In order to thoroughly implement the spirit of the 20th National Congress of the Communist Party of China, implement the deployment of the Central Economic Work Conference and the National New Industrialization Promotion Conference, promote the implementation of the key tasks of the Guiding Opinions on Improving the Public Service System for Small and Medium-sized Enterprises, and help small and medium-sized enterprises with high-level services High-quality development, 18 departments including the Ministry of Industry and Information Technology jointly organized the 2024 "Benefiting Enterprises Together" SME Service Action. Relevant matters are notified as follows:

1. Action Theme

Adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, with the theme of implementing policies, precise services, and promoting development, adhere to demand-oriented, problem-oriented, and service-oriented, focus on the entire cycle of entrepreneurship, operation, and development of small, medium and micro enterprises, and strengthen departmental coordination, Linkage up and down, integrate resources, complement each other's advantages, and promote the sinking of service forces and service resources, in-depth industrial clusters, industrial chains, small, medium and micro enterprises to carry out rich content and various forms of service activities, to send policies, technology, and management to enterprises, to help enterprises expand the market, reduce costs, educate talents, promote transformation, and help small, medium and micro enterprises Boost confidence, rejuvenate, and strengthen strength.

2. action content

The service action of "benefiting enterprises together" for small and medium-sized enterprises runs through the whole year of 2024, and the activity of "service month for small and medium-sized enterprises" will be organized in June. All units should give full play to their resource advantages, actively mobilize system forces, combine the actual conditions and industrial characteristics of various regions, and in accordance with the "Service Action List" (see Annex 1), focus on three aspects of service actions.

(I) dredging policy to implement blocking points. Focus on small and medium-sized enterprises on the policy "do not know, do not understand, will not use" the problem, widely carry out policy publicity, push and evaluation, to help small and medium-sized enterprises know the policy, understand the policy, enjoy the policy. Multi-channel and multi-form publicity of various preferential policies of various regions and departments, and in-depth consultation and interpretation. Give full play to the role of the policy Internet platform, and continuously improve the functions of policy aggregation and release, sorting and refining, interpretation and answer, accurate push, declaration and cash, optimize the policy transmission path, and strengthen the policy "accurate drip irrigation". Improve the service level of the policy service window, optimize the policy processing procedures, carry out policy implementation evaluation, improve the policy feedback and response mechanism, and open up the "last mile" of policy implementation ".

(II) resolve the difficulties of operating pain points. Focus on small and medium-sized enterprises in the production and operation of small and medium-sized enterprises, such as small orders, lack of talent, financing difficulties, weak risk prevention ability and other pain points and difficulties, from the expansion of the market, talent, financing promotion, management improvement and other aspects to strengthen precision services. Hold exhibitions, results roadshows, card into the chain and other supply and demand docking activities to promote project docking and business cooperation. We will carry out talent recruitment and docking activities, establish and improve a library of high-quality public welfare courses, strengthen the training of leading and technical personnel in the operation and management of small and medium-sized enterprises, and optimize the talent structure of small and medium-sized enterprises. Strengthen the government, financial institutions, enterprise information sharing and interaction, build investment and financing exchange docking platform, accurate service enterprise financing needs. Organize activities such as management innovation consultation and diagnosis of small and medium-sized enterprises to help enterprises reduce costs, increase efficiency and improve quality. Guide small and medium-sized enterprises to strengthen compliance management, enhance risk prevention awareness and ability.

(III) improve the quality and efficiency of development. Focus on promoting the new development orientation of small and medium-sized enterprises, and in-depth implementation of the special action of "scientific and technological achievements, quality standard brand assignment, digital empowerment" for small and medium-sized enterprises. Strengthen the effective supply of scientific and technological achievements, smooth the channels of technology supply and demand, promote the formation of collaborative innovation forces, and enhance the technological strength of small, medium and micro enterprises. We will strengthen quality improvement, measurement support, standard guidance and brand building, promote the management, product and model innovation of small and medium-sized enterprises, and enhance the competitiveness of enterprises. Strengthen the new generation of information technology and application support, develop digital solutions and products that integrate "small, fast, light and accurate", copy and promote the practical experience of subdivided industries, and guide and promote the majority of small, medium and micro enterprises to accelerate digital transformation.

3、 Job requirements

(I) strengthen leadership and promote as a whole. The competent departments of small and medium-sized enterprises in various regions should play a leading role, strengthen cooperation with relevant departments, formulate service action implementation plans, refine service activities, and clarify the division of tasks. Relevant departments in various localities shall, on the basis of the contents of the list of service actions determined by their own departments, carry out service activities with industry and regional characteristics in combination with local reality.

(II) synergy and linkage to form a resultant force. We will enhance the systematic effect of the supply of service resources, highlight the backbone supporting role of public service institutions for small and medium-sized enterprises at all levels, public service demonstration platforms for small and medium-sized enterprises, demonstration bases for entrepreneurship and innovation of small and micro enterprises, and characteristic industrial clusters of small and medium-sized enterprises, gather and drive social organizations and the vast number of market-oriented service institutions, strengthen the coordination and linkage of service resources, and form a strong joint force of service cooperation.

(III) follow-up summary and evaluate the effectiveness. The competent departments of small and medium-sized enterprises in various regions shall designate special personnel to be responsible for this work, summarize the service results and typical cases in a timely manner, organize the service agencies in the region to submit the service situation of last month through the service tracking platform for small and medium-sized enterprises (https://baosong.miit.gov.cn/fuwu,报送内容见附件2) before the 10th of each month, and establish and improve the service incentive and effect evaluation mechanism.

(IV) publicity and promotion, expand the influence. The Ministry of Industry and Information Technology has set up a column "Serving Small and Medium-sized Enterprises in Action" on the official website of the Small and Medium-sized Enterprise Bureau, which focuses on displaying the development and effectiveness of service actions in various regions and departments, and coordinates the media to organize publicity and reporting activities as appropriate. The competent departments of small and medium-sized enterprises in various localities should strengthen communication and cooperation with the mainstream media, publicize the contents and characteristics of the activities in a timely manner, highlight the effectiveness of serving enterprises, and constantly improve the influence of the activities.
