Each city's industrial and information technology bureau and relevant units:

In accordance with the relevant requirements of Shandong Industrial Internet Platform Training Program and 2025 Key Points for the Digital Transformation of the Province's Industrial Internet Enabled Manufacturing Industry, the annual evaluation and review of the 2025 provincial industrial Internet platform warehousing and warehousing platforms are organized, and the industrial Internet security classification and platform classification pilot work are carried out simultaneously. The relevant matters are notified as follows:

1、 Job responsibilities

（1） Initiate a new round of platform selection and storage work. Encourage manufacturing enterprises, information technology enterprises, Internet enterprises, etc., build industrial Internet platforms, develop and promote advanced, applicable and effective products and solutions, and enable enterprises, industries, parks, clusters, and industrial chains to transform digitally.

（2） Conduct annual evaluation and review of the stored platforms. According to the platform optimization work plan, conduct annual evaluation and review, remind those with unclear development results, and return those who do not participate in the review work or do not have platform service capabilities after evaluation.

（3） Industrial Internet security classification and platform classification were carried out on a pilot basis. 1. According to the requirements of the Administrative Measures for Classification and Grading of Industrial Internet Security issued by the Ministry of Industry and Information Technology of the People's Republic of China, the Provincial Communications Administration will guide the newly applied and already warehoused platforms to log on to the national industrial Internet security classification and grading management platform to carry out independent grading and earnestly fulfill the responsibility of enterprise security subjects. 2. In combination with a new round of platform warehousing and annual evaluation and review, pilot platforms are classified and graded. On the basis of cross industry and cross domain comprehensive platforms, focus on industry segmentation and field segmentation to select a batch of characteristic platforms, gradient cultivate "singles champions" in industry segmentation, accurately position and solve the supply and demand dislocation difficulties, and establish a high-quality resource library for the digital transformation of the industrial Internet enabled manufacturing industry.

2、 Declaration requirements

（1） Overall requirements

This provincial industrial Internet platform warehousing and the annual evaluation and review of the warehousing platform have passed the login of Shandong Industrial Internet Platform Management System（ https://ndtpc.com/enroll-web/ ）It will be conducted through online filling. The pilot work of platform classification and grading is carried out on a voluntary basis, targeting platforms that provide services to the outside world. Platform units participating in the pilot can complete the submission of classification and grading elements after completing the online filling of inventory or annual evaluation review. The evaluation work will be carried out in accordance with the Platform Classification and Grading Evaluation Guidelines (see Annex 1).

The classification and grading of industrial Internet security covers new and already warehoused platforms, and the applicant needs to log on to the national industrial Internet security classification and grading management platform（ https://mii-ciiflfj.cn ）Complete the self rating (registration is required for the first login, and contact the contact person of the "National Industrial Internet Security Classification and Classification Management Platform" for review after registration. After review, you can log in for self rating), and upload the self rating screenshot when the platform is warehoused or evaluated in the Shandong Industrial Internet Platform Management System.

（2） Sub item requirements

1. Requirements for warehousing declaration of provincial industrial Internet platform in 2025. The declaring unit is the builder and property owner of the platform; The platform has been built and operated, with comprehensive strength, precise positioning, user base, development prospects, mature service solutions, and medium - and long-term development plans; The platform has core competitiveness, has certain accumulation and application in new technology fields such as big data, cloud computing, the Internet of Things, artificial intelligence, and has corresponding technology, service, and security assurance capabilities. At the same time, it has completed its own rating in the national industrial Internet security classification and grading management platform; Each applying unit can only apply for one direction in principle, and the 279 provincial-level key platforms in the early stage cannot apply repeatedly. Any of the following situations shall not be declared: ① Within the past three years, there has been a major or more safety production accident, with a serious record of dishonesty, and has been listed in the list of abnormal business operations; ② The platform has not been built yet; ③ Not in line with national and provincial industrial policy guidance.

2.已入库平台年度评价复核要求。前期279个省级重点平台按要求线上提报平台发展情况。同时在全国工业互联网安全分类分级管理平台完成自主定级。

3.平台分类分级试点要求。自愿参与平台分类分级试点工作的平台（仅限面向对外提供服务的平台），在山东省工业互联网平台管理系统填报入库或年度评价复核相关内容时，勾选“参与平台分类分级试点”选框，后台将自动抽取相关要素信息进行评估。

（三）工作程序

1.平台单位线上填写。请各级工业和信息化部门按照通知要求认真做好组织动员。新申报平台单位、已入库平台单位登录“山东省工业互联网平台管理系统”（分别点击“2025年新申报入库”或“已入库平台年度评价复核”两个入口进入，具体操作手册见附件2），线上分别填写《2025年省级工业互联网平台入库申报书》（模板见附件3）或《平台年度评价复核发展情况表》（模板见附件4），申报系统将于5月19日关闭填报功能。申报单位将申报书或发展情况表导出后与附件打印合并装订，盖章后按照各市工作安排将纸质版、PDF扫描版报送至当地工业和信息化局（具体时间以当地工信局通知为准）。对于已入库但未按要求提供年度评价复核材料的平台，将视为自动退库。

2.地市推荐上报。请各市工业和信息化局做好新入库平台申报和已入库平台年度评价复核组织推荐及材料审核工作，确保材料完整、真实有效，填写《2025年省级工业互联网平台入库推荐表》（附件5-1）、《已入库工业互联网平台年度评价复核汇总表》（附件5-2），以正式文件行文推荐。各市工信局须于2025年5月21日前在申报系统进行线上推荐，过期系统将自动关闭，同时将新申报或年度评价复核纸质材料（一式一份）邮寄至省工业和信息化厅，PDF扫描版同步发邮箱。各市推荐新入库平台数量原则上不超过10个，中央驻鲁和省属单位按照属地原则上报，不受推荐数量限制，申报时须提供省级公司推荐函。

3.组织评审认定。省工业和信息化厅组织专家综合采取材料评审、答辩、现场核查等评审方式，确定符合条件的新入库平台名单、已入库平台年度评价复核结果以及平台分类分级评价结果，经公示无异议后予以公布。
