In order to implement the national and provincial deployment requirements, support the transformation and upgrading of small and medium-sized enterprises, and take the development path of "specialization, specialization, and innovation", according to the annual work arrangement, the relevant matters concerning the organization and recommendation of the 11th batch of "specialization, specialization, and innovation" small and medium-sized enterprises in Shandong Province are hereby notified as follows:
1、 Declaration conditions
The application for provincial-level "specialized, refined, special and new" small and medium-sized enterprises shall meet the following basic conditions and any one of the special conditions:
（1） Basic conditions
1. A small and medium-sized enterprise that has been registered and registered in our province for more than two years, has independent legal personality, meets the definition of "Small and Medium sized Enterprise Classification Standards" (MIIT Joint Enterprise [2011] No. 300), has good development prospects and economic and social benefits, and has good credit.
2. It has been announced as a municipal level "specialized, refined, unique, and new" small and medium-sized enterprise.
3. The enterprise's operating income in the previous year was over 10 million yuan, and the average growth rate of operating income in the past two years is not less than 10%.
4. Through quality management system certification, the product quality is stable and reliable.
5. Energy conservation, environmental protection, and safety production comply with relevant national and provincial regulations, and have good bank credit, tax credit, and social credit.
(II)-specific conditions
1) Specialization. The company focuses on its core business, has high specialized production, service and collaboration capabilities, and can provide key components, key components, supporting products and supporting services for large enterprises, large projects and leading enterprises.

2、 Declaration requirements
1. All cities are requested to do a good job in enterprise declaration and preliminary review recommendation in accordance with the requirements, and carefully organize the reporting enterprises to fill in the "Shandong Province Small and Medium-sized Enterprise" Specialized and Special New "Application Form (including the" Specialized and Special New "Small and Medium-sized Enterprise Basic Information Form," Specialized and Special New "Small and Medium-sized Enterprise Declaration Form and Commitment Form). The official writing together with paper materials shall be submitted to the Provincial Department of Industry and Information Technology in duplicate (the summary form shall be submitted to the electronic version at the same time).
2. The deadline for declaration is October 20, 2019, and it will not be accepted if it expires.
