Notice from the General Office of the Ministry of Industry and Information Technology, the General Office of the National Development and Reform Commission, the General Office of the Ministry of Finance, the General Office of the State owned Assets Supervision and Administration Commission, the General Office of the State Administration for Market Regulation, and the Comprehensive Department of the National Data Administration on Launching the 2024 Intelligent Factory Gradient Cultivation Action

To the industrial and information technology, development and reform, finance, state-owned assets, market supervision, and data management departments of all provinces, autonomous regions, municipalities directly under the central government, cities specifically designated in the state plan, Xinjiang Production and Construction Corps, and relevant central enterprises:

To implement the "Action Plan for Digital Transformation of Manufacturing Industry" issued by the General Office of the State Council, and in accordance with the task deployment of the "14th Five Year Plan for the Development of Intelligent Manufacturing", build a "trinity" work system of intelligent factories, solutions, and standard systems, and create an upgraded version of intelligent manufacturing, the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Finance, the State owned Assets Supervision and Administration Commission of the State Council, the State Administration for Market Regulation, and the National Data Administration have decided to jointly carry out the 2024 intelligent factory gradient cultivation action. The relevant matters are notified as follows:

1、 Building a gradient cultivation system for intelligent factories

According to the Implementation Plan for Intelligent Factory Gradient Cultivation Action and the Conditions for Intelligent Factory Gradient Cultivation Elements (Attachment 1 and 2), intelligent factory gradient cultivation will be carried out at four levels: basic level, advanced level, excellent level, and leading level. among which

（1） Encourage manufacturing enterprises to refer to the results of the maturity assessment of intelligent manufacturing capabilities to develop plans for improving the construction of intelligent factories, and conduct self evaluations based on the basic level intelligent factory element conditions.

（2） Provincial industrial and information technology authorities, in conjunction with relevant departments, shall formulate local and central enterprise plans and support measures for the cultivation of intelligent factories within the group, organize the evaluation and recognition of advanced level intelligent factories, and recommend qualified applications for excellence level intelligent factories.

（3） The Ministry of Industry and Information Technology, together with the National Development and Reform Commission, the Ministry of Finance, the State owned Assets Supervision and Administration Commission of the State Council, the State Administration for Market Regulation, and the National Data Administration, jointly organized the cultivation of excellent intelligent factories.

（四）鼓励有意愿、有条件的卓越级智能工厂积极申报领航级智能工厂，由所在地区或所属中央企业向工业和信息化部等部门推荐，在国家智能制造专家委员会指导下开展建设工作。

二、2024年度卓越级智能工厂培育工作

（1） Declaration conditions

1.申报主体在中华人民共和国境内注册，具有独立法人资格（石油石化、有色金属等有行业特殊情况的，允许法人的分支机构申报），并满足《智能工厂梯度培育要素条件》基础要求。

2.申报主体已完成智能工厂建设，智能制造水平处于国内领先，原则上应已获评先进级智能工厂，并达到卓越级智能工厂要素条件要求。

3.申报主体愿意配合开展现场核查、技术推广和典型案例交流等工作。

（二）组织实施

1.申报主体参考《智能制造典型场景参考指引（2024年版）》（工信厅通装函〔2024〕361号）、《智能工厂梯度培育要素条件》，按照《卓越级智能工厂项目申报材料清单》（附件3）编制申报书，于2024年11月22日前完成线上申报。申报主体应对申报内容真实性负责，并确保申报材料不涉及国家秘密、商业秘密。

2.各地工业和信息化主管部门会同发展改革、财政、国资、市场监管、数据主管部门组织本地区的项目推荐工作，有关中央企业组织本集团的项目推荐工作。各省（区、市）推荐项目数量不超过20个，计划单列市、新疆生产建设兵团、有关中央企业推荐项目数量不超过5个。

3.推荐单位应于2024年11月29日前完成线上审核，按推荐项目优先顺序填写推荐汇总表（附件4），并将加盖公章的纸质版申报书（须与线上填报一致）、推荐汇总表各1份，报送工业和信息化部（装备工业一司），有关中央企业同步报送国务院国资委（科技创新局）。

4.工业和信息化部会同国家发展改革委、财政部、国务院国资委、市场监管总局、国家数据局组织卓越级智能工厂评审认定和宣传推广。

5.各地工业和信息化、发展改革、财政、国资、市场监管、数据主管部门，有关中央企业应加强对智能工厂的分级指导和监督，鼓励给予相应政策支持。

6.项目申报、评审、管理、评估等工作基于智能制造数据资源公共服务平台（https://www.miit-imps.com）开展。
