Notice of Shandong Provincial Department of Industry and Information Technology on Organizing the Declaration of New Leapfrogging Private Enterprises in Shandong Province_Policy Information_Notice Announcement

In order to thoroughly implement the spirit of General Secretary Xi Jinping's important speech at the forum on private enterprises, promote the high-quality development of the private economy in our province, and speed up the cultivation of a number of large-scale private enterprises with large scale, strong core competitiveness and excellent quality and efficiency, according to the relevant requirements of the provincial party committee and provincial government on supporting the healthy development of the non-public sector of the economy (Lu Fa [2017] No. 21). The relevant matters are hereby notified as follows:

1、 Declaration conditions

(I) private enterprises registered in Shandong Province, including limited liability companies, joint stock limited companies, partnerships, sole proprietorship enterprises, non-state-owned or non-foreign holding enterprises, and mixed ownership enterprises with private shares; enterprises whose main business is real estate and financial institutions such as banks, securities and insurance are not included in the scope of awards.

(II) new leapfrog private enterprises refer to private enterprises whose annual sales (business) income exceeded 10 billion yuan, 50 billion yuan and 100 billion yuan for the first time. Annual sales (operating) revenue refers to the total annual sales (operating) revenue of the enterprise group, and the data is group-caliber data (including data from outside the province, overseas and tertiary production).

The (III) focuses on the conversion of new and old kinetic energy into the "top ten" industrial enterprises, with standardized production and operation management and good credit status; no major violations of laws and regulations, no major safety, quality, environmental protection accidents and mass incidents have occurred within two years, and there is no record of illegal and untrustworthy.

2、 Application materials

(I) shandong province new across the private enterprise declaration form.

A photocopy of the business license of the (II) enterprise and the ID card of the legal representative.

(III) the third-party annual audit report of the enterprise for three consecutive years, the report shall include the corresponding financial data and the year-on-year increase data.

(IV) the commitment report that the enterprise has not committed any major violations of laws, major safety, quality, environmental protection accidents, mass incidents and illegal and untrustworthy records within two years.

3. incentives

Private enterprises whose sales (business) income exceeded 10 billion yuan for the first time in (I) were given a one-time reward of 1 million yuan.

Private enterprises whose sales (business) income exceeded 50 billion yuan for the first time in (II) were given a one-time reward of 3 million yuan.

Private enterprises whose sales (business) income exceeded 100 billion yuan for the first time in (III) were given a one-time reward of 5 million yuan.

Private enterprises that have passed the (IV) of 10 billion yuan, 50 billion yuan and 100 billion yuan are not included in the scope of awards.

(V) incentive funds are arranged by the provincial budget.

4. declaration procedures and requirements

(I) enterprises shall, in accordance with the principle of territorial management, declare step by step after being examined and approved by the industry and information departments of the county (city, district), and the industry and information departments of the county (city) directly managed by finance shall directly submit them to the Provincial Department of Industry and Information Technology.

The industry and information departments of all cities and counties (cities) directly under the financial management of the (II) shall examine and verify the declared enterprises. The relevant data is based on the annual audit report of the enterprise, and a third party can be entrusted to audit the project according to the situation; after verifying the application conditions of the enterprise and soliciting the opinions of the departments of ecological environment, market supervision and emergency management, it shall be submitted to the Provincial Department of industry and information technology.

(III), the Provincial Department of Industry and Information Technology is based on the review and reporting materials of the cities and counties (cities) directly under the financial management, does not engage in evaluation, and publicizes the qualified private enterprises. After the publicity has no objection, the list of new leapfrog enterprises will be announced.

The industry and information departments of all cities and counties (cities) directly under the financial management of the (IV) shall be responsible for the authenticity of the application materials, and the cities, counties and enterprises that have committed fraud and other violations of discipline and regulations shall recover the reward funds and deal with them seriously in accordance with relevant regulations.

Please submit the recommendation documents, the summary of the review recommendation list and the enterprise application materials (in duplicate) to the Provincial Department of Industry and Information Technology before September 23, 2019.
