Shandong Provincial Development and Reform Commission: Notice on Organizing the Recognition and Evaluation of Shandong Provincial Engineering Research Center in 2025
Development and Reform Commissions of various cities and relevant units:
In order to deepen the implementation of the innovation driven development strategy, strengthen the supply of key common technologies, and promote the deep integration of scientific and technological innovation and industrial innovation, in accordance with the "Management Measures for Shandong Engineering Research Center", the Provincial Development and Reform Commission plans to organize the recognition and evaluation of the Provincial Engineering Research Center for the year 2025. The relevant matters are hereby notified as follows:
1、 Certification work for 2025
（1） Declaration conditions
1. The applying unit has a leading position and competitive advantage in technological innovation in this field. The supporting unit should be an independent legal entity registered within Shandong Province, and the co construction unit should have close collaboration with it in areas such as industry, academia, research, and application, and be a non affiliated unit.
2. The applying unit has a high-level talent team, high-level research and development, and technology integration capabilities, and has a sound system for talent incentives and achievement transformation.
3. The proposed provincial engineering research center should have strong comprehensive strength, with a research site area of over 2000 square meters, original value of research instruments and equipment of over 10 million yuan, and no less than 50 fixed R&D personnel.
4. Not included in the list of joint disciplinary targets by judicial or administrative authorities in accordance with the law for serious illegal and dishonest behavior.
5. Priority will be given to supporting units with municipal engineering laboratories or engineering research centers to apply as supporting units.
（二）申报数量
1.各市发展改革委按照属地原则，择优推荐申报数量不超过8个，2024年获得省级战略性新兴产业集群激励表彰的市、未来产业先导区所在市，可增加2个推荐名额、最多不超过2个，增加名额原则上用于产业集群或未来产业先导区核心区；
2.济南新旧动能转换起步区、青岛西海岸新区、部属高校可直接行文推荐，推荐数量不超过2个；
3.省有关部门单位（省属企业、省属高校、省属科研院所等省属企事业单位）、中央驻鲁单位直接行文推荐，推荐数量不超过1个。落实省政府关于山东农业大学、康复大学、山东大学齐鲁医院的支持政策，山东农业大学、康复大学、山东大学齐鲁医院增加2个推荐名额。
（三）申报材料要求
1.请各市发展改革委、各有关单位按照《山东省工程研究中心管理办法》有关要求，认真组织管辖范围申请单位编制《山东省工程研究中心申请报告》，并对其申报条件、真实性进行严格把关，出具审核意见。
2.请于2025年5月9日前，将推荐文件、申请报告纸质版一式两份及电子版光盘报送省发展改革委。光盘内容和格式要求：（1）推荐文件扫描PDF版；（2）申请报告扫描PDF版（加盖公章），单个PDF不超50M；（3）汇总表Excel版。
二、2025年评价工作
（一）参与评价范围
第一批、第二批纳入新序列管理的山东省工程研究中心，2021年、2023年认定山东省工程研究中心。
（二）评价材料要求
1.请各主管部门认真组织省工程研究中心编制《山东省工程研究中心评价报告》，并对评价材料及其真实性进行严格把关，出具审核意见。
2.请于2025年5月9日前，将初审文件、评价报告纸质版一式两份及电子版光盘报送省发展改革委。光盘内容和格式要求：（1）初审文件扫描PDF版；（2）评价报告扫描PDF版（加盖公章），单个PDF不超50M；（3）汇总表Excel版。
省发展改革委将坚持公平公正公开原则，委托第三方机构开展工程研究中心材料审核，结合信用核查和现场抽查情况，择优确定2025年度认定省工程研究中心名单、通过评价省工程研究中心名单。
