Shandong Provincial Department of Industry and Information Technology: Notice on Carrying out the Recognition and Review of 2025 Specialized, Refined, Unique and New Small and Medium sized Enterprises Cultivation Work

In order to thoroughly implement the important instructions of General Secretary Xi Jinping on "stimulating the emergence of more specialized, refined, unique and new small and medium-sized enterprises", and fully implement the task deployment of "promoting the development and growth of specialized, refined, unique and new small and medium-sized enterprises" in the 2025 State Council Government Work Report, in accordance with the "Interim Measures for the Management of High quality Small and Medium sized Enterprises Gradient Cultivation" (Enterprise [2022] No. 63 of the Ministry of Industry and Information Technology) and the "Implementation Rules for the Management of High quality Small and Medium sized Enterprises Gradient Cultivation in Shandong Province" (Lugongxinfa [2022] No. 8, hereinafter referred to as the "Implementation Rules"), we are now organizing the recognition and review of specialized, refined, unique and new small and medium-sized enterprise. The relevant matters are notified as follows:

1、 Declaration and recommended candidates

Innovative small and medium-sized enterprises within the validity period of Shandong Province (or those that have already applied and meet the announcement conditions this year) can apply for the 2025 specialized, refined, special and new small and medium-sized enterprises. Provincial level "specialized, refined, unique and new" small and medium-sized enterprises recognized in 2022 can apply for review. After the issuance of the list of specialized, refined, unique and new small and medium-sized enterprises for this year, the original title of "Specialized, Refined, Unique and New" small and medium-sized enterprises at the provincial level in 2022 will automatically become invalid.

The applying enterprise must meet the relevant recognition standards for specialized, refined, unique, and new small and medium-sized enterprises in the Implementation Rules. For enterprises recommended by various cities and strictly meeting the conditions, a "threshold system" evaluation and recognition will be conducted and announced.

2、 Work Procedure

(1)Provincial High Quality Small and Medium sized Enterprise Gradient Cultivation DatabaseThe application window for specialized, refined, and new small and medium-sized enterprises (www.sdyzzxqy.com, hereinafter referred to as the "Cultivation Library") will be open from March 17th to April 10th. Qualified enterprises log in to the cultivation database, and newly applied enterprises fill out the specialized and new small and medium-sized enterprise application form on the "High quality Small and Medium sized Enterprise Application Information - Application" page and upload relevant supporting materials; The enterprise applying for review shall fill out the review application form on the "Certification Expiration Management - Review" page and upload relevant supporting materials. On this basis, enterprises shall submit relevant application materials in accordance with the specific requirements of the small and medium-sized enterprise management departments of each city and county (city, district) (the paper version of the application form can be downloaded and printed from the cultivation library), and the paper materials shall be consistent with the data filled in online.

（2） The competent departments of small and medium-sized enterprises in each city shall carefully review and verify the materials provided by the enterprises in accordance with the Implementation Rules, and put forward recommendation opinions. Before April 21st (Monday), they shall send the recommendation documents, recommendation summary table (Attachment 1), review summary table (Attachment 2, both of which are paper versions and editable electronic versions), and enterprise application forms (paper versions and two copies) stamped with official seals to the Small and Medium sized Enterprises (Innovation and Entrepreneurship Guidance Office) of the Provincial Department of Industry and Information Technology by express mail (EMS). The supporting materials shall be submitted in scanned electronic form (original scanned, one PDF file for each enterprise).

（3） According to the Implementation Plan of the Provincial Government Office on Promoting the Use of Public Credit Reports as a Substitute for Proof of No Illegal or Irregular Records by Business Entities, the competent departments of small and medium-sized enterprises in each city can organize enterprises to issue "Public Credit Reports (Proof of No Illegal or Irregular Records)" for verification, or contact the development and reform department to verify the relevant situation in the past three years, and reflect the results in the recommended documents, to determine whether the declared enterprise has "no major safety (including network security, data security), quality, environmental pollution and other accidents, as well as tax evasion and other illegal and irregular behaviors".

（4） The Provincial Department of Industry and Information Technology will organize audits, on-site spot checks, and public announcements of recommended enterprises and related materials. If there are no objections to the public announcement, they will be announced as specialized, refined, and new small and medium-sized enterprises for the year 2025, and as specialized, refined, and new small and medium-sized enterprises that have passed the review for the year 2025. The validity period of the recognized specialized and innovative small and medium-sized enterprises is 3 years. If there are no other special circumstances, a review will be conducted in 2028.

3、 Job requirements

（一）各级中小企业主管部门要高度重视，积极开展政策宣传解读，广泛动员企业申报，协助有需要的企业了解政策、准备材料；要压实审核把关责任，提高初审推荐质量，各市推荐及复核通过率等指标将作为后续中小企业专精特新发展评价的重要依据。

（二）严厉打击非法中介活动，省工业和信息化厅未委托任何第三方机构开展申报相关的任何业务。本次申报不收取任何费用，企业只需如实填报相关数据和表格并提供相应资料，谨防不良中介机构非法牟利，评审中将对此进行重点核查。

（三）各市要健全相关数据管理、保密、廉政制度，完善投诉举报处理工作机制，及时发现和处置违规行为，提高培育工作的透明度和公信力。健全完善实地抽查和公示制度，对新申请的每家专精特新中小企业，都应及时实地核查确认。

（四）对于未推荐复审的2022年省级“专精特新”中小企业，各市中小企业主管部门要在复核情况汇总表中写明未推荐原因。
