Notice from the Department of Industry and Information Technology of Shandong Province on the Selection and Review Evaluation of Manufacturing Single Champion Enterprises in Shandong Province in 2024

In order to implement the overall deployment of the provincial party committee and the provincial government on accelerating the construction of a strong advanced manufacturing province, and continue to improve the gradient cultivation system of high-quality manufacturing enterprises in the province, according to the "Implementation Opinions of Shandong Province on Accelerating the Cultivation and Development of High-quality Manufacturing Enterprises" (Lu Gong Xin Fa [2021] No. 5) and "Shandong Province Manufacturing Individual Champion Enterprise Identification Management Measures" (Lu Gong Xin Fa [2023] No. 275), we are now organizing the selection of the eighth batch of Shandong manufacturing single champion enterprises and the review of the second and fifth batches of Shandong manufacturing single champion enterprises. The relevant matters are notified as follows.

1、 Declaration conditions

（1） Basic conditions

1. Manufacturing enterprises registered in Shandong Province, with independent legal personality, with industrial product research and development, design and manufacturing capabilities. The enterprise has not committed any act that harms the interests of the state and the people, there is no record of dishonesty, and the products provided do not belong to the category of prohibition, restriction or elimination by the state. In the past three years, there have been no major security (including network security, data security, security and confidentiality), quality, environmental pollution and other accidents, as well as tax evasion, data fraud and other illegal acts.

2. Adhere to professional development. Long-term focus on a link in the industrial chain or a product area. By the end of 2023, engaged in related fields for 5 years or more, belonging to the new product should reach 3 years or more.

3. Good economic benefits. The development of the enterprise is stable and improving, and the average main business income in the past three years must reach 0.4 billion yuan and above. The specialized and special new "little giant" enterprises recognized by the Ministry of Industry and Information Technology and the specialized and special new enterprises recognized by the Provincial Department of Industry and Information Technology, with an average main business income of more than 0.2 billion yuan in the past three years, are recommended first.

4. Product market competitiveness. The market share of application products (productive services) ranks among the top three in the country and the first in the province. The quality of the applied products is excellent, the production technology or manufacturing process is advanced in China, the key performance indicators are at the leading level of similar products in China, and the energy consumption of the leading products reaches the advanced value of the industry energy consumption quota standard. Pay attention to and implement international management and brand strategy, establish a perfect brand cultivation system and achieve good results. (Product categories are defined in principle in accordance with the 8-digit or 10-digit code of the Catalogue of Products for Statistical Use, and producer service categories are defined in principle in accordance with the "small categories" of the Statistical Classification of Producer Services (2019), and those that are difficult to be accurately classified should conform to the generally accepted practice of the industry.)

5. Strong ability of independent innovation. Emphasis on technology and product innovation, with a high level of research and development institutions, research and development investment intensity reached the industry-leading level. Owning core independent intellectual property rights, leading the industry in the number of international and domestic patents, and actively participating in the formulation of international, national and industry standards. The transformation of scientific and technological achievements has achieved remarkable results, and the relevant intellectual property rights have been applied in practice and have produced economic benefits.

6. The management system is perfect. Excellent operating performance, the main business income or profit industry leader. Actively carry out management innovation, lean management level is high. The corporate culture is advanced, the entrepreneurial spirit and craftsman spirit are demonstrated, and it has leading talents in science and technology, high-skilled talents and high-level innovation teams, and actively participates in the construction of school-enterprise cooperation talent cultivation carriers.

(II) key product areas. Priority will be given to enterprises and products that meet the key areas of cultivation and selection of manufacturing individual champions.

2. review work

According to the dynamic management requirements of our province for the evaluation of single champion enterprises every three years, the second and fifth batches of provincial single champion enterprises are reviewed, and the qualified enterprises are retained in the published list, and the enterprises that do not meet the conditions or fail to submit the application materials for review are withdrawn from the list. Enterprises that have won a single champion product will no longer review the product, but will review the enterprise in a unified manner.

3、 Regarding requirements

1. The Municipal Bureau of Industry and Information Technology is responsible for the organization recommendation and review of territorial enterprises. To do a good job in the preliminary review of the application materials and merit-based recommendations to ensure quality. Focus on the company's market share, independent legal person status, whether there are illegal records in the environment, quality, and safety.

2. Enterprises are not required to provide all kinds of certification materials. Enterprises are required to provide explanatory materials and are responsible for the authenticity and accuracy of the materials.

3. The declaration and review shall be submitted through the "Shandong Manufacturing Individual Champion Declaration System" (https://zhpt.gxt.shandong.gov.cn, August 12-30) without paper materials. The municipal bureaus of industry and information technology will issue system invitation codes to enterprises that meet the requirements for declaration and review, guide enterprises to make online declaration and review, and complete online preliminary examination and submission of recommended documents before August 30.
