In order to implement the spirit of the province's new industrialization promotion conference, in-depth implementation of the innovation-driven development strategy, accelerate the construction of manufacturing innovation centers, improve the technological innovation system, create an industrial chain collaborative innovation platform, and enhance industrial innovation capabilities, according to the ''Shandong Manufacturing Innovation Center "Construction Work Guide" (Lu Gongxin Technology [2023] No. 150) requires that the cultivation and identification of the provincial manufacturing innovation center in 2024 is now organized. The specific matters are notified as follows:

1. cultivation work

The provincial manufacturing innovation center should be based on common technology research and development and achievement transformation, in line with the high-quality development needs of the manufacturing industry in Shandong Province and the actual development of industrial innovation. Focus on the province's traditional industries such as metallurgy, chemical industry, light industry, building materials, textiles and clothing, machinery, high-end chemicals, automobiles, smart home appliances, industrial machine tools, rail transit, marine engineering equipment, agricultural machinery equipment, high-end aluminum, modern food, etc. Advantageous industries, new generation information technology, high-end equipment, new energy and new materials, modern medicine, green environmental protection, new energy vehicles, low-altitude economy, safety emergency equipment, magnetic levitation and other emerging industries, as well as meta-universe, artificial intelligence, life sciences, future networks, quantum technology, humanoid robots, deep-sea space and other future industries. Encourage qualified leading enterprises in relevant fields to take the lead in creating provincial manufacturing innovation centers.

2. identification work

For innovation centers that have been included in the cultivation, completed the construction objectives and tasks, and met the acceptance conditions, they can apply for acceptance at any time after passing the preliminary examination by the Municipal Bureau of Industry and Information Technology. After acceptance, it was officially recognized as the provincial manufacturing innovation center.

3、 Regarding requirements

The municipal bureaus of industry and information technology are requested to support and encourage qualified enterprises and units to take the lead in establishing the provincial manufacturing innovation center in accordance with the requirements of the "Guide to the Construction of Manufacturing Innovation Center in Shandong Province" (Lu Gongxin Technology [2023] No. 150). For those who meet the cultivation conditions, the attached construction plan (a paper version) shall be submitted to the Science and Technology Department of the Provincial Department of Industry and Information Technology before June 30.
