Shandong Provincial Department of Industry and Information Technology: Notice on Organizing and Carrying out the Application Work for Shandong Provincial Software Engineering Technology Center in 2024
Municipal Industry and Information Technology Bureaus:
In order to implement the national software development strategy and the requirements of relevant provincial documents, implement the status of enterprises as the main body of scientific and technological innovation from an institutional perspective, and systematically enhance the innovation capabilities of the software industry in the province, in accordance with the "Shandong Province Software Engineering Technology Center Cultivation and Certification Measures" (Lugongxinruan [2022] No. 72, hereinafter referred to as the "Certification Measures"), we are now organizing the application work for the Shandong Province Software Engineering Technology Center in 2024. The relevant matters are notified as follows:
1、 Declaration scope
Including basic software, R&D and design industrial software, production control industrial software, business management industrial software, emerging technology software (including artificial intelligence software), information security software, key industry application software, public cloud service software, embedded software, integrated circuit design, information and innovation adaptation services and other fields (see Annex 1), the applying unit can only choose one of them for application. Provincial software engineering technology centers that have already been recognized are not allowed to reapply.
2、 Declaration conditions
To apply for a provincial-level software engineering technology center, it is necessary to meet the relevant requirements of the "Recognition Measures", and those who meet the "basic conditions+general conditions" or "basic conditions+other circumstances" can apply. Enterprises should be the main body in building software engineering technology centers, encouraging joint construction between enterprises, research institutions, universities, and other institutions to drive industrial technological progress and enhance innovation capabilities. In addition, according to relevant national policies, the application requirements for the field of artificial intelligence related software are based on the requirements of "basic software, research and development design industrial software, production control industrial software, information security software, and integrated circuit design field" in General Condition 1.
3、 Declaration Procedure
（1） Enterprise declaration. The industrial and information technology bureaus of each city shall organize applications based on the principle of voluntary participation by enterprises, while provincial and central enterprises stationed in Shandong shall apply based on their respective territories. The applying enterprise shall prepare the "Application for Recognition of Shandong Software Engineering Technology Center" (see Annex 2) as required, and the application materials must comply with relevant national confidentiality regulations.
（2） Initial review recommendation. Each city's Industry and Information Technology Bureau should carefully review and ensure that the application materials meet the requirements, are complete, authentic, and effective. They should summarize and fill out the "Shandong Software Engineering Technology Center Recommendation Summary Table" (see Annex 3), and submit the recommendation letter, summary table, and enterprise materials to the Provincial Department of Industry and Information Technology on time.
（3） Review and recognition. The Provincial Department of Industry and Information Technology organized experts to review the application materials of the Software Engineering Technology Center, and after public announcement, the list of recognition was announced.
4、 Regarding requirements
Please ensure that the industrial and information technology bureaus of each city carefully organize the application and review of recommendations. Before May 31st, please send the recommendation letter (stamped PDF version), summary table (stamped PDF version, EXCEL version), and enterprise application form (stamped PDF version) to the contact email of the Provincial Department of Industry and Information Technology. One copy of the paper material should be mailed to the designated address (please use EMS for mailing). Late submissions will not be accepted.
