Shandong Provincial People's Government: Opinions on Accelerating the Construction of a First Class Science and Technology Innovation Ecology

Municipal governments, provincial government departments, directly affiliated institutions, major enterprises, and higher education institutions:
In order to actively adapt to the new trend of technological revolution and industrial transformation, and strive to become a leading force in high-level technological self-reliance and self-improvement, the following opinions are proposed to accelerate the construction of a strong province in science and technology and build a first-class scientific and technological innovation ecosystem.
1、 Overall requirements
Adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th National Congress of the Communist Party of China and the 2nd and 3rd Plenary Sessions of the 20th Central Committee, conscientiously implement the important speech of General Secretary Xi Jinping's inspection of Shandong, anchor the strategy of "walking ahead and shouldering the big beam", vigorously implement the strategy of strengthening Shandong through science and education and talent development, and innovation driven development, accelerate the construction of a mechanism to support comprehensive innovation, promote the deep integration of scientific and technological innovation and industrial innovation, and build Shandong into a science and technology innovation center and innovation source with important influence in the country. By 2030, a more mature and comprehensive innovation system will be established, with steady growth in provincial-level scientific and technological innovation development funding, an increase in the intensity of R&D funding in the whole society to 3.2%, significant enhancement of innovation strength, vigorous development of innovation entities, accelerated aggregation of innovative talents, comprehensive stimulation of innovation vitality, continuous emergence of innovative achievements, and a culture of respecting, encouraging, and supporting innovation in the whole society. An innovative atmosphere of "enterprise peace of mind, talent peace of mind, smooth scientific research, investment peace of mind, and warm service" will be fully formed, and "worry free innovation" will become a clear symbol of the construction of a strong science and technology province.
2、 Key tasks
（1） Create a convenient and efficient government ecosystem for technological innovation.
1. Comprehensively improve the quality and efficiency of government services. Deepen the promotion of "efficiently accomplishing one thing", optimize the "Love Shandong" government service platform, deepen the sharing of scientific and technological data and the application of electronic certificates and licenses, promote the coordination and linkage of reforms such as "province without certificates", "city without deposits", and "no manual approval", and comprehensively strengthen the service brand of "worry free civil affairs, solution for enterprise affairs, and efficient government affairs". Implement the policy of "informing commitments+accepting vacancies" and promote the "one-stop online processing" of approval matters in the field of scientific and technological innovation. (Led by the Provincial Government Office and the Provincial Big Data Bureau, with relevant departments responsible according to their respective roles and responsibilities)
2. Strengthen the implementation of policies that benefit enterprises through science and technology. Develop and improve various favorable policies for the rapid growth of technology enterprises, and establish a policy integration and release mechanism. Relying on carriers such as "Luhuitong" and the Provincial Science and Technology Cloud Platform, we will create a "Science and Technology Policy Intelligent Matching Device", using big model technology to achieve precise policy matching, full online processing, direct fast access, and no application for instant access. (The General Office of the Provincial Government, the Provincial Development and Reform Commission, the Provincial Department of Science and Technology, and the Provincial Big Data Bureau are responsible for their respective duties.)
3. Create a relaxed research environment. Continuously deepen the governance of the "hat" in the field of science and education, simplify the application, evaluation, project approval, and acceptance process of scientific research projects, implement the "one-time submission system for materials", and loosen the burden on scientific researchers, allowing them to focus on their studies without distractions. Strive to be included in the pilot reform of the salary system for national universities and research institutes, optimize internal distribution methods, and motivate researchers to innovate and create. (The Organization Department of the Provincial Party Committee, the Department of Science and Technology, the Department of Finance, and the Department of Human Resources and Social Security are responsible for their respective duties.)
4. Innovation, inclusiveness, and prudent supervision. Establish the service concept of "responding to every request and not disturbing anything", and explore the implementation of "sandbox supervision" and trigger based supervision. (Each relevant department shall be responsible according to their respective duties) A list of scientific and technological innovation fault tolerance and exemption shall be issued. For those who have diligently fulfilled their responsibilities but have not achieved the predetermined project goals due to technical route selection errors, market risks, or other unforeseeable reasons, they shall not be held responsible for scientific research failure and shall not be included in the record of poor scientific research credit. （2） Create a technology innovation talent ecosystem that brings joy from afar.
5.强化科教协同育人机制。建立科技发展、战略需求牵引的学科专业调整机制和人才培养模式，优化调整高校20％左右学科专业，加强数字领域学科专业建设，推动理工农医类学科专业占比超过60％。建强国家和省级卓越工程师学院，布局建设10个以上省级未来技术学院、100个省级现代产业学院和一批专业特色学院。（省教育厅负责）推行高层次人才“校聘企用”模式，深化“科技副总”机制，实现校企人才共享共用。（省委组织部、省教育厅、省科技厅、省人力资源社会保障厅按职责分工负责）
6.大力推动科创人才集聚。实施顶尖人才集聚行动，优化顶尖人才“一事一议”直通车机制。实施领军人才集聚行动，优化实施泰山人才工程，加大对企业引才支持力度，省级重点人才工程中企业人才占比40%左右。（省委组织部、省科技厅、省工业和信息化厅、省财政厅按职责分工负责）实施青年人才集聚行动，常态化举办“山东—名校人才直通车”“百校千企”“海聚山东”等活动，提高省级重点人才工程青年人才资助比例，省自然科学基金对青年人才支持比例保持60%以上。（省委组织部、省教育厅、省科技厅、省人力资源社会保障厅按职责分工负责）
7.深化科技人才评价改革。深化全国科技人才评价改革试点，坚持“谁用谁评价、干什么评什么”，探索“小同行”评价、代表作评价、产业贡献评价、社会认可度评价，构建以创新价值、能力、贡献为导向的人才评价体系。（省科技厅负责）对作出重要贡献的青年科技人才，探索实施特殊的晋升机制。（省教育厅、省科技厅、省人力资源社会保障厅按职责分工负责）支持企业自主开展职业技能等级评价。（省人力资源社会保障厅负责）
8.全面提升人才服务水平。加强高层次人才服务保障体系建设，提升“山东惠才卡”“高层次人才服务码”服务保障功能。（省人力资源社会保障厅负责）鼓励有条件的市通过“青年优居计划”等为来鲁求职应届毕业生提供7—15天免费住宿。（团省委负责）开展外国人综合服务保障试点，推动工作许可与居留许可联动办理，推进外国人工作许可证与社会保障卡融合集成。（省科技厅、省公安厅、省人力资源社会保障厅按职责分工负责）
（三）营造动能强劲的科技创新产业生态。
9.加快传统产业高端化智能化绿色化转型。实施产业基础再造和重大技术装备攻关工程，开展大规模设备更新和技改提级行动，推动传统产业向价值链高端迈进。开展智能制造梯度培育行动，打造更多卓越级、领航级智能工厂。加快绿色制造体系建设，新增国家级绿色制造单位500家以上。（省工业和信息化厅负责）
10.开辟战略性新兴产业、未来产业新赛道。实施战略性新兴产业扩容倍增行动，培优50个省级以上战略性新兴产业集群，打造一批世界一流战略性新兴产业集群。前瞻布局未来产业，加快前沿技术、颠覆性技术创新。（省发展改革委、省科技厅按职责分工负责）高标准建设济南、青岛、烟台未来产业先导区，支持中新济南未来产业城落地一批未来产业项目。（省发展改革委、省商务厅按职责分工负责）支持创建一批未来产业加速园区。（省工业和信息化厅负责）
11.推进实体经济与数字经济深度融合。持续推进“人工智能+”行动，大力发展新一代智能终端及智能制造装备。（省发展改革委、省工业和信息化厅按职责分工负责）实施数字产业化“十大工程”和新一轮“工赋百景”制造业数字化转型揭榜挂帅项目，积极争取国家中小企业数字化转型城市试点、国家制造业新型技术改造城市试点，推动数字经济创新发展试验区和数字经济特色集聚区建设。（省发展改革委、省工业和信息化厅、省大数据局按职责分工负责）
（四）营造活力充沛的科技创新企业生态。
12.构建高质量科技企业矩阵。提升孵化载体服务能力，打造一批高能级科技企业孵化器。深化科技型中小企业创新能力提升工程，开展“高新企业规模化、规上企业高新化”行动，力争规上高新技术企业突破2万家。（省科技厅负责）新培育国家级制造业单项冠军、专精特新“小巨人”、“瞪羚”和“独角兽”企业1000家以上。（省工业和信息化厅负责）
13.激励企业加大研发投入。实施企业研发投入分档分类后补助政策，单个企业年度最高补助500万元。对研发费用占营收比重高于5%的企业，鼓励各市在土地、能耗、资金等要素保障上给予重点支持。（省发展改革委、省科技厅、省财政厅、省自然资源厅按职责分工负责）推动省属国有企业建立研发投入刚性约束机制，对承担国家、省重点研发计划的，最高分别按研发经费2倍、1.5倍视同利润加回。（省国资委负责）
14.强化企业主导的产学研融通创新。支持科技领军企业联合高校、科研机构等组建创新联合体，开展关键共性技术攻关及科技成果示范应用，打造产业链和创新链“双链主”。企业牵头实施省重大科技项目比例、依托企业建设省级以上科技创新平台比例保持80%以上。推广“云端研发”模式，提升大型科研仪器设备共享共用效能，切实降低企业研发成本。（省科技厅负责）
15.拓展新技术新产品应用场景。实施新技术新产品新场景大规模应用示范工程，发布新质生产力应用场景清单，在无人驾驶、低空经济等领域打造30个特色化示范场景，推动200个新技术新产品首试首用。实施首台（套）、首批次、首版次应用保险补贴政策，加大政府采购自主创新产品力度。（省工业和信息化厅牵头，省发展改革委、省科技厅、省财政厅按职责分工负责）
（五）营造多元融合的科技创新金融生态。
16.完善风险投资体系和机制。提高省新旧动能转换引导基金出资创投基金比例，放宽创投基金存续期要求，延长绩效评价周期。对新设立的创业投资机构，按照投资额度总额给予最高1000万元奖励。（省发展改革委、省科技厅、省财政厅按职责分工负责）做优做强天使基金，省级引导基金出资比例最高40%，投资的省内种子期、初创期科技型、创新型项目，引导基金可在实缴出资收回后，让渡全部收益。（省财政厅负责）
17.强化科技财政金融政策协同。加大科技成果转化贷款风险补偿支持力度，为科技型企业提供普惠性、持续性资金支持。（省科技厅牵头，省财政厅按职责分工负责）发挥科技创新和技术改造再贷款作用，探索“贷款+外部直投”模式，满足企业多元化融资需求。（中国人民银行山东省分行牵头，省科技厅、省工业和信息化厅按职责分工负责）用好上市融资、并购重组“绿色通道”机制，支持符合条件的企业通过上市、发行科创债获得融资。（省委金融办、省发展改革委、山东证监局按职责分工负责）
18.提升科技金融平台服务能力。强化“科融信”综合服务平台效能，深化政金企互信互认的科技增信评价机制，鼓励金融机构利用“创新积分制”和“科融信”评价结果推出新产品。（省科技厅负责）高质量建设济南科创金融改革试验区。（省委金融办负责）加快省融资信用服务平台建设，强化科技型企业公共信用信息归集、整合、共享。（省发展改革委、省科技厅按职责分工负责）
（六）营造合作共赢的科技创新开放生态。
19.主动融入全球创新网络。深度参与“一带一路”科技创新行动计划，高标准建设中日韩创新合作中心，打造中国—上海合作组织科技创新合作平台，支持企业开展离岸创新。（省科技厅负责）用好山东人才创新发展大会暨“海洽会”、港澳山东周、新加坡山东周等重大活动，鼓励跨国公司在山东投资设立研发中心，做优做强省政府公派出国留学、出国（境）培训项目，持续深化科技领域国际交流合作。（省委组织部、省教育厅、省科技厅、省人力资源社会保障厅、省商务厅按职责分工负责）
20.全面深化区域协同创新。深度对接京津冀、长三角、粤港澳大湾区，加强与黄河流域省份战略协同，积极争创国家区域科技创新中心。（省科技厅负责）深化与知名高校、大院大所合作，推动更多国家重大科技基础设施和平台落户山东。深化济南、青岛都市圈“双圈”协同联动发展。（省发展改革委、省教育厅、省科技厅按职责分工负责）
（七）营造支撑有力的科技创新研发生态。
21.提升重大科技创新平台载体效能。发挥崂山实验室引领作用，支持全国重点实验室、国家技术创新中心、制造业创新中心、产业创新中心等高质量建设。（省发展改革委、省科技厅、省工业和信息化厅按职责分工负责）推动“仲华”热物理试验装置等大科学装置建设，加快科技成果产出转化。（省发展改革委、省科技厅按职责分工负责）完善各类创新平台绩效评价、动态调整和科研项目组织机制，对绩效突出的重大创新平台给予稳定支持，打造一批标杆创新平台。（省科技厅牵头，省财政厅按职责分工负责）
22.提升基础研究策源力。完善竞争性支持和稳定支持相结合的基础研究投入机制，鼓励有关市、企业和科研院所通过设立联合基金等方式，加大基础研究投入。完善省自然科学基金资助体系，优化青年基金项目“直接给予”政策。探索实施专家实名推荐的非共识项目筛选机制。（省科技厅负责）
23.建立符合科研规律的绩效评价体系。对自由探索型、任务导向型等不同类型科研项目，建立差异化、突出关键核心指标的绩效评价指标体系，健全项目绩效自评与重点评价、长周期综合评价与年度抽查评价相结合的绩效评价机制，对基础研究项目推行长周期评价。强化绩效评价结果运用，将结果作为项目和资金支持的重要依据。（省科技厅、省财政厅按职责分工负责）
24.提升科技成果转化质效。建立职务科技成果单列管理制度，允许横向科研项目结余经费出资成果转化。鼓励高校、科研院所按照“先使用后付费”方式把科技成果许可给中小微企业使用。（省科技厅牵头，省教育厅、省财政厅、省市场监管局按职责分工负责）构建山东科技大市场体系，打造在全国有重要影响力的科技成果转化综合服务平台。建设省级中试基地100家、概念验证中心30家。（省科技厅负责）加强知识产权保护，高标准建设国家知识产权保护示范区。（省市场监管局负责）
（八）营造勇于探索的科技创新文化生态。
25.弘扬崇尚科学的创新文化。倡导科学家精神、工匠精神、企业家精神，厚植“创新不问出身、探索不设边界”的文化土壤，加强科学知识宣传普及，塑造“崇尚科学、追求真理”的良好风气和浓厚氛围。（省委宣传部、省科协、省科技厅按职责分工负责）
26.倡导宽容失败的创新文化。树立“为创新者担当，为破局者护航”理念，健全科技创新容错免责机制，为科研人员敢啃“硬骨头”、勇闯“无人区”消除后顾之忧，营造鼓励探索、宽容失败的良好环境。（省科技厅负责）
3、 Organize and implement
坚持党对科技创新的全面领导，贯彻落实党中央、国务院对科技创新工作的决策部署，发挥省委科技委牵头作用，强化科技、教育、财政、人才、产业、金融等政策协同，充分发挥政策叠加效应。省委科技办要发挥好统筹协调作用，定期召开工作推进会议，加强对重点任务的调度推进。各级要强化财政支持保障，优化资金配置，形成科技投入稳定增长机制。要加强干部队伍专业化能力建设，全面提升服务科技创新水平。各级各有关部门要加强跟踪问效，及时总结推广典型做法，推动意见落地落实。
