Notice from the Department of Industry and Information Technology of Shandong Province on Organizing the Qualification Approval and Application for Insurance Compensation of the First Set of Technical Equipment, First Batch of New Materials, and First Version of High end Software in Shandong Province in 2025
Municipal Industry and Information Technology Bureaus:
According to the relevant requirements of the "Implementation Rules for the Insurance Compensation Policy for the First Batch of New Materials, First Edition, and High end Software of Shandong Province's First Technical Equipment (Trial)", we are now organizing the qualification review and application work for insurance compensation projects in 2025. The relevant matters are notified as follows:
1、 Scope of Support
The declared equipment should meet the requirements of the provincial "2024 Guidance Catalog for the Promotion and Application of the First Set of Technical Equipment", new materials should meet the requirements of the "Shandong Province Key New Materials First Batch Application Demonstration Guidance Catalog (2024 Edition)", and high-end software should meet the requirements of the provincial "First Edition High end Software Promotion and Application Guidance Catalog" (the seventh and eighth batches of Shandong Province's first edition high-end software list) (hereinafter referred to as the "three catalogs"). The enterprise applying for insurance compensation should be a company that produces the products listed in the catalog, is an independent legal person registered within Shandong Province, has strong design and research and development, production and manufacturing, and industrialization capabilities, has a relatively complete team of professional technical personnel, and masters the core technology and intellectual property rights of the product development. Meets the requirements of the "green threshold" system for financial enterprise funds and has no serious record of dishonesty (based on the results of credit inquiries in China and Shandong).
2、 Declaration Procedure
（1） Enterprise declaration. Enterprises producing products listed in the three "Catalogue" shall submit applications and complete material submission as required. The first (set) of technical equipment insurance compensation application materials are the responsibility of the Equipment Industry Department (see Annex 1 for material requirements), the first batch of new material insurance compensation application materials are the responsibility of the New Materials Industry Department (see Annex 2 for material requirements), and the first version of high-end software insurance compensation application materials are the responsibility of the Software and Information Services Industry Department (see Annex 3 for material requirements).
Those who have been recognized as provincial-level "three first" products only need to submit the qualification approval application form and provincial-level "three first" product recognition proof materials.
（2） Recommended unit review. Each city's Industry and Information Technology Bureau shall conduct qualification audits on local enterprises as required, focusing on verifying the completeness and effectiveness of application materials, the conformity and value rationality of product technical parameters, etc., forming verification opinions, and submitting them to the Provincial Department of Industry and Information Technology.
（3） Provincial review. The Provincial Department of Industry and Information Technology organized a review of the eligibility for insurance compensation for the first set of technical equipment, the first batch of new materials, and the first version of high-end software.
3、 Declaration requirements
（1） Product manufacturing enterprises should strictly abide by relevant national laws and regulations, strengthen business control, and ensure the authenticity, completeness, effectiveness, and accuracy of application materials. If a production enterprise conceals or omits major issues, and fraudulently compensates for insurance fraud by providing false materials, false claims, etc., the financial funds will be recovered, and those suspected of crimes will be transferred to judicial authorities for handling.
（2） Recommended units should attach great importance to and strictly control, standardize work processes, improve service levels, and conscientiously organize and carry out review work. Please submit the verification opinions of the recommended unit and the application materials of the enterprise to the Provincial Department of Industry and Information Technology before May 23, 2025.
