Notice of the General Office of the Ministry of Industry and Information Technology and the General Office of the State Administration for Market Regulation on Carrying out the Application Work for "Unveiling and Leading the Way" of Intelligent Manufacturing System Solutions in 2024

Provinces, autonomous regions, municipalities directly under the central government, cities specifically designated in the state plan, and industrial and information technology and market supervision authorities of Xinjiang Production and Construction Corps:

To implement the "Action Plan for Digital Transformation of Manufacturing Industry" issued by the General Office of the State Council, and in accordance with the task deployment of the "14th Five Year Plan for the Development of Intelligent Manufacturing", we will build a "three in one" work system of intelligent factories, solutions, and standard systems, and create an "upgraded version" of intelligent manufacturing. The Ministry of Industry and Information Technology and the State Administration for Market Regulation will jointly carry out the "unveiling and leading" work of intelligent manufacturing system solutions for 2024. The relevant matters are hereby notified as follows:

1、 Task objective

Targeting the digital transformation and intelligent upgrading needs of key industries such as raw materials, high-end equipment, consumer goods, and electronic information, we will focus on the bottlenecks and pain points of intelligent factory construction, explore and cultivate a group of specialized suppliers who master core technologies, deeply cultivate segmented industries, and have industrial genes. We will strengthen the integrated innovation of intelligent manufacturing equipment, industrial software, and systems, deepen the research and application of national and industry intelligent manufacturing standards, promote the formation of advanced, applicable, independently controllable, replicable and promotable intelligent manufacturing system solution products and services, and apply them for verification.

2、 Declaration conditions

（1） The applicant should be an enterprise or research institute registered within the territory of the People's Republic of China with independent legal personality, and may form a consortium to apply. The main business of the leading applicant should include the research and development, supply, and service of intelligent manufacturing system solutions. The unit leading the task of unveiling the 2023 intelligent manufacturing system solution list shall not take the lead in applying again before completing the acceptance.

（2） The applying unit should have a good foundation in technological innovation and implementation of intelligent manufacturing system solutions, necessary site, equipment, and personnel conditions, complete engineering research and development, testing, and implementation capabilities, have successful application cases in the corresponding industry and field, be willing to actively cooperate in on-site evaluation and publicity summary, and actively promote typical experiences.

（3） The declared unit has had good business and financial conditions in the past three years, with no bad credit records, no major or above safety and environmental accidents, and no illegal or irregular behavior.

3、 Organize and implement

（1） The applying unit may prepare the "Application Form for Intelligent Manufacturing System Solution 'Leading the List' Project" (Attachment 1) based on its own actual situation, clarifying the task of unveiling intelligent manufacturing system solution products and services, and complete the online application before November 13, 2024. The declaring unit shall be responsible for the authenticity of the declared content and ensure that the declared materials do not involve state secrets or trade secrets.

（2） Each declaring unit can lead the declaration of one project, which can cover up to three intelligent manufacturing system solution unveiling tasks. The task of unveiling the list should focus on a specific industry (Attachment 2) and carry out integrated research and application verification around typical scenarios of intelligent manufacturing (see the "Reference Guidelines for Typical Scenarios of Intelligent Manufacturing (2024 Edition)" for details).

（三）各地工业和信息化主管部门会同市场监管主管部门组织本地区项目推荐工作。各省（区、市）推荐项目数量不超过20个，计划单列市、新疆生产建设兵团推荐项目数量不超过5个。推荐工作坚持政府引导、企业自愿原则，优先推荐应用效果显著、市场前景广阔、带动作用明显的自主可控项目。

（四）推荐单位应于2024年11月20日前完成线上审核，按推荐项目优先顺序填写推荐汇总表（附件3），并将加盖推荐单位公章的纸质版申报书、推荐汇总表各1份报送工业和信息化部（装备工业一司）。

（五）工业和信息化部、市场监管总局共同组织项目遴选并公布智能制造系统解决方案揭榜单位和相应揭榜任务。

（六）揭榜单位在2年内完成所承诺的揭榜任务和指标要求后，及时提请推荐单位组织验收。工业和信息化部、市场监管总局联合组织项目复核和宣传推广。

（七）各地工业和信息化、市场监管主管部门应加强对智能制造系统解决方案“揭榜挂帅”工作的指导和监督，鼓励给予揭榜单位相应支持。

（八）项目申报、评审、管理、验收等工作基于智能制造数据资源公共服务平台（https://www.miit-imps.com）开展。
