In order to further enhance the development level of characteristic industrial clusters in the province, the comprehensive evaluation of characteristic industrial clusters in Shandong Province for 2024 is now organized. The relevant matters are notified as follows:
1、 Scope of evaluation
Shandong Province's characteristic industrial clusters that have been officially announced since 2020 and have not received comprehensive evaluation rewards.
2、 Evaluation Content
（1） Basic information
It mainly includes cluster output value and growth rate, number of employees, cluster R&D investment and growth rate, number of specialized, innovative and single champion enterprises above provincial level, number of invention patents, number of R&D platforms, number of standard formulation and revision, industrial Internet platform application penetration rate, digital transformation level, number of green factories above provincial level, cluster annual import and export volume and other indicators that can reflect the development level of the cluster.
（2） Progress of Key Tasks
1. Carry out the cultivation of high-quality enterprises. This includes the gradient cultivation of high-quality small and medium-sized enterprises such as innovative small and medium-sized enterprises, specialized and innovative small and medium-sized enterprises, specialized and innovative "little giant" enterprises, and gazelle unicorn enterprises, as well as the organization and participation in the "Maker China" small and medium-sized enterprise innovation and entrepreneurship competition.
2. Accelerate the digital and green transformation. It includes the construction of an application industrial Internet platform, promoting the digital transformation of small and medium-sized enterprises, and fostering the construction of green factories, green industrial parks and green supply chain management enterprises.
3.促进大中小企业融通发展。包括开展产业链融链固链对接活动，龙头企业带动上下游中小企业发展，推动集群内企业共享资源要素等工作情况。
4.提升管理服务质效。包括建设运营管理机构，完善金融服务，培育上市企业，拓展国内外市场，开展政策宣贯，联系帮扶企业，开展企业家培训等工作情况。
5.加强集群品牌建设。包括开展集群品牌策划、设计、创建、宣传、推介活动，扩大集群产品和品牌的社会影响力等工作情况。
（三）拟实施的重点项目
若获得财政资金支持，集群拟实施的重点项目。围绕重点工作开展情况的5个方面，确定不少于一个重点项目，包括承担单位、主要内容、带动作用等。
三、评价程序
（一）自主申报。各集群对照评价内容要求，逐条开展自评，自评依据实际工作数据及案例，重要指标及重点工作开展情况要有证明材料作为支撑，全面总结年度发展成效。拟实施项目要明确项目承担单位、主要内容、带动作用等。
（二）综合评价。逐级向所在地中小企业主管部门报送材料。各市中小企业主管部门对评价材料进行核实确认，择优推荐1-2家集群，将相关材料报送至省工业和信息化厅。省工业和信息化厅组织专家对各市上报的集群材料进行评审，必要时实地查验了解集群情况。
（三）审定与公布。省工业和信息化厅对评价结果进一步征求行业协会、企业代表等方面意见，形成2024年度山东省特色产业集群综合评价前10位名单，向社会公示无异议后正式公布。
4、 Job requirements
（一）加强组织领导。各级主管部门要加强管理引导，各集群要落实好主体责任，认真组织开展综合评价工作，进一步提升集群发展水平。
（二）规范评价工作。严格规范程序要求，坚持公平公正原则，认真组织开展综合评价。评价过程中，严禁任何单位捏造、虚报或篡改数据。对违反规定的，将给予通报并取消相关资格。
（三）按时报送材料。各市中小企业主管部门于11月8日前将推荐文件、申报材料电子版发送至指定邮箱，纸质材料一式两份（通过EMS邮寄）报省工业和信息化厅。逾期不予受理。
