Notice from the General Office of the Ministry of Industry and Information Technology on Organizing the Application for the First Major Technical Equipment Insurance Compensation Project

According to the insurance compensation policy arrangement for the first major technical equipment, we are now organizing the application work for the insurance compensation project in 2024 and reviewing the eligibility for insurance compensation for the first major technical equipment. The relevant matters are notified as follows:

1、 Scope of Support

The declared equipment must meet the requirements of the "Guidance Catalogue for the Promotion and Application of the First (Set) Major Technical Equipment (2024 Edition)" (hereinafter referred to as the "Catalogue"). The principle of supporting complete equipment is based on the number of units (sets); Core systems, key components, key supporting and basic parts of major technical equipment are supported in principle according to the number of batches. High end industrial mother machines, electronic specialized equipment, new agricultural machinery equipment, precision instruments and meters, and other equipment with low value per unit (set) can be supported in batches; Core systems and key components with high individual value, such as aircraft engines and ship engines, can be supported in units (sets).

2、 Declaration Procedure

（1） Enterprise declaration

Enterprises that produce and manufacture major technical equipment listed in the Catalogue shall submit applications to the local industrial and information technology competent department or the affiliated central enterprise group as required, and complete the material submission. The requirements for submitting materials are shown in the attachment.

（2） Recommended unit review

Local industrial and information technology authorities, as well as central enterprise groups, are required to conduct qualification audits on local or group affiliated enterprises, focusing on the completeness and effectiveness of application materials, the conformity and value rationality of product technical parameters, etc., forming review opinions, and submitting them to the Ministry of Industry and Information Technology. The requirements for submitting materials are shown in the attachment.

（3） Departmental review

The Ministry of Industry and Information Technology organizes a review of the eligibility for insurance compensation for the first major technical equipment, and determines the amount of premium subsidy funds based on a certain proportion of the equipment value, with a validity period of 5 years.

3、 Declaration requirements

（1） Equipment manufacturing enterprises should strictly abide by relevant national laws and regulations, strengthen business control, and ensure the authenticity, completeness, effectiveness, and accuracy of application materials. Those who obtain insurance compensation qualifications by providing false materials or other means shall not apply for relevant projects of the Ministry of Industry and Information Technology within 3 years and shall be held accountable in accordance with relevant regulations.

（二）各地工业和信息化主管部门、中央企业集团要严格审核把关、落实管理要求，维护好政策的严肃性。

4、 Other requirements

（一）请各推荐单位确定本次保险补偿项目申报工作联系人，并于2024年10月31日前将联系人姓名、单位及职务、联系方式等信息反馈至stt@prim.com.cn。

（二）请各推荐单位于11月25日前报送审核材料。
