those that meet the application conditions to the Provincial Department of Industry and Information Technology.
（3） Review and determination. After comprehensive review and demonstration by experts, the Provincial Department of Industry and Information Technology has publicly announced the list of "one enterprise, one technology" R&D centers to be recognized. If there are no objections to the announcement, they will be released.
4、 Regarding requirements
Please ask the Industry and Information Technology Bureau of each city and the Private Economic Development Bureau of Qingdao to carefully organize the application and recommendation work. Each city should submit the recommendation documents (PDF), recommendation summary table (Excel, PDF), and enterprise application materials (PDF) to the Science and Technology Department of the Provincial Department of Industry and Information Technology before June 20th.
