Shandong Provincial Department of Industry and Information Technology: Notice on Organizing the Collection of Typical Experience for National and Provincial Quality Benchmarks in 2025

Each city's industrial and information technology bureau, relevant units:

In order to implement the "Several Measures on Strengthening Assistance to Enterprises and Promoting Stable Development and Quality Improvement of Industrial Economy" (Lu Zheng Ban Zi [2025] No. 7) and the "Implementation Plan for Excellent Quality Engineering in Manufacturing Industry in Shandong Province" (Lu Gong Xin Fa [2024] No. 7), vigorously cultivate quality benchmarks, guide enterprises to learn and practice typical experience of quality benchmarks, and in accordance with the requirements of the "Notice on Carrying out the Collection and Exchange of Typical Experience of Quality Benchmarks in 2025", we are now organizing the collection of typical experience of quality benchmarks in the whole country and province in 2025. The specific matters are notified as follows:

1、 Recommended National Quality Benchmark Typical Experience

（1） Solicitation target

The national quality benchmark typical experience collection is aimed at various enterprises in the manufacturing, construction, and service fields.

（2） Key areas

1. By strengthening comprehensive quality management, deepening the application of advanced and applicable quality management concepts, methods, and tools such as excellent performance mode, quality management team, lean on-site management, quality trustworthy team building, and Six Sigma, establishing a long-term effective promotion mechanism, and realizing the typical experience of new quality management with full staff, full process, full element, and full data.

2. Through the integration and application of new generation information technologies such as 5G, artificial intelligence, blockchain, big data, and the Internet of Things with organizational quality management, we aim to promote innovation in key business scenarios for digital quality management and advance the digitization, networking, and intelligent upgrading of quality management activities. This is a typical experience.

3. By utilizing quality engineering technology, digital technology, and other technological methods to achieve significant breakthroughs in quality management, significant changes have been made to the quality management model, significant technological and intellectual property achievements have been made, and typical experiences have been gained in effectively enhancing organizational brand influence.

4. By innovating the quality control mode of the industrial chain and supply chain, collaborating with upstream and downstream organizations to analyze quality bottlenecks, tackle common quality technologies, and promote typical experiences in collaborative innovation of the industrial chain and supply chain.

（三）申报条件

申报单位须已入选全省质量标杆典型经验，其他条件详见《质量标杆典型经验征集管理办法》。

（四）申报材料

1.申报书：申报单位需如实填写申报书有关表格。其中承诺书需由法人代表或相关领导签字并加盖公章。

2.典型经验：质量标杆典型经验需是组织实施多年的成熟实践，能够体现顾客导向和市场导向，系统介绍运用相关质量管理方法（技术）的思路做法、推进要点、特色亮点和实施成效等。要求内容详实、逻辑清楚、重点突出、图文并茂、数据支撑，字数10000字左右。

3.证实性材料：包括但不限于ISO 9001质量管理体系认证证书；顾客满意度、忠诚度等调查分析报告；与典型经验直接相关的荣誉证书、专利证书和创新成果等；组织财务部门出具的、加盖财务公章的经济效益证明或财务分析报告等。

（五）工作程序

1.组织申报。请各市工业和信息化局根据通知要求做好组织申报和材料审核把关工作，于5月6日前将推荐文件（PDF版）、全国质量标杆典型经验申报汇总表（Excel版）、申报材料（加盖公章的申报书、典型经验和证实性材料等三个文件的PDF文档打包压缩，以“申报企业全称”命名，单个申报材料不超过100MB），报送省工业和信息化厅科技处，以上材料均为电子版。省属企业和中央驻鲁企业可直接报送。

2.评审推荐。省工业和信息化厅组织专家评审，择优推荐申报全国质量标杆。

3.在线申报。获得全国质量标杆推荐资格的企业于6月6日17:00前访问链接（https://qpp.caq.org.cn/activity-registration）进行在线申报，按要求填写相关内容并提交申报材料。

二、全省质量标杆典型经验征集

全省质量标杆典型经验征集对象、重点领域、申报条件和申报材料等要求参照全国质量标杆。

1.组织申报。请各市工业和信息化局根据通知要求做好组织申报和材料审核把关工作，于5月6日前将推荐文件（PDF版）、全省质量标杆典型经验申报汇总表（Excel版）、申报材料（加盖公章的申报书、典型经验和证实性材料等三个文件的PDF文档打包压缩，以“申报企业全称”命名，单个申报材料不超过100MB），报送省工业和信息化厅科技处，以上材料均为电子版。省属企业和中央驻鲁企业可直接报送。

2.评审公布。省工业和信息化厅组织专家对申报材料进行评审，评审结果经门户网站公示无异议后予以发文公布。

三、典型经验推广和提升

（一）宣传推广质量标杆典型经验

适时举办全省质量标杆典型经验交流活动，通过专家讲座、标杆经验分享、现场参观交流等形式，推广质量标杆典型经验的先进质量管理理念和方法。

（二）开展质量诊断提升活动

鼓励行业协会、专业机构开展质量诊断提升活动，推动质量标杆典型经验持续改进创新。
