Notice from the General Office of the Ministry of Industry and Information Technology on Carrying out the Cultivation of the Sixth Batch of Specialized, Refined, Unique and New "Little Giant" Enterprises and the Review of the Third Batch of Specialized, Refined, Unique and New "Little Giant" Enterprises

Departments in charge of small and medium-sized enterprises in all provinces, autonomous regions, municipalities directly under the central government, cities specifically designated in the state plan, and Xinjiang Production and Construction Corps:
According to the Interim Measures for the Management of Gradient Cultivation of High quality Small and Medium sized Enterprises (hereinafter referred to as the "Measures"), the sixth batch of specialized, refined, distinctive and new "Little Giant" enterprise cultivation and the third batch of specialized, refined, distinctive and new "Little Giant" enterprise review work are now organized and carried out. The relevant matters are notified as follows:
1、 Enterprise application requirements
（1） Provincial specialized, refined, and new small and medium-sized enterprises can apply for the sixth batch of specialized, refined, and new "little giant" enterprises, and the third batch of specialized, refined, and new "little giant" enterprises can apply for a review, and no fees will be charged for related applications.
（2） Enterprises are required to truthfully and independently fill in and provide relevant supporting materials, and are not allowed to apply through third-party organizations. Our department has not entrusted any institution to carry out specialized and innovative application business. During the review process, fairness and impartiality are guaranteed through methods such as "double random (random grouping review, random selection of experts)" and "blind review". We urge enterprises to beware of unscrupulous intermediaries spreading false information and illegally profiting.
（3） The applying enterprise must meet the relevant recognition standards for specialized, refined, unique, and new "little giant" enterprises in the Measures. The relevant indicators need to be strictly controlled according to the "Partial Indicators and Requirements Explanation" in Annex 4 of the Measures.
（4） To reduce the burden of enterprise application, enterprises no longer need to provide supporting materials such as "domestic segmented market share certificate of the previous year" and domestic invention patent certificate issued by third-party institutions (for overseas invention patents, integrated circuit design layout and other Class I intellectual property rights, they still need to provide them). Enterprises only need to fill in the description and truthfully report the quantity to ensure the authenticity and standardization of the data. Our Ministry will strengthen data sharing with the China National Intellectual Property Administration and other departments, and patent data will be subject to the data provided by the China National Intellectual Property Administration.
（5） Our department will provide free online application training for enterprises through the high-quality gradient cultivation platform for small and medium-sized enterprises.
（6） The application and review of specialized and innovative "little giant" enterprises adopt a combination of online and offline reporting methods. Fill in the address online as a gradient cultivation platform for high-quality small and medium-sized enterprises（ https://zjtx.miit.gov.cn ）The reporting period is from April 25th to May 19th, 2024. The requirements for offline submission shall be subject to the requirements of the local small and medium-sized enterprise management department, and the offline and online data shall be consistent.
（7） The financial data of the enterprise is based on the audit report issued by the accounting firm. Please register the accounting firm on the unified regulatory platform for the registered accountant industry under the Ministry of Finance（ https://acc.mof.gov.cn ）After completing the registration, upload the coded electronic original to the high-quality gradient cultivation platform for small and medium-sized enterprises. If it is inconsistent, it will affect the application results.
(VIII), please remind the accounting firm to include the two indicators of main business income and main business cost in the audit report.
If the (IX) finds that there is falsification of the declaration data of the enterprise, our ministry will, in accordance with the interim measures for the Administration of gradient cultivation of High-quality small and medium-sized Enterprises, cancel the titles of innovative small and medium-sized enterprises, specialized new small and medium-sized enterprises, and specialized new "little giant" enterprises, and prohibit enterprises from declaring again for at least three years. The relevant situation involving accounting firms will be reflected to the competent departments of the industry.
2、 Recommended requirements
The competent departments of small and medium-sized enterprises of (I) provinces, autonomous regions, municipalities directly under the Central Government, cities under separate state planning, and Xinjiang Production and Construction Corps (hereinafter collectively referred to as the provincial-level competent departments of small and medium-sized enterprises) are responsible for organizing the sixth batch of specialized and new "little giant" enterprises and the third batch Specialized and new "Little Giant" enterprises review and recommendation work.
The (II) should organize qualified enterprises to fill in the "application form for the sixth batch of specialized and new" little giant "enterprises (Annex 1) or the" application form for the review of the third batch of specialized and new "little giant" enterprises (Annex 2), and put forward the requirements of supporting materials in combination with the actual work, and put forward the recommendation opinions after preliminary examination and verification.
(III) should earnestly fulfill their responsibilities, strictly check, strengthen the examination of the authenticity and technological innovation of enterprise financial data, ensure that the data filled in the application form is consistent with the supporting materials, and improve the quality of recommendation. It is necessary to increase the intensity of services and organize forces to provide full coverage of free consulting and counseling services for declared enterprises. In order to further consolidate the responsibility of auditing and recommending, our department will reduce points or limit the provinces with a large number of "little giant" enterprises but a low pass rate in the sixth batch of "little giant" enterprises.
(IV), for enterprises that have become the manufacturing single champion demonstration enterprises or single champion products of the Ministry of Industry and Information Technology, it is no longer recommended to apply for the sixth batch of specialized new "little giant" enterprises. For enterprises that have a controlling relationship with the specialized new "little giant" enterprises recognized by our department and enterprises producing similar leading products in the same group, it is not recommended to review the third batch of specialized new "little giant" enterprises, the reasons need to be explained.
The (V) does not recommend companies that have major safety, quality, and environmental pollution accidents, or serious dishonesty, tax evasion, or data fraud in the past three years.
(VI), the third batch of specialized new "little giant" enterprises applying for review of the "average growth rate of the main business income in the past 2 years is not less than 5%" indicators do not require, mainly considering the impact of the new coronary pneumonia factors. The sixth batch of newly applied "little giant" enterprises still need to meet the target requirement of "the average growth rate of main business income in the past two years is not less than 5%.
(VII) provincial departments in charge of small and medium-sized enterprises will focus on the initial nuclear recommendation work from May 20 to June 15, 2024. During this period, they can contact the enterprises that have completed the application to supplement and upload supporting materials according to the needs of the work. Before June 15, 2024, the official documents stamped with the official seal, the sixth batch of applications for specialized and new "little giant" enterprises (Annex 1, the application enterprises need to be stamped with the official seal), and the third batch of applications for review of specialized and new "little giant" enterprises (Annex 2, the applicant enterprise shall affix its official seal), the recommendation summary form of the sixth batch of specialized and special new "little giant" enterprises (Annex 3), and the review summary form of the third batch of specialized and special new "little giant" enterprises (Annex 4), one copy each shall be mailed to the Entrepreneurship and Innovation Office of the Small and Medium Enterprises Bureau of the Ministry of Industry and Information Technology by express mail (EMS).
3、 Precautions
(I), according to the situation in previous years, some enterprises have forgotten the login account number and password of the gradient cultivation platform for high-quality small and medium-sized enterprises, and it is suggested that the reporting enterprises log on to the platform for confirmation in advance.
（2） The paper copies of supporting materials shall be properly kept for future reference by the provincial department in charge of small and medium-sized enterprises, and do not need to be submitted to our department. The provincial department in charge of small and medium-sized enterprises should ensure the authenticity of data through organizing on-site spot checks, third-party data verification, and financial statement comparison.
In the (III), our department will organize the review and spot check of the recommended enterprises in each province (the list of enterprises recommended by each city separately listed in the plan is summarized by province, the same below) in accordance with the requirements of the "Measures" and the review process, and finally form and issue the sixth batch of specialized and special new "small giant" enterprises list and the third batch of specialized and special new "small giant" enterprises list approved by review. Before the review through the list issued, the original third batch of specialized special new "little giant" enterprise title is still valid; after the review through the list issued, the original third batch of specialized special new "little giant" enterprise title automatically invalid, to the list of enterprises shall prevail.
