Shandong Provincial Development and Reform Commission: Notice on Organizing the Application for the 2024 Provincial Service Industry Development Guidance Fund Support Project

In order to thoroughly implement the decision-making and deployment of the Provincial Party Committee and Provincial Government to accelerate the high-quality development of the service industry, better play the role of the provincial service industry development guidance fund, and promote the construction of a number of key modern service industry projects, in accordance with the relevant provisions of the "Implementation Rules for the Construction of Provincial Service Industry Development Guidance Fund Support Projects (Trial)", the application work for the 2024 Provincial Service Industry Development Guidance Fund Support Project is now organized and carried out. The notice is as follows:

1、 Support key directions

Focusing on "new technologies, new formats, new models, and new industries" in the service industry, relying on the provincial key project library of modern service industry, in 2024, the provincial service industry development guidance funds will focus on supporting productive service industries such as logistics, design, finance, software, and exhibitions, as well as life service industry projects such as silver economy, family care, medical and health care, and boutique tourism.

2、 Support methods and standards

Support will be provided in the form of fixed amount subsidies, with a subsidy of 4 million yuan for projects with a total investment of over 200 million yuan, 3 million yuan for projects with a total investment of 100 million to 200 million yuan, and 2 million yuan for projects with a total investment of 30 million to 100 million yuan. The total investment of the project needs to be evaluated and approved by a third-party professional organization.

3、 Declaration requirements

（1） Declaration conditions

1. The project has been included in the provincial key project library for modern service industry, and priority will be given to supporting projects in the project library that can be completed and put into operation by 2024.

2. The project unit has not engaged in any major safety or quality accidents or illegal activities that seriously damage the environment in the past three years, has not engaged in fraudulent or embezzlement of financial support funds, and has not been included in negative lists such as "green threshold", major tax violations, and credit reporting.

3.项目三年内未获得过省级财政资金支持。

4.项目及其资料客观真实有效。

每个市限报3个。

（3） Application materials

1.项目单位按要求编制2024年度省服务业发展引导资金支持项目建设资金申请报告（见附件1）。

2.各市需报送请示文件、申报项目汇总表（见附件2）、申报项目绩效目标表（见附件3）、申报承诺书（见附件4）。

（四）申报程序

各市发展改革委会同财政局根据申报要求组织项目申报，并结合部门职责对项目进行审核把关后，上报申报项目请示。各市要审查项目资金申请报告是否符合支持方向和申报条件要求，核实项目审批（核准、备案、环评、用地、规划、节能、安全评价等）手续是否已经完成且符合有关规定，核实项目投资进度。

（五）申报时间

2024年4月26日前，各市发展改革委会同财政局将请示文件及有关附件寄至省发展改革委服务业处两份（纸质版和电子版光盘）。逾期不予受理。
