Notice on the Application for Key Projects for High Quality Development of Software Industry in Our Province
Municipal Industry and Information Technology Bureaus:
In order to implement the work deployment of the provincial Party committee and the provincial government on the high-quality development of the software industry, improve the supply capacity of high-end software, develop the domestic software ecosystem, give better play to the supporting and leading role of software in promoting innovation, promoting transformation and cultivating kinetic energy, and help the construction of a modern and strong province in the new era, it is now decided to carry out the declaration of key projects for high-quality development of the software industry, The relevant matters are notified as follows:
1、 Declaration scope
Focusing on key areas and major needs, focusing on five directions: key basic software, large-scale industrial software, emerging platform software, industry application software, and embedded software, selecting a number of key projects, focusing on key technology research, comprehensively promoting domestic software applications, and leading Drive the high-quality development of the province's software industry.
(I) Key Foundation Software
Adapt to domestic hardware, rich domestic ecological operating system, database, middleware, office software and other basic software.
(II) large industrial software
Intelligent design and simulation, manufacturing execution system, enterprise management system, product life cycle management and other high-end industrial software, basic commonality, industry-wide industrial APP.
(III) Emerging Platform Software
Key technologies and supporting platforms for cloud computing, big data, artificial intelligence, industrial Internet and other fields, and emerging lightweight platforms such as small programs and fast applications.
(IV) industry application software
Intelligent software solutions in the fields of digital manufacturing, smart agriculture, government services, medical care and health, and smart cities, focusing on the development of 5G, building information modeling, smart office, smart traffic management, smart emergency management and other application software.
(V) embedded software
For CNC machine tools, intelligent home appliances, rail transportation, communication equipment, special machinery, instrumentation and other fields of embedded products.
2、 Declaration conditions
1. The subject of the declaration should be an independent legal person registered in Shandong Province, with standardized management, paying taxes in accordance with the law, good reputation, and no bad records such as tax evasion.
2. The company has strong technical strength in the main business areas, has specialized R & D institutions and R & D personnel, and has the qualifications of software engineering technology centers, key laboratories, and enterprise technology centers recognized at the provincial level or above.
3. The declared project investment shall not be less than 5 million yuan. The project needs to be completed or about to be completed, and the project under construction should have some success. The project has a technological leadership in this field or breaks the market monopoly, with strong market promotion value and demonstration effect.
4, based on the "Yipeng ecology" and other domestic software and hardware ecosystem project priority declaration.
3、 Declaration Procedure
(I) the municipal bureaus of industry and information technology to do a good job in the organization and declaration of key projects for the high-quality development of the software industry. Eligible enterprises organize materials in accordance with the requirements of the "Application Form for Key Projects of High-quality Development of Software Industry in Shandong Province" (see Annex 1), and declare to the municipal industry and information bureaus according to their territories. In principle, only one project is allowed to be declared by one enterprise.
The industry and information bureaus of all cities in the (II) must carefully check to ensure that the application materials meet the requirements, are complete, true and effective, and summarize and fill in the "Summary of Key Projects for the High-quality Development of the Software Industry in Shandong Province" (see annex). Please pack the summary form and the electronic version of the enterprise materials and send them to the contact mailbox of the provincial department of industry and information technology before September 26. the paper materials will be mailed in duplicate to the designated address (please use EMS for mailing). overdue delivery will not be accepted.
In the next step, the province will increase financial policy support and application promotion for key projects.
