Shandong Province Block Chain Technology Innovation and Industrial Development Action Plan
(2024-2025)
Blockchain technology is profoundly changing production relations, reconstructing the social credit system, and playing a key role in new technological innovation and industrial transformation. In order to accelerate the technological innovation and industrial development of blockchain in our province, better promote the deep integration of digital economy and real economy, and vigorously cultivate new quality productivity, this action plan is formulated.
1、 Guiding ideology
Under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will thoroughly implement the spirit of the 20th National Congress of the Communist Party of China, earnestly implement the Fifth Plenary Session of the 12th Provincial Party Committee and the Provincial Economic Work Conference, the Second Session of the 14th Provincial People's Congress and the Provincial Digital Economy High-quality Development Work Conference decision-making and deployment, adhere to the development of blockchain as an important breakthrough for core technology independent innovation and building a credible and secure technology base for digital economy, taking cross-border empowerment as a path, fully relying on the advantages of complete industrial categories, strong foundation and rich scenes in our province, we will comprehensively strengthen the forward-looking, original and leading scientific and technological innovation of block chain technology, make overall plans to lay a good layout, strengthen the ecological state, expand the scene and promote the integration of "combined boxing", and strive to build a solid digital technology support for the construction of a modern and strong province.
2、 Main objectives
By 2025, our province's blockchain technology innovation capabilities and comprehensive industrial strength will reach the domestic advanced level, and a blockchain industry system with leading key technologies, agglomeration of innovative resources, outstanding application characteristics, and strong security guarantees will basically be formed.
-- Continued enhancement of innovation capability. High-level to build 2-3 high-level technology innovation platform, in the blockchain underlying technology, security technology, integration technology and other fields to achieve important breakthroughs, the formation of a number of high-quality intellectual property rights.
-- Competitive advantage has been significantly improved. New industries, new formats and new models of blockchain continue to emerge, strengthening 2-3 platform-based enterprises leading the development of the industry, and about 20 innovative enterprises with outstanding scene application characteristics.
-- Cross-border integration has been comprehensively deepened. Blockchain is deeply integrated with new-generation information technologies such as meta-universe, artificial intelligence, and the third-generation Internet, and has carried out extensive integrated applications in advanced manufacturing, digital renminbi, government services, data circulation and other fields, and cultivated more than 100 innovative products and services case.
-- Security is more solid. Improve the blockchain capability evaluation standard system, introduce a number of professional testing institutions with industry authority, strengthen the supervision of blockchain application evaluation, ensure the security of smart contracts and data privacy, and steadily promote the innovative application of blockchain technology and the healthy development of the industry.
3、 Key tasks
Focus on the implementation of five special actions:
(I) Technology Innovation Capability Building Foundation Action
1. Breakthrough in key core technologies. Focus on the frontier fields of block chain technology, encourage scientific research institutions to vigorously develop underlying technologies such as consensus protocol, post-quantum cryptographic algorithm, high-performance intelligent contract, multi-chain networking architecture, heterogeneous cross-chain interaction, on-chain and off-chain interaction, and accelerate the promotion of security technologies such as homomorphic encryption, privacy computing, vulnerability mining, zero-knowledge proof, on-chain behavior analysis, etc, as well as blockchain-based data wallets, data space, artificial intelligence generation, intelligent analysis applications and other fusion technology research and application, to promote the realization of data can be anti-counterfeiting, authentication, evaluation, traceability. For the leading innovation achievements formed, those that meet the conditions shall be included in the scope of support for major science and technology plans according to the procedures. 2. Construction of collaborative innovation carrier. 1. Continue to enlarge the advantages of famous cities. Support Jinan and Qingdao, two famous software cities in China, to focus on blockchain technology innovation and integrated application, build a number of blockchain incubators, accelerators and crowd-creation spaces, gather a number of high-quality resources such as key scientific research institutes and backbone enterprises, further optimize the allocation of talents, capital and other factors, and create a leading area for blockchain industry development with outstanding innovation, strong support and wide radiation. 2. Accelerate the layout of characteristic industries. Support the agglomeration of blockchain innovation enterprises, areas with outstanding industrial characteristics and obvious talent advantages, and speed up the layout and construction of a number of industrial parks and clusters. Action of (III) Industrial Ecological Synergetic Development
1. Cultivate famous enterprises and famous products. Give full play to the main role of enterprise innovation, focus on key links such as technology research and development, application promotion, and guide key software companies encouraged by the state, top 100 national software companies, and provincial software engineering technology centers to actively expand blockchain business, and cultivate and expand a group of innovative capabilities Strong, specialized and special new enterprises that master core technologies. Use the first edition of high-end software and other policies to support enterprises to face market demand, accelerate the launch of a batch of characteristic products with obvious technical advantages and strong brand competitiveness, and continuously enhance the competitiveness and influence of the industry. Coordinate the infrastructure construction of the provincial government block chain service platform, and actively promote the transformation and upgrading of the business chain of all departments at all levels. 1. Advanced manufacturing. For key industries such as equipment, electronics, chemical industry, steel, energy, etc., support cross-industry and cross-domain industrial Internet platforms to enhance the capabilities of block chain-based intelligent terminal data linking, distributed device security control, edge device trusted authentication, operation instruction security verification, etc., solve difficult problems such as multi-party collaborative management of devices and industrial information security protection, and promote device security interconnection, data trusted interoperability, and element trusted flow. 2. Smart agriculture. Accelerate digital transformation and upgrading around the entire chain and link of agricultural product processing, warehousing and logistics, and marketing. Make good use of trading platforms such as "Qilu Nongchao" and "Good Grain Network", expand online sales channels, and start the "Good Shandong" brand in the field of agricultural products. Support the tourism platform to integrate data resources such as travel agencies, hotels, residential accommodation, scenic spots and relevant functional departments, carry out research and development innovation of block chain products around points consumption, residential accommodation crowdfunding, air tickets and hotel reservations, consumer credit management, tourism community hot evaluation, etc., and create an intelligent and integrated tourism service system of "full coverage, full information, full service and full credibility. 4. Energy logistics. In response to the intelligent needs of bulk commodity trading, warehousing, logistics supervision and other key ports such as Qingdao, Rizhao and Yantai, we will promote the upstream of transaction flow data, inventory data and other sources, use smart contracts to leave traces and certificates, promote the traceability of business information authentication, and enhance data transparency and user credit. 1. Government services. Promote the innovative application of block chain in the field of digital government, build a unified provincial and municipal standard government block chain service system, and promote services such as user identity chain, intelligent contract monitoring and management, cross-chain data exchange, business chain data management, etc., to provide basic support for the scenario application of block chain in government departments at all levels. Explore the establishment of an electronic license application model based on blockchain technology to promote the controlled sharing of government data and the efficient collaboration of government business. 2. Digital RMB. Support research and development institutions to rely on the National Financial Industry Password Application Research Center to carry out clearing and settlement application research based on "blockchain digital RMB. Promote the construction of digital RMB application service platform and the promotion and application of grain purchase and sale supervision, consumer member recharge, credit financial products, transportation and travel settlement and other fields, and create a number of typical digital RMB application scenarios. 3. Health care. Prepare standards such as mutual recognition of clinical examination and test results based on blockchain to standardize blockchain application scenarios. 4. Data flow. Focus on the efficient, safe and orderly circulation of data elements, promote the use of key technologies such as blockchain, privacy computing, commercial passwords, artificial intelligence, etc., to establish a data circulation system in which data sources can be confirmed, the scope of use can be defined, the circulation process can be traced, the value of assets can be assessed, and security risks can be prevented. Promote the development of data exchange transactions, encourage data trading venues and other data transactions to carry out the whole process of the chain, to create an efficient, low-cost, reliable data flow transaction chain. 4、 Guarantee measures
(I) strengthen the overall organization. The blockchain technology innovation and industrial development work will be listed as an important task of the provincial digital economy development joint conference mechanism, strengthen departmental linkage, and coordinate and solve major problems. Establish a coordinated promotion mechanism for provinces, cities and counties, strengthen resource integration, and form a joint force. Support industry alliances, industry associations, think tanks, etc. to strengthen industrial situation research and development strategy research, and provide high-end intellectual support for the development of blockchain. (II) increase fiscal and tax support. We will implement preferential policies such as tax incentives for high-tech enterprises, income tax relief for software enterprises, and deduction of R & D expenses. Coordinate provincial-level scientific and technological innovation and development and other special funds, support key blockchain technology research, major application promotion and major carrier construction, and encourage qualified cities to increase capital investment. Give full play to the guiding role of financial instruments such as industrial funds to accelerate the agglomeration of social capital to the blockchain industry. (III) increase the efforts to introduce talent. Deepen the integration of the "four chains" of talent chain, education chain, industrial chain and innovation chain, strengthen the traction role of provincial talent projects such as the Taishan Industrial Leading Talent Project, and actively support the blockchain and other key areas to attract and gather urgently needed high-level talents. Support qualified colleges and universities in the province to set up blockchain professional courses and carry out blockchain professional education. Through the construction of blockchain laboratories and talent training bases, we will strengthen blockchain technology education and improve the talent training and supply system. (IV) strengthen safety supervision. Strengthen the filing management of blockchain information services, promote blockchain information service providers to actively fulfill the filing procedures, accept security assessment and supervision and management, and promote the healthy and orderly development of the industry.
