Several policy measures to support technology-based small and medium-sized enterprises in accelerating innovation and development in the new era
Technology oriented small and medium-sized enterprises are an important force in cultivating new driving forces for development and promoting high-quality development. Technological innovation capability is an unbeatable competitive advantage for enterprises. In order to thoroughly implement the important speech of General Secretary Xi Jinping at the symposium on private enterprises, effectively implement the Guiding Opinions on Promoting the Healthy Development of Small and Medium sized Enterprises issued by the General Office of the Central Committee and the General Office of the State Council, accelerate the development of private enterprises, especially various types of small and medium-sized enterprises, and enhance their technological innovation capabilities and core competitiveness, the following policy measures are proposed to support the innovative development of technology-based small and medium-sized enterprises.
1、 Overall idea
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 19th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 19th Central Committee, focus on cultivating and expanding the main scale of technology-based SMEs and enhancing the innovation capabilities of technology-based SMEs. Point, improve the vitality of innovation and entrepreneurship, guide technology-based SMEs to increase investment in research and development, improve the technological innovation system, and enhance the competitiveness of enterprises with technological innovation as the core, it will play a more important role in promoting high-quality development and supporting the construction of a modern economic system.
2、 Main measures
（1） Cultivate and expand the scale of technology-based small and medium-sized enterprises.
1. Improve the construction of innovation and entrepreneurship incubation system. Strengthen the hierarchical layout of specialized crowdsourcing spaces in key areas and sub sectors, promote the improvement of service capabilities of specialized crowdsourcing spaces, establish professional incubator alliances in several industry fields, and support the cultivation and incubation of technology-based small and medium-sized enterprises.
2. Encourage researchers to innovate and start businesses. Promote the implementation of detailed rules to support researchers to start their own businesses after leaving their positions, and improve the dual employment mechanism for researchers jointly established by schools, enterprises, and research institutes. Support high-level foreign talents holding permanent residence permits to establish technology-based enterprises and provide them with the same treatment as Chinese citizens.
3. Strengthen the orientation of assessment and evaluation. Include the cultivation and incubation of technology-based small and medium-sized enterprises in the evaluation index system of national high-tech zones, national independent innovation demonstration zones, as well as innovative provinces, innovative cities, and innovative counties (cities). Improve the evaluation methods for technology-based small and medium-sized enterprises and expand the scale of the national database for technology-based small and medium-sized enterprises.
（2） Strengthen the improvement and implementation of science and technology innovation policies.
4. Increase policy incentives. Promote the research and formulation of new policy measures such as increasing the deduction ratio of R&D expenses for technology-based small and medium-sized enterprises, and providing universal tax exemptions for technology-based startups.
5. Strengthen policy implementation and promotion. Further implement support policies such as income tax reduction and exemption for high-tech enterprises, value-added tax and income tax reduction and exemption for technology development and transfer, and value-added tax and income tax reduction and exemption for small and micro profit enterprises, and promote the lowering of implementation thresholds. Strengthen the promotion and publicity of existing policies, and carry out key policy interpretations for technology-based startups in science and technology parks, makerspaces, and incubators.
（3） Increase financial support for research and development activities of technology-based small and medium-sized enterprises.
6. Increase financial support. Through the national science and technology plan, we will increase support for technological innovation in small and medium-sized enterprises, adjust and improve the methods of science and technology plan initiation, task deployment, and organizational management, and provide direct support for research and development activities of small and medium-sized enterprises. Encourage local governments at all levels to establish special funds to support technology research and development for technology-based small and medium-sized enterprises.
7. Support undertaking national science and technology plan projects. In the organization and implementation of national science and technology plans such as the National Key R&D Program and the Science and Technology Innovation 2030 Major Project, support technology-based small and medium-sized enterprises to participate extensively in projects led by leading backbone enterprises, universities, research institutes, etc., and form innovation consortia to "unveil and tackle key problems". Encourage technology-based small and medium-sized enterprises to take the lead in applying for tasks with appropriate volume and conditions.
（4） Guide innovation resources to cluster towards technology-based small and medium-sized enterprises.
8. Promote the improvement of enterprise R&D system. Encourage technology-based small and medium-sized enterprises to develop enterprise technology innovation strategies, improve internal R&D management systems, and promote the application of innovative methods. Support technology-based small and medium-sized enterprises with conditions to establish internal R&D platforms, technology centers, etc., introduce and cultivate backbone innovation teams, and apply for recognition as high-tech enterprises. We will support qualified small and medium-sized technology-based enterprises to participate in the construction of national technology innovation centers and enterprises' State Key Laboratory.
Encourage collaborative innovation between industry, academia, and research. Research and introduce policies and measures to strengthen the integration of industry, academia, and research innovation in the new era, guiding technology-based small and medium-sized enterprises to share innovation resources and carry out collaborative innovation through the establishment of industrial technology innovation strategic alliances, joint research and development funds, co building laboratories, and R&D crowdsourcing.
10. Increase the aggregation and sharing of technological resources. Support the national high-tech zone to create characteristic carriers such as technology resource support and high-end talent leadership, and guide technology-based small and medium-sized enterprises to gather and carry out specialized division of labor and cooperation. Promote scientific research institutions, universities, and large enterprises to build open and shared network management platforms for scientific and technological resources, and promote the open sharing of scientific research instruments, experimental facilities, etc. to technology-based small and medium-sized enterprises.
(V) expand the supply of innovative services for technology-based SMEs.
11. Promote scientific and technological innovation vouchers. Support local governments to set up special funds for science and technology innovation vouchers, and reward or post-subsidize various service carriers serving science and technology-based small and medium-sized enterprises by means of government purchase of public services.
12. Strengthen the cultivation and construction of science and technology service institutions. We will formulate and promulgate policies and measures to promote the development of new R & D institutions, carry out pilot projects for the cultivation and construction of new R & D institutions, and guide the transformation of achievements and innovation services to meet the innovation needs of science and technology-based small and medium-sized enterprises. We should cultivate and build a number of specialized technology transfer institutions in colleges and universities and scientific research institutes to provide professional services for science and technology-based small and medium-sized enterprises to absorb scientific and technological achievements.
13. Build a characteristic service carrier. We will build a national information service platform for science and technology-based small and medium-sized enterprises, hold innovative product expositions for science and technology-based small and medium-sized enterprises, carry out through trains for scientific and technological achievements, and provide comprehensive services such as policy consultation, financing docking, technology transfer, and government procurement.
(VI) strengthen the financial capital market to support small and medium-sized science and technology enterprises.
14. Strengthen the guidance of venture capital. Expand the function of the national scientific and technological achievements transformation guidance fund, guide local governments and social capital to establish a "double innovation" fund that specializes in investing in technology-based small and medium-sized enterprises, and cultivate and develop angel investment that focuses on investing in start-up technology-based small and medium-sized enterprises.
15. Expand corporate financing channels. We will carry out pilot loan risk compensation and guide bank credit to support science and technology-based small and medium-sized enterprises that transform scientific and technological achievements. Strengthen the pilot work of the combination of science and technology finance, and accelerate the promotion of investment and loan linkage, intellectual property pledge, financial leasing, etc. The implementation of the "technology-based small and medium-sized enterprise growth roadmap plan 2.0", for high-quality enterprises to enter the "new three boards", science and technology board listing financing to provide a convenient channel.
(VII) encourage small and medium-sized scientific and technological enterprises to carry out international scientific and technological cooperation.
16. Strengthen "the belt and road initiative" cooperation and exchanges. Explore the development of "Belt and Road" property rights transactions and technology transfer related work, and create a good environment for more technology-based SMEs to carry out scientific and technological cooperation with countries along the "Belt and Road.
17. Strengthen international talent exchange and docking. Give priority to supporting technology-based small and medium-sized enterprises to participate in the "International Outstanding Youth Program" and help technology-based small and medium-sized enterprises to connect with foreign young talents in related fields. Support technology-based small and medium-sized enterprises to select professional and technical personnel to participate in medium and long-term overseas (border) training.
3、 Organize and implement
(I) strengthen organizational leadership. The Ministry of Science and Technology has set up a working group to promote the innovation and development of science and technology-based small and medium-sized enterprises to coordinate and promote relevant work. Science and technology management departments at all levels must firmly establish the concept of "innovation regardless of origin, regardless of size", and effectively take the creation of a good innovation and entrepreneurship environment as the fundamental requirement for transforming government functions and enhancing service awareness, formulating relevant support policies according to local conditions, and increasing efforts to promote Innovation and development of technology-based SMEs.
(II) strengthen the implementation of tasks. Strengthen the detailed decomposition of various tasks, clarify the division of responsibilities and time nodes, and continue to promote the implementation of various tasks with the determination to grasp the iron and the perseverance to work for a long time. Assess the implementation of policies in a timely manner and report on the progress of work on a regular basis to ensure that all tasks are in place.
(III) carry out summary publicity. Combined with the national innovation survey work, monitor the development of science and technology-based small and medium-sized enterprises, and timely adjust and improve policies and measures. Summarize the innovation experience of technology-based small and medium-sized enterprises, strengthen the promotion of entrepreneurship and major innovation achievements, and lead and drive more technology-based small and medium-sized enterprises to achieve innovative development.
