Shandong Provincial Department of Industry and Information Technology: Notice on Organizing the Application Work for 2025 Basic and Advanced Intelligent Factories and Provincial Intelligent Manufacturing Excellent Scenarios

Municipal Industry and Information Technology Bureaus (excluding Qingdao):

In order to implement the spirit of the "Implementation Plan for the Gradient Cultivation Action of Intelligent Factories" by the Ministry of Industry and Information Technology and other six departments, and to promote the cultivation of intelligent factories in our province in a hierarchical, systematic, and large-scale manner, we are now organizing the application work for the 2025 basic level, advanced level intelligent factories, and provincial-level intelligent manufacturing excellent scenarios. The specific matters are notified as follows:

1、 Declaration conditions

（1） Basic conditions

1. Industrial enterprises above designated size registered within the territory of Shandong Province with independent legal personality (for industries with special circumstances such as petroleum and petrochemical, non-ferrous metals, tobacco, automobiles, etc., the branch offices of the legal person are allowed to apply and must have a unified social credit code), and both the enterprise and its products have strong market competitiveness.

2. The enterprise has had good operating and financial conditions in the past three years, with no major (including) or above safety, environmental protection, quality and other accidents, and has not been included in the list of serious dishonest entities.

3. The key technological equipment, industrial software, industrial operating systems, and system solutions used in the factory scene are safe and controllable, and the risks of network security and data security are controllable.

4. Enterprises should establish an organizational mechanism for the overall planning, construction, and operation of smart factories, and have a group of intelligent manufacturing professionals.

5. Units applying for basic level (city level) and advanced level (provincial level) smart factories must have completed self-assessment on the "Intelligent Manufacturing Evaluation Public Service Platform Shandong Provincial Branch", reaching level 2 or above (platform website: https://www.c3mep.cn/home?subPlatformId=8 ）Or achieve Level 2 or above through the maturity certification of intelligent manufacturing capabilities.

（2） Declaration conditions for basic level (city level) intelligent factories

申报单位除需符合基本条件外，还应参考最新版《智能制造典型场景参考指引》（附件1），围绕工厂建设、研发设计、生产作业、生产管理、运营管理等开展智能工厂建设，且至少覆盖生产作业环节，并符合以下条件：

1.工厂建设：开展产线级、车间级数字化规划与建设；部署安全可控的智能制造装备、工业软件、系统和数字基础设施；

2.研发设计：开展产品、工艺数字化研发设计；

3.生产作业：开展关键装备和工艺数字化升级，实现关键装备、工序和系统的实时监控，以及关键生产工序自动化作业；

4.生产管理：应用信息系统，对作业计划、产品质量、设备资产、生产物料等进行管理，实现关键生产过程精益化；

5.运营管理：应用信息系统，对采购、销售、库存、财务和人力资源等进行管理，实现经营数据精准核算和绩效指标量化评估；

6.建设成效：具备一定的智能制造基础，能对特定环节进行数字化改造，在市区内同行业具有引领带动作用。

（三）先进级（省级）智能工厂申报条件

申报单位除需符合基本条件外，还应参考最新版《智能制造典型场景参考指引》（附件1），围绕工厂建设、研发设计、生产作业、生产管理、运营管理等开展智能工厂建设，且至少覆盖生产作业、生产管理、运营管理三个环节，并符合以下条件：

1.工厂建设：开展车间级、工厂级数字化规划与建设，对工艺路线、产线布局和物流路径等进行仿真，广泛部署安全可控的智能制造装备、工业软件和系统；

2.研发设计：开展产品、工艺的数字化研发设计和仿真迭代，应用智能化设计工具，实现产品设计、工艺设计数据统一管理和协同；

3.生产作业：开展关键装备和工序数智技术应用，实现关键装备异常预警、关键工序数据在线分析、关键生产过程精准控制、产品关键质量特性数字化检测；

4.生产管理：通过对生产过程、仓储物流、设备运行、产品质量等进行数字化集成管控，应用智能化分析工具，实现高效辅助计划排产和生产业务协同管控，并开展安全能源环保数字化管理；

5.运营管理：通过经营管理与生产作业等业务的数据集成贯通，应用智能化管理工具，实现成本有效管控、订单及时交付、绩效指标动态评估等，开展供应链数字化管理；

6.建设成效：实现装备、系统等集成以及跨业务间的数据共享，在省内同行业具有引领带动作用。

（四）省级智能制造优秀场景申报条件

申报单位除需符合基本条件外，还应参考最新版《智能制造典型场景参考指引》（附件1），通过新一代信息技术、先进制造技术的深度融合，建成单个或多个具备特定功能和实际价值应用，实现协同自治，具有可复制、易推广特性的制造单元。

2、 Declaration Procedure

（一）基础级（市级）智能工厂

各市工业和信息化主管部门负责本地区基础级（市级）智能工厂培育认定工作，组织本地区规上企业开展智能制造能力成熟度自评估，并做好复核工作，4月23日前将培育认定结果报省工业和信息化厅备案。

（二）先进级（省级）智能工厂和省级智能制造优秀场景

各市工业和信息化主管部门组织基础级（市级）智能工厂通过智慧工信综合服务平台（https://zhpt.gxt.shandong.gov.cn/#/homeIndex）进行线上申报，对申报材料进行初审，按优先顺序填写推荐汇总表，于5月8日前将推荐文件、推荐汇总表（附可编辑电子版）、申报材料纸质版（附带刻录光盘的视频资料，一式一份），报送省工业和信息化厅装备产业处，同时提供支持智能制造发展的相关政策文件，逾期不予受理。先进级（省级）智能工厂各市推荐数量将按照各市规模以上工业企业数量、2025年智能制造成熟度自评估企业数量等因素综合确定，省级智能制造优秀场景不限制推荐数量。

3、 Other matters

1.已评为2024年国家卓越级智能工厂的单位，此次明确为基础级（市级）智能工厂、先进级（省级）智能工厂，无需再次申报。

2.2021年至2024年期间已评为省级智能工厂的单位，需先认定为基础级（市级）智能工厂，经所在市现场复核，满足先进级（省级）智能工厂条件的，可参与申报，不占用推荐名额（申报单位的新建厂区和产线除外）。中央驻鲁企业、省属国企按照属地原则从所在地申报，不占用推荐名额，子公司申报的，需有省级公司推荐函。

3.请各市按照智能工厂梯度培育工作要求，积极出台相关支持政策，统筹做好智能制造成熟度评估、培育和推荐工作，指导拟申报国家卓越级、领航级智能工厂的单位，做好先进级（省级）智能工厂建设工作。

4.申报单位应主动配合开展现场评估和宣传总结，积极推广典型经验。
