Notice from the General Office of the Ministry of Industry and Information Technology on Doing a Good Job in the Pilot Acceptance of Remanufacturing of Mechanical and Electrical Products

Provinces, autonomous regions, municipalities directly under the central government, cities specifically designated in the state plan, industrial and information technology departments of Xinjiang Production and Construction Corps, relevant central enterprises, and industry associations:
According to the work plan, in order to fully leverage the leading role of excellent enterprises and further enhance the level of remanufacturing technology for mechanical and electrical products, the following notice is hereby issued regarding the pilot acceptance of remanufacturing for mechanical and electrical products:
1、 Scope of acceptance
The second batch of pilot units (including the implementation units of the internal combustion engine remanufacturing promotion plan included in the management of the pilot units for remanufacturing of mechanical and electrical products) determined by the Notice of the Ministry of Industry and Information Technology on Issuing the List of Pilot Units for Remanufacturing of Mechanical and Electrical Products (Second Batch) (MIIT Jiehan [2016] No. 53). The pilot units for remanufacturing of mechanical and electrical products (first batch) that have not yet submitted acceptance applications can submit acceptance applications together. Given the gradual maturity of the remanufacturing industry, our department will no longer organize pilot projects for the remanufacturing of mechanical and electrical products in the future.
2、 Acceptance content
The organization and implementation status of the confirmed remanufacturing pilot implementation plan mainly includes: completion status of main objectives and indicators, completion status of key tasks, completion status of key projects, and implementation status of safeguard measures; The results of the pilot work, existing problems, and relevant policy recommendations. In addition, the organization and management system, inspection and testing system, old parts reverse logistics system, product sales, and quality assurance system construction of the remanufacturing pilot work should be explained.
3、 Acceptance Procedure
（1） Conduct self-assessment. The provincial-level industrial and information technology competent department shall organize pilot units to comprehensively compare and evaluate the completion of pilot target tasks based on the implementation plan and relevant requirements, guide pilot units to prepare the "Self evaluation Report on the Pilot of Electromechanical Product Remanufacturing" (see Attachment 1 for the outline of the preparation) around the aforementioned acceptance content, and fill out the "Basic Information Table of Electromechanical Product Remanufacturing Pilot Units" (Attachment 2). The pilot units that have completed self-assessment shall submit acceptance applications to the provincial industrial and information technology competent department. According to their affiliation, central enterprises organize their pilot units to carry out self-assessment and acceptance work, or guide their pilot units to submit acceptance applications to the local industrial and information technology authorities.
（二）验收评审。省级工业和信息化主管部门（或中央企业）对试点单位提交《自评估报告》的真实性、可靠性进行现场核查，并组织相关咨询机构、行业及再制造专家等对试点工作实施情况及成效进行综合论证验收，出具验收意见。通过验收的试点单位需完成试点实施方案内容并达到以下基本要求：再制造相关技术质量标准和生产规范较为完善；具备检测、检验旧件和再制造产品主要性能指标的技术手段和能力；具备再制造所需拆解、清洗、加工、装配、检测等方面的技术装备，形成批量化生产能力；建设有污染防治设施并运行良好，达到相关环保要求；通过第三方的质量管理体系和环境管理体系审核。
（三）出具验收报告。省级工业和信息化主管部门（或中央企业）汇总本地区试点单位的验收情况，形成验收报告。验收报告应简要说明本地区再制造试点工作取得成效、存在问题和相关建议等。请于2019年9月30日前将验收报告、通过验收的试点单位名单、试点单位自评估报告（包括企业基本信息表）及其验收意见等材料报我部（节能与综合利用司）。
（四）复核及公告。我部组织对验收材料进行复核，公示复核结果，对无异议的予以公告。复核期间，酌情组织专家进行现场调研和抽查。
四、推荐典型
对试点实施效果较好的单位，省级工业和信息化主管部门可推荐其为机电产品再制造典型单位，随附相关推荐意见，一并于2019年9月30日前报我部（节能与综合利用司）。典型单位应具备以下基本条件并提供相关支撑性材料：再制造工艺技术水平先进、创新能力较强，再制造产品销售、质量保障及旧件回收体系完善，在行业及再制造领域内具有显著示范引领效应、推广潜力较大等。
